Submission to the Parliamentary Health Committee (HESA)
Dear Parliamentary Health Committee members
First thank you for the opportunity to share with you some of my concerns regarding Safety Code 6 and what I consider to be the blatant disregard for the health of millions of children, women and men in this country by both the very agency tasked to ensure that the risks to Canadians' health are minimized and, more importantly, by the telecommunication and utility industries, mainly responsible for creating such risks when it comes to public exposure to electromagnetic radiations - which should now be officially considered not merely as a probable cause for cancer but as definitely carcinogenic to humans. As you can grasp, I do not intend to mince words, nor call for merely applying so-called precautionary measures whose examination process gives way to much weight to economic and political considerations. Such a "precautionary" approach, when considered, usually ends up being mostly a delaying trick used to avoid taking the urgently needed steps to actually implement real protective measures for the benefit of those detrimentally impacted by the laissez-faire attitude prevailing in North America in this domain, as in most other realms of economic activities where powerful, deep-pocketed vested interests, in cahoots with venal and self-interested politicians, trump basic human decency, morality and sheer logic to make sure nothing really disturbs the business-as-usual status quo.
I intend to put you in the hot seat of political, intellectual, ethical and moral accountability through challenging you as individual politicians and, even more critically, as husbands, wives, fathers and mothers, to become responsible for the well being of over 35 million Canadians, including those dearest to your hearts. You've heard and read all the necessary evidence about the utter failure of Health Canada to do its job. I won't repeat any of it as I trust you've been fairly well convinced by now that the protests of foul play by this agency are founded and, hopefully, have made you shudder at the thought of what is at stake here. You might even have realized that such a failure was by design, through simply ignoring and denying the facts, the "black swans", as Mr Frank Clegg has so astutely presented to you, and that this agency has shown itself to be irretrievably incapable to rise above the policital gimmickry and lobbying influence that literally tie the hands of those, within this agency, whose conscience may tell them to come forward to express their genuine concerns about what some of their peers are doing in service to themselves, but who might understandably be too afraid to lose their job and destroy their career if they dared speak up against such behaviors. If you had such thoughts, then we are of the same opinion. If not, I encourage you to swiftly shift you attention to the real causes of the denial of scientific evidence we can all observe.
I'm not a scientific expert, but as an activist who has been devoting over 3000 hours of my time over the past three years to spearhead a relatively successful campaign in Quebec to slow down and, hopefully, to eventually derail the invasion of our homes by smartly peddled devices meant to milk more money from captive utility customers, to the detriment of everyone's health, safety and privacy, I can tell you I've become somewhat of an expert at assessing the litany of health consequences reported by victims of this growing nightmare for the estimated one million Canadians – a very conservative number at less than 3% of the total population – who are experiencing various symptoms of electrosensivity, in most cases without being aware of what causes their daily torments, because they live in a country where it is more convenient, for all sorts of reasons, to deny the existence of this crisis rather than to face it head on... which is precisely what I'm asking you to have the political and human courage to do.
Normally, once this hearing process and the gathering of evidence is done, you will obviously produce a report, which, most likely and very unfortunately, will end up gathering dust somewhere, or more to the point being swept away by the next urgent tasks you'll need to address, and thus vanish in electronic limbo, while all of us will be left hanging in the cold of media invisibility and political denial-as-usual, frustrated by another waste of our time and efforts to tackle alone this nearly intractable challenge. Well, this time you could – and I pray you will – do something different to prevent the same previsible outcome. I'm no expert as you are at devising and implementing a strategy that would have a reasonable chance of succeeding in the toxic political environment we face at this time, namely the government for the corporations by the corporations we have today in much of the allegedly "free" world. Still, I will dare suggest a bold move you could make to set in motion events that may succeed in breaking the political and corporate logjam preventing true preventative measures to protect your, my and everyone's health when it comes first to EMF exposure and then also to other detrimental components polluting our food supply and our whole environment because of similar politically entrenched vested interests.
You may feel uncomfortable now with the thought of actually tackling some of the root causes of this problem, one among many other life-threatening problems we all face, rather that simply, and uselessly, hacking at the branches of this invasive plague that is threatening our way of life and, indeed, our very lives. Well, if that is so, I told you I was going to put you in the hot seat! But, in fact, what I truly hope is that you will rise to the occasion, muster the best qualities you have, and spearhead what might eventually make a huge positive difference for this country – and make you very proud to have taken part in it. Here is one thing you could do. Call, forcefully and resolutely, for a national public enquiry, similar to the Gomery Commission, but with real investigative teeth, to be launched as soon as possible – which in the real world will presumably be after the coming federal elections – to dig into the conflicts of interests and shadow political and corporate influence that constantly skew in favor of big corporate interests the decisions of Health Canada and other Canadian agencies deemed or suspected to be under similar influence. We all know such a scourge can only thrive in the shadow of political omerta, far from the floodlights of a well informed public opinion.
