Statement of Purpose & Values

The Southern Football Netball League Umpires Association (SFNLUA) aims to provide an opportunity for our members to actively participate in officiating Australian Rules Football& enhance their health & wellbeing through organised sport participation. The Association, will at all times endeavour to provide for the health, welfare &well being of its members, supporters and officials.

This aim will be achieved by promoting & developing the following values and objectives:

  • A sense of social & community values.
  • An environment to nurture the physical & mental development of our youth.
  • Respect for officials, players & supporters.
  • The virtues of fair & disciplined officiating.
  • Equal opportunities for everyone.
  • Support coaches & staff appointed by the Director of Umpiring SFNL
  • Compliance and support of directions given by the Director of Umpiring & appointed Umpiring Department staff SFNL.

They will be realised by providing as far as reasonable:

All members, Coaches, Officials, parents, supporters & Committee members have a responsibility always when representing the Southern Football Netball League Umpires’ Association to conduct themselves in an appropriate manner consistent with these values.


SFNLUA Social Media & Online Engagement Policy

Membership Behavioural standards and expectations

In accordance with the SFNLUA Statement of Purpose & Values and SFNLUA Rules, SFNLUA members are expected to conduct themselves, both during and outside umpiring appointed duties, in a manner that protects their reputation and the reputation of the SFNLUA & SFNL. This applies to member’s use of personal social media sites.

In line with this, members are to apply the following when using social media in a personal capacity:

  • Adhere to the Terms and Conditions of the relevant social media platform/website and any other applicable laws, including copyright, privacy, defamation, discrimination and harassment.
  • Do not make any comment about the Director of Umpiring or staff appointed to the Umpiring Department SFNL or SFNLUA executive or administration unless raised in the appropriate forum.
  • Do not post or endorse any obscene, violent, discriminatory, vilifying, defamatory, offensive, insulting, threatening, harassing words, images or sounds.
  • Do not publish material that might otherwise cause damage to the SFNL or SFNLUA reputation or bring them in to disrepute.
  • Ensure comments are respectful of the community in which they are interacting online

Security, privacy and reputation management

Members should take care when considering what information to place on their or the SFNLUA social media sites. Once information is placed online it is in the public domain, is difficult to control and remove and can be easily forwarded to others. In many cases, once the information is uploaded, it is owned by the site and can be used without the knowledge or permission of the person who posted it.

Information may also be accessed by an unintended audience and/or for unintended purposes, or you could be associated with information, people or groups that you do not know or support.

With this in mind, members should be mindful about:

  • Using appropriate security/privacy settings
  • Revealing details that may enable unsolicited contact

Membership fees

The Association Membership fees for the current season are as follows:

  • $150.00 - Full
  • $70.00 - Concession (U18 years of age as at 1/4/2018)
  • Concessions available for Gov’t health card holders & pensioners (please see TreasurerJohn Borg for information)

  • Membership fees and uniform purchases payments will generally be deducted from each umpire’s next available monthly match payment or by other financial arrangement with the SFNLUA

Umpires Contract of Employment

The Umpires Employment Service Agreement sets out the obligations and responsibilities of both the umpire and the Southern Football Netball League. It covers areas such as Match Payments and Benefits, Match Appointments, Performance Review, Facilities and Treatment, Security, Insurance, and umpires’ obligations with respect to Tribunals, Training and Lectures, Knowledge of the Laws of Football, Uniform, Match Paperwork, and notifications of Illness and Injury.

The SFNLUA and SFNL have agreed to an agreement to operate from 2017 to 2020. This agreement was negotiated by the SFNLUA on behalf of all umpires. All umpires are bound by the conditions of the agreement & the SFNLUA Constitution.

If you have any queries in relation to your contractual obligations or the contents of the agreement, please approach a member of the Association Committee to discuss your concerns. A copy of the agreement has been posted on the SFNLUA website-

Match Fee Structure

Match fees are paid by the SFNL (not the SFNLUA) by direct credit to a nominated bank account in monthly instalments as soon as practicable following the end of the month, covering matches umpired in the current month, but may take up to two weeks. An authority to credit match fees to the account and the authority to make deductions must be lodged with the Southern Football League’s Administrator before any payment can be made.

