REGULAR MEETING

SOUTH NYACK BOARD OF TRUSTEES

At 7:30 pm, following the Pledge of Allegiance, the regular meeting was called to order by Mayor Christian.

OPEN SESSION:

·  John Cameron spoke of the rubber covers on the Thruway fence being used for temporary sound absorption along his neighbors’ property and the location of the nearby sound monitor. To his inquiry regarding construction sounds, Mayor Christian said that the locations of the Thruway monitors and their response time will be reviewed by Brook Crossan.

·  Hope Cameron asked about protection of the fish in the Hudson during construction.

·  Trustee Goodwillie spoke of the decibel limits of construction sounds and of the particulate matter in the air and questioned how it is being measured.

MINUTES: Upon motion made by Trustee Neff, seconded by Trustee Goodwillie, the minutes of the regular meeting of June 24, 2014 were unanimously approved.

REPORTS:

·  POLICE: Chief Newbury reviewed the June report showing $81.00 received in fees. A new police vehicle has been received which will replace one that will be surplused. SN/GV Officer will receive training for the use of Narcan. A new summons form for bicyclists will soon be in use.

·  D.P.W.: The June report was submitted and reviewed. Included was a summary of the work done at 269 South Broadway showing a total expense of $6,091.16.

·  BUILDING/CODE/FIRE INSPECTOR: June receipts totaled $570.00.

·  VILLAGE CLERK: June receipts totaled $256.00.

OLD BUSINESS …..

·  FUEL DISPENSING & STORAGE SYSTEM: No action was taken

NEW BUSINESS…..

·  TZ BRIDGE UPDATE: Mayor Christian reported that the South Nyack Task Force has met with Paul Brenner, preparer of the RFP for the Feasibility Study. Once completed, the RFP will come before the Trustees for approval and then put out to bid. The Mayor spoke of a tentative date for the community meeting at which the public will be able to review and comment on each of the suggested concepts for the Shared Use Path. Discussion followed.

·  COMMUNICATIONS ADVISORY COMMITTEE: Trustee Goodwillie reported on the recent meeting of this committee and the discussions concerning the village’s web site and on social media and policies that need to be set.

·  ROCKLAND RIVERFRONT COMMUNITY COUNCIL: Trustees Goodwillie and Leinbach attended a recent meeting of this inter-municipal organization that promotes Hudson River valley environs. The Mayor and Deputy Mayor attended a recent meeting of Destination Rockland, which promotes tourism in the county.

·  INSURANCE CONSULTANTS: Following discussion of the services provided by consultants David Skolsky and Jerry Trupin, Trustee Leinbach moved as follows:

#44 RESOLVED, to authorize the Mayor to sign the agreement for Insurance Consulting Services provided by David J. Skolsky and Jerry Trupin for a year’s period through August 1, 2015, at a cost of $7,000.

The resolution was seconded by Trustee Neff and was adopted with Trustee Goodwillie abstaining.

·  PLANNING BOARD: The Mayor accepted the resignation of Planning Board Alternate member Mark Massey.

·  OTHER: Gravel washing from a driveway onto the sidewalk and Franklin Street during heavy rain storms will be brought to the attention of the Code Enforcement Officer. Funds from FEMA will be used for both remediation and repair of the Gesner Avenue Park. There was discussion of the status of the village’s Comprehensive Plan.

PAYMENT OF ABSTRACTS: Upon motion made by Mayor Christian, seconded by Trustee Goodwillie and carried, the following abstracts of audited vouchers were approved for payment:

Abstract # A14.26 – General Fund $9,405.00

Abstract # A15.03 – General Fund $46,108.87

Abstract # B15.03 – Police $13,157.60

At 8:50 pm, upon motion made by Trustee Leinbach, seconded by Trustee Goodwillie and carried, the meeting was adjourned.