The corrupting influence of Big Money is pervading and infecting our democratic institutions, which have thus been hijacked under our very nose, and with hardly anyone noticing or protesting it. Take for instance the simple fact that Canada's telecom industry has hired one of the most cunning politicians of Canada, former New Brunswick premier Bernard Lord, to defend its interests whenever there is a threat to their profits. Take also the fact that successive auctions of tiny segments of the electromagnetic spectrum have reaped a bonanza of over $10 billions over the past few years for the federal government, with ever more to come, which inevitably creates a dependency on this easy money to help balance the federal budget, and deter the elected politicians from allowing anyone to bite the hand that feeds the government. One has to be brain dead to not understand the connection here between the injection of such a powerful financial drug and the deep and politically manipulated denial by Health Canada – whose Code 6 fig leaf is wickedly and unscrupulously used by Hydro-Quebec, for instance, to claim that toddlers can safely sleep close to a bank of dozens of smart meters whose powerful unaveraged pulsed microwave emission spikes can actually reach several millions of microwatts per square meter at close range, a situation that, sadly, does happen as there is no warning, no safeguard, no monitoring agency, no measurement, no impact studies about and no awareness of such an immediate danger – thanks to the criminally negligent "safety" standards adamantly defended by Health Canada.
Similar abhorent risks are prevalent from sea to sea in Canada wherever dozens of cellphone antennas are located way too close from the population, in some cases on the very roof of hospitals, like the hospital Pierre-Boucher in Quebec fitted with 66 antennas as you can see at bit.ly/1EbzkA2, where ailing people are supposed to find succour for their illnesses... Being rushed to a hospital, for an hyperelectrosensitive person in Quebec, can thus be worst than being forced into a torture chamber in Guantanamo. Sorry to resort to such hyperboles, but to many of my fellow Canadians, the fact of their unrelenting suffering is the harsh reality they have to deal with every day, without respite nor refuge from the electromagnetic onslaught, in many areas estimated, by Alasdair Philips from Powerwatch in the UK, to be 1000 billion times stronger today than the natural background in which our biology and extremely sensitive neural communication system have evolved over millions of years. And don't get me started about the industrial strength WiFi emitters polluting our schools across Canada and literally killing students, as 5 of them so far in Ontario had a cardiac arrest in school with no other apparent reason than their continuous exposure to such a lethal environment. Likewise, with the blessing of Health Canada, tens of millions of Canadians are exposed round-the-clock to dozens of domestic WiFi networks feeding their Internet, TV and/or video-gaming addiction, on top of the carcinogenic meters, antennas, cellphones, and so on.
If that is not amounting to a national tragedy and potential slow-killing carnage in the making with tens of thousands of casualities in the coming decades because of brain tumors from cellphone cookers, breast cancer from cellphones in the bras of millions of unaware women, soaring infestility rates threatening the reproductive potential of our population from cellphones kept in the pants pockets and from WiFi-enabled portable computer kept too close to thousands of bellies, I wonder what is! So please, do go the extra mile to bring this crisis to the forefront of public attention, kick asses whenever complacency warrants it, find a way for the many excellent recommendations proposed by Frank Clegg and others to be quickly implemented, and make sure that a national public enquiry is soon launched, a permanent "Commission About the Perversion of Science by Corporate Influence" is set up, not with the end goal of metering punishment but with the aim of sheltering the decision-making process across the board in all ministries from the disrupting influence of corporations and their minions, with profits to protect to the detriment of everything and everyone else in this country, and thus safeguarding our population and our environment from the deleterious consequences of denial for profits. If you follow your conscience and your heart to wherever they will tell you to go, I trust we will all be better off, and a brighter future will finally dawn on Canada, and, by emulation, around the world.

Je tiens d'abord à vous remercier de cette occasion de partager avec vous certaines de mes préoccupations concernant le Code de sécurité 6 et ce que je considère être le mépris flagrant pour la santé de millions d'enfants, de femmes et d'hommes dans ce pays, à la fois par l'agence même chargée de veiller à ce que les risques pour la santé des Canadiens sont minimisés et, plus important encore, par l'industrie des télécommunications et les compagnies d'électricité, principales responsables de la création de tels risques relativement à l'exposition du public aux rayonnements électromagnétiques – qui devraient désormais être officiellement considérés non pas comme une cause probable de cancer mais comme étant définitivement cancérogènes pour l'homme. Comme vous pouvez le comprendre, je ne compte pas mâcher mes mots, ni appeller à la simple application de soi-disant mesures de précaution dont le processus d'examen accorde beaucoup de poids aux considérations économiques et politiques. Une telle approche «préventive», lorsque considérée, se termine généralement par n'être rien de plus qu'une action dilatoire employée pour éviter de prendre les mesures requises de toute urgence pour mettre effectivement en œuvre de véritables moyens de protection pour le bénéfice des gens subissant l'attitude de laissez-faire qui prévaut en Amérique du Nord en ce domaine, comme dans la plupart des autres domaines d'activités économiques, où de puissants intérêts aux ressources financières quasi illimitées, de connivence avec des politiciens vénaux ne pensant qu'à leurs seuls intérêts, prennent le pas sur la décence humaine, la morale et la logique pour s'assurer que rien ne modifie vraiment le status quo.
