Organizational background:
Established in 2004, the Poverty Alleviation Fund (PAF)-Nepal, aims to develop and implement programmes that address the challenges confronted by vulnerable peoples. This is achieved by involving poor and disadvantaged groups as partners in such efforts.
As the apex poverty alleviation institution in Nepal, PAF has formed 28,000 COs in its 55 programme districts and 3 innovative districts. PAF beneficiaries comprising disadvantaged people from vulnerable communities need immediate support for restoration of their livelihoods and community level infrastructure.
The goal of the Peri Urban Pilot is to improve living conditions, livelihoods and empowerment among the peri-urban poor with particular attention to women and groups that have been traditionally excluded. The overall objective is to pilot the PAF approach in peri-urban settings to assess its viability and potential for scale-up by empowering the poor targeted people in the project locations to have access to available resources; information and technology.
Main purpose
The Peri UrbanOfficer's(Consultants) main purpose is to strengthen Peri Urban pilot initiative now implemented in Kathmandu and Butwal. Peri Urban KM officer will also focus on ensuring livelihood of the targeted poor through IG component and capacity building of CO members through Skill development and market linkages Component. The consultant would report and closely work with instruction of the Peru Urban Coordinator and programme Division of PAF
Roles
The Peri Urban Office(Consultant)will be instrumental in facilitating the peri urban pilot as (1) anfacilitator in providing advice toPeri urban partner organizations (2) a sub-coordinatorandadvocateof peri urban programme related activities within the Secretariat.
More specifically, the Peri Urban officer will perform the following tasks;
(1)Coordination with Municipalities and line agencies and other stakeholders
IN direct coordination with Peri-Urban Coordinator, the consultant is expected to establish coordination with municipality and other stakeholders in implementing the pilot
(2)Social Mobilization and formation of COs
The consultant would facilitate, monitor and suggest on CO formation process which builds on the existing social cohesion among the members as much as possible.The consultant would monitor the progress of COs in RF management, Procurement, monitoring/evaluation and develop their capacity to manage and implement activities under IG and skill development funds.
(3)Capacity Building for CO Fund management and implementation;
The consultant would facilitate the PO to identify an indicative list of demands and needs for potential IG activity, skills/technical training, which will then feed into the implementation plan for the sub-grant activities. The consultant would encourage nurturing Local Resource person at the community level for social mobilization, RF management, among others.
(4). IG Business Plan and Proposal: The consultant would monitor the PO in ensuring the effective implementation, monitoring and evaluation, of the Community sub projects, among others. The consultant would ensure that the CO has made business plan for their IG activities.
(5). Facilitation for Skills development and Technical Training Fund
The consultant would supervise and suggest PO on identifying skills development/training demanded by the CO members, and maintaining linkages between technical/vocational training provider and implementation of different income generation activities to be implemented with the Skills and Technical Training Fund. Also, the consultant would also facilitate and link the training opportunities with local bodies, other development program and agencies
(6). Institutional Building and Linkages
For organization strengthening and accountability, the consultant will facilitate enlisting of the COs in the concerned Municipalities. He/she would also facilitate the linkages of CO with related training institutions (TI) to cater the need and demand of the individual CO members.
(7). Monitoring/Evaluation
The consultant would ensure the repayment of Revolving Fund by CO. So he/she would regularly supervise the CO and monitor CO’s activities to ensure necessary facilitation for COs and POs.
(8)Reporting: The consultant would report to PeriUbran Coordinator and programme division.
(9) Communications: The Consultant will document lessons learnt, best practices, success stories, and field stories and submit to PAF KM unit
10.. Other Activities: The consultant would involve in consultative and review meetings, workshop related to the peri urban pilot and will carry out activities as asked by the PAF Secretariat.
Knowledge, Skills and Abilities
  • Sound knowledge of the PAF and community based development approach.
  • Project management experience and a proven track record of designing, planning and implementing community development initiatives, including skill development and capacity development of the poor communities.
  • In-depth knowledge of modern leadership practices and management concepts.
  • Extensive practical experience in applying information technology to the implementation of development project and, communications and knowledge sharing strategies.
  • Experience in organizational/leadership development, management, coaching and training.
  • Strong communication skills - Excellent knowledge of written and spoken English desirable;

Education, Experience and Language Skills
  • Master's degree in social sciences, anthropology, management, business administration or related subjects.Minimum of 4 years of experience in related field.Excellent command of written and spoken English essential.
Reporting Arrangements: The consultant will submit progress report of the initiatives in every 4 months to Peri Urban Coordinator or Programme Division.
Selection Method
Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines Selection and Employment of Consultants by World Bank Borrowers (January 2011, Revised July 2014. Selected Consultant must be registered in the VAT.
Ceiling of payment
Total ceiling of payment will be finalized on the negotiation meeting

Payment will be made in monthly basis