Match payments vary according to the grade of the match (eg seniors or reserves) and the type of umpire (field, boundary or goal). Separate match fees apply to field and boundary umpires according to the number of umpires appointed (one, two or three).

A schedule of this year’s Match Payments will be distributed to all umpires and appears as Schedule 1 of the Umpires’ Agreement. Refer appendix C

MATCH PAYMENTS CANNOT BE PROCESSED UNTIL AN UMPIRE HAS COMPLETED:-

  • AN SFNLUA MEMBERSHIP APPLICATION
  • DEDUCTIONS AUTHORITY FORM
  • AN AUTHORITY TO CREDIT FEES TO A BANK ACCOUNT (through Schedula)

Disciplinary Matters

The SFNL Umpiring Department may discipline umpires who do not comply with League requirements by:

  1. Failing to advise the Umpiring Department Administrator of Match Forfeit
  2. Not attending at Tribunal or not notifying late attendance
  3. Late advice re match availability
  4. Failing to complete and submit/deliver paperwork on time

The Umpiring Department, or Association, will deal with other matters of a disciplinary nature as required. When relevant, reasonable written apologies/explanations may be taken into account but will not automatically be accepted. Disciplinary action may take the form of a verbal or written warning, demotion to a lower grade for one or more weeks or suspension for one or more weeks.

Match Preparation

1.Read your appointment when received. If there are any problems regarding venues, times, etc., see the Umpiring Department Administrator or your relevant umpiring discipline coach.

2.Pack your gear the night before. [Write yourself a checklist and use it]

3.Allow yourself plenty of time to get to the ground. All umpires are required to be in the umpire’s room 45 minutes before the commencement of play.

4.If no official Boundary and Goal Umpires are appointed, make sure that each club can supply them. Request that these people be in the umpires’ room 10 minutes before the start of the game. [N.B. Goal and Boundary Umpires supplied by Clubs MUST be over 15 years old.] The Field Umpire must provide non-official Goal Umpires with Goal Umpires cards.

5.Each Club should introduce you to its official umpires’ escort. These escorts will wear the official escort’s bib when escorting you to and from the ground during and after the match.

6.Attempt to visit and be out of the players room at least 15 minutes before the start of play.

Match Start Times

Games start times form part of the Schedula appointment notification and should be referred to regarding individual grade and division times.

Umpires are required to attend each match 45 minutes (Reserves& U/19’s, 3rd’s)/ 60 minutes (Seniors) prior to the scheduled starting time

Uniform

Umpires

Members are required to purchase their uniform and equipment through the SFNLUA. Presentation is an integral part of your overall performance, so it is imperative that you take pride in your appearance – having the correct uniform is paramount to having a clean uniform. Only the approved SFNL uniform is acceptable and you are reminded of your obligation to wear only the official uniform as outlined in the “Umpires Contract of Employment”.

Umpires’ Checklist

On the night before a game, run through this checklist to ensure that your gear is complete:-

Field & Boundary

Boots, runners, SFNL approved shirt, shorts, socks, SFNLUA top, towel, whistles, garters, paperwork, pens, drink bottle and RED, YELLOWand GREEN cards [Field Umpire only}.

Goal Umpire

Boots or Shoes and Socks, Trousers, SFNL approved shirt, cap & jacket. Spare laces, flags & flag holders, score cards, pens, pencils and an eraser, appointment form, towel, report forms, masking tape.

It is also recommended that once your checklist tallies with your training bag contents, you take your time to check your appointment, making sure that the starting time and venue is clear in your mind.

Field Umpire - On the Ground

1.Ensure that coaches and the match committee are seated, or standing behind the fence.

