- SE-1 CFIT / AP 1.01 - Terrain Avoidance Warning System (TAWS)
1.1States must insist to have operators comply with the ICAO GPWS requirement for aircraft above 5,700 kg or certified to carry more than 9 passengers.
1.2Bangladesh is kindly invited to notify a difference to ICAO Annex 6 Part I, section 6.15.3 concerning the dispensation given to an operator to operate two F-28 aircraft without complying with the ICAO standard.
1.3FAA is requested to kindly contact BAe for details on equipping HS 748 (Avro)
with GPWS.

6.15.1 – All TE aeroplanes MCTOM > 5700kg or authorized > 9 pax shall be equipped with GPWS.
6.15.2 - All TE MCTOM > 15000 kg or authorized> 30 pax shall be equipped with GPWS + Forward Looking Terrain Avoidance Functio (FLTAF)
6.15.3 - TE aeroplanes MCTOM > 5700 kg or authorized > 9 pax shall be equipped with GPWS + FLTAF (manufactured after Jan 2004)
6.15.4 - From 01 Jan 2007 all TE aeroplanes MCTOM > 5700 kg or authorized > 9 pax shall be equipped with GPWS + FLTAF
6.15.5 - Rec: All TE aeroplanes MCTOM 5700 or less and authorized > 5 pax but < 9 pax shall be equipped with GPWS* +FLTAF
6.15.6 - From 01 Jan 2007 all PE aeroplanes MCTOM > 5700 kg or authorized > 9 pax shall be equipped with GPWS* + FLTAF

COSCAP-SA issued IB 001 – Access to Information on STC on 15 Mar. 2003
1.2Bangladesh has informed that all except one B 707 on BangladeshRegistration are equipped, and dispensation given to B707 up to July 2006 only, no further dispensation is expected.
1.3FAA has provided information.
COSCAP-SA revised IB 002A with additional information on Embraer, Bombardier and BAE Systems.

2. SE - 2 CFIT/ AP 1.06 - Standard Operating Procedures (SOP)
2.1 All States have confirmed that the requirement of SOPs has been included in their legislation and that the operators have developed SOPs for their fleet.
2.2States are requested to continue monitoring the operator SOPs and ensure that operator train proficiency in their SOPs and crews use published company SOPs.

3. SE-3 CFIT/ AP 1.03 - PRECISION-LIKE APPROACH IMPLEMENTATION (“21st Century Instrument Approaches”)(Vertical Angles – PAI 1-7, 11)
3.1States are requested to advise COSCAP-SA if further assistance in development of approaches is required.

a.AC 011 Information to Operators on RNAV(GNSS) Non-precision Approach Procedures based on GPS on 18 October 2004

COSCAP-SA has assisted States with development of GNSS Approaches:
- Bangladesh – 2 airports
- Bhutan – 1 airport
- Pakistan – 2 airports
- Sri Lanka – one airport + additional approaches for two airports are under development (March 2006)

- SE-10 CFIT / AP 1.08 - AIRLINE PROACTIVE SAFETY PROGRAMS (FOQA & ASAP)
4.1States that have yet to implement the ICAO SARPs on FDA Programme are requested to initiate action at the earliest please.
4.2States that are unable to comply with the ICAO SARPs are requested to file a difference
4.3States to kindly provide comments on the Draft FDA manual “A Guide to Good Practice” by 31st October 2005.
4.4COSCAP-SA to finalize and distribute the generic FDA guidance manual by 7th November 2005.

12. SE-27 / AP 3.01 Loss of Control (Risk Assessment and Management)
12.1Action will be taken on this Safety Enhancement after additional information is available from CAST / FAA.

13.1States are requested to ensure all operators have established a flight safety department and the operators have instituted a flight safety documents system.

17. SE 9 / AP 1.07 - CFIT – “Minimum Safe Altitude Warning”
17.1MSAW course has been rescheduled to be held by mid January 2006.
17.2COSCAP-SA to inform all States of the venue and exact date when determined.
17.3States are requested to kindly ensure maximum participation recognizing that a similar course may not be held again in the region in the foreseeable future.
Action Taken:
17.1The MSAW course was conducted at Colombo, Sri Lanka from 06 to 07 February, 2006.
17.2All States were advised accordingly.
17.3A total of 14 participants attended the MSAW course:
- Sri Lanka – 08 participants (Industry)
- Bangladesh - 04 participants (CAA)
- Nepal - 02 participants (CAA)
18. SE-13 / AP - ATC Training – CFIT Prevention
18.1States are invited to review the draft advisory bulletin for air traffic service providers on the issuance of safety alerts / warnings and provide their comments before 31st October 2005.
18.2COSCAP-SA to finalize and distribute the advisory bulletin to States by 15 November 2005.
Action Taken:
18.2COSCAP-SA issued AB 014 on ‘Issuance of Safety Alert / Warning’ on 26 December 2005.
19. SE-46, 47 Runway Incursions – Air Traffic Control Training
19.1 ATTE course has been rescheduled to be held by mid January 2006.
19.2States are requested to kindly ensure appropriate participation recognizing that a similar course may not be held again in the region in the foreseeable future.
19.3FAA is kindly invited to seek approval to provide the memory enhancement training (NATPRO) to COSCAP-SA.
19.4COSCAP-SA to coordinate with FAA to procure the memory enhancement training material when it becomes available and distribute to states.

19.1The ATTE course was conducted at Colombo, Sri Lanka from 08 to 10 February, 2006.
19.2All States were advised accordingly.

21.1States are requested to review the draft guidance material and to provide comments to COSCAP-SA by 31 October 2005.

23.NEW SAFETY ENHANCEMENT ISSUES
23.1FAA to kindly inform prior to the next SARAST meeting of the development of new CAST SEs that are finalized in relation to mid-air, icing, cargo and system malfunctions/maintenance.

23.1CAST/FAA has advised that two SEs have been finalized: SE 78 and SE 120
23.2The 6th meeting to take up the new finalized SEs for discussion if information provided.

- Regional Safety Issues
24.1Helicopters
24.1.1It was suggested that Transport Canada documentation would be an excellent source of information.
24.1.2FAA has ordered a full set of FAA books on helicopter procedures and requirements to be provided to India and COSCAP-SA.
24.1.3AIRBUS is requested to contact Eurocopter and obtain available material on helicopters.
24.1.4COSCAP-SA provided States with a CD containing information collected from a number of States having developed material on helicopter issues.
Action Taken:
24.1.2 FAA books on ‘helicopter procedures and requirements’ awaited.

25.1The meeting discussed issues related to TCAS resolutions.
25.2The meeting agreed that flight crew must be trained to respond to all RAs.
- DATE AND VENUE OF NEXT SARAST MEETING
26.1Tentative date mid-May 2006. Date to be confirmed after coordination with COSCAP-NA and COSCAP-SEA.
26.2COSCAP-SA to take into consideration the travel required by external participants.
26.3Venue of meeting is tentatively Colombo.
Action Taken:
The 6th SARAST Meeting is being held at the ICAO APAC Regional Office, Bangkok on 18 and 19 May, 2006. The venue has been changed toBangkok to suit participants’ convenience.