2.Check that the Runner is correctly attired [clearly marked top, orange pants or shorts

3.Check that Trainers are correctly attired [white/black trousers, shorts, skirt, overalls, clearly marked green top and/or green & yellow spray jacket]

4.Check that the Water Persons are correctly attired [white/black trousers, shorts, skirt, white top and waterperson bib]

5.Check that the club provided Boundary and/or Goal Umpires are correctly attired

6.Note any players who are wearing incorrect uniform or equipment.

7.In under age games, ensure that no side starts a game with greater than two players more than its opposition.

8.Check that each club provides an umpires’ escort at the required breaks [must wear umpire escort bib].

All Umpires - After the Match

All umpires are encouraged to socialise in the home club’s social facility.

Match Paperwork

Umpires are required to complete a Competition Match Report electronically by no later than 8pm on Sunday.

Umpires are required to post or deliver team sheets, goal umpires cards, and timekeepers cardsto the SFNL HQ at 145Keys Road Moorabbin, cards by noon on Monday.

If there is a Tribunal Report, this MUST be hand delivered to the SFNL Office by 8am on Monday morning.

2018 SFNL Umpire WorkCover Insurance

The Southern Football Netball League provides each Umpire, as an employee of the League, with WorkCover Insurance for injury which occurs in the course of each Umpire’s duties as an Umpire. It is important that members read and understand the procedures and responsibilities to ensure that any claim is recognised as such and is then handled promptly and efficiently.

An Umpire must notify the SFNLUA President, of any injury as soon as practicable after becoming aware of such an injury [no later than 48 hours], so that it may be entered into the Umpires’ Injury Register. If this injury occurs during training, then the Umpire must stop training and see the SFNLUA President or Director of Umpire immediately. If the injury occurs during a match [or whist travelling to or from a match or training], then the Umpire must contact the SFNLUA President at the earliest convenience.

Such notice may be given verbally but must be followed up in writing to the SFNL General Manager – Operations and must include the details as per the umpire injury form. If an injury appears minor and unlikely to need treatment, a later claim may not be accepted unless the original injury was promptly reported.

All Umpires are advised that any initial visit seeking treatment or assessment of an injury must be to a recognised Sports Medicine Centre, for a WorkCover claim to be recognised as such, unless the injury is of such a serious nature that the Umpire has to be taken to the nearest hospital. To confirm if a sports medicine centre is recognised by the league please contact the SFNL General Manager – Operations.

All WorkCover forms must be lodged with the SFNL General Manager - Operations in the event of an Umpire sustaining a work-related injury. Umpires are reminded that any intention to lodge a fraudulent claim will be contested as a legitimate WorkCover claim by the SFNL. Umpires are not to forward any WorkCover claim on directly themselves. These must all be directed to the SFNL General Manager – Operations.

All Umpires are reminded that the above procedures are required by law to ensure that they will be adequately covered in the event of a claim.

Please note that a person is not entitled to recover compensation for a work-related injury, unless notice of the injury has been given to the employer. Failure to follow adequate warm up procedures may lead to rejection of a claim for compensation.

WorkCover Check List & Procedures

  1. Report any Umpire work related injury to the SFNLUA President
  1. Report to a League recognised Sports Medicine Centre for treatment [if necessary], informing the centre that this is a WorkCover related claim;
  1. Obtain a ‘Notice of Injury’ form from the SFNL General Manager - Operations and lodge completed form with them.
  1. Obtain a ‘WorkCover Certificate of Capacity’ form from a League preferred Sports Medicine Centre on your initial visit and lodge the certificate with the SFNL General Manager – Operations.
  1. If the injury sustained causes any loss of wages from your first employer or an inability to Umpire, a ‘Final Certificate’ must be obtained from a League recognised Sports Medicine Centre and lodged with the SFNLUA President and SFNL General Manager - Operations prior to being able to Umpire again;
  1. Then complete a ‘WorkCover Worker’s Claim Form’ if applicable and lodge such form and any medical accounts with the SFNL General Manager - Operations within five [5] working days