Mon intention ici est de vous mettre sur la sellette en terme de responsabilités politiques, intellectuelles, éthique et morales en vous mettant au défi, en tant que politiciens et, surtout, comme maris, épouses, pères et mères de vous rendre responsables du bien-être de plus de 35 millions de Canadiens, y compris ceux qui sont le plus chers à votre cœur. Vous avez entendu et lu toutes les preuves nécessaires démontrant le fait que Santé Canada a totalement échoué à jouer son rôle. Je ne vais pas répéter tout cela, car j'ai confiance que vous avez été suffisamment convaincus à présent que les dénonciations de malversation par cette agence sont fondées et, espérons-le, vous ont fait frémir à la pensée de ce qui est en jeu ici. Vous pourriez même avoir réalisé que cet échec était prédéterminé, que les faits, les «cygnes noirs», ainsi que M. Frank Clegg vous les a si astucieusement présentés, ont été simplement ignorés et niés, et que cette agence s'est montrée irrémédiablement incapable de s'élever au-dessus des subterfuges politiques et de l'influence de lobbyistes, lesquels lient littéralement les mains de ceux, au sein de cette agence, dont la conscience pourrait les inciter à prendre l'initiative d'exprimer leurs véritables préoccupations à propos de ce que certains de leurs pairs font au service de leurs propres intérêts, mais qui, et c'est compréhensible, pourraient avoir trop peur de perdre leur emploi et de ruiner leur carrière s'ils osaient s'élever publiquement contre ces comportements. Si de telles pensées vous ont traversé l'esprit, alors nous sommes du même avis. Sinon, je vous encourage à diriger rapidement votre attention sur les causes réelles du déni de la preuve scientifique que nous pouvons tous observer.
Je ne suis pas un expert scientifique, mais en tant que militant ayant consacré plus de 3000 heures de mon temps au cours des trois dernières années pour mener une campagne relativement réussie au Québec visant à ralentir et, espérons-le, à stopper l'invasion de nos maisons par des dispositifs destinés à extraire plus d'argent des clients captifs des compagnies d'électricité, au détriment de la santé, de la sécurité et de la vie privée de tout le monde, je peux vous dire que j'ai développé une certaine expertise sur la litanie de conséquences sur la santé signalées par les victimes de ce cauchemar grandissant pour le million de Canadiens environ - un chiffre très conservateur à moins de 3% de la population totale - éprouvant divers symptômes d'électrosensibilité, dans la plupart des cas sans avoir conscience de ce qui cause leurs tourments quotidiens, parce qu'ils vivent dans un pays où il est plus commode, pour toutes sortes de raisons, de nier l'existence de cette crise plutôt que de lui faire directement face... ce qui est précisément ce que je vous demande d'avoir le courage politique et humain de faire.
Normalement, une fois terminé ce processus d'audience et de collecte de données, vous allez évidemment produire un rapport, qui, tout probablement et fort malheureusement, finira quelque part sur une tablette à ramasser la poussière, ou plus précisément sera écarté par les prochaines tâches urgentes auxquelles vous devrez vous consacrer, et disparaîtra donc dans les limbes électroniques, tandis que chacun d'entre nous se retrouvera pas plus avancé qu'auparavant, face à l'invisibilité médiatique et au déni politique habituels, frustrés par cette autre perte de temps et d'efforts dans notre lutte contre ce défi presque insurmontable. Eh bien, cette fois, vous pourriez - et je prie qu'il en soit ainsi - faire quelque chose de différent pour éviter un tel résultat prévisible. Je ne suis pas qualifié comme vous l'êtes dans l'élaboration et la mise en œuvre d'une stratégie qui aurait une chance raisonnable de réussir dans l'environnement politique toxique auquel nous sommes confrontés en ce moment, à savoir le gouvernement pour les entreprises par les entreprises que nous avons aujourd'hui dans l'ensemble du monde prétendument «libre». Néanmoins, je vais oser suggérer un geste audacieux que vous pourriez poser afin de mettre en branle des événements susceptibles de réussir à briser l'embâcle politique et corporatif empêchant l'instauration de véritables mesures préventives visant à protéger votre santé, la mienne et celle de chacun en ce qui a trait d'abord à l'exposition aux CEM, et ensuite aussi à d'autres éléments nuisibles polluant notre alimentation et notre environnement en raison de semblables groupes d'intérêt politiquement dominants.
Vous vous sentez peut-être maintenant mal à l'aise à l'idée de devoir réellement vous attaquer à la racine decertaines des causes profondes de ce problème, parmi de nombreux autres problèmes critiques auxquels nous sommes tous confrontés, plutôt que de simplement, et inutilement, taillader les branches de ce fléau invahissant qui menace notre mode de vie et, en fait, notre existence même. Eh bien, si tel est le cas, je vous avais prévenu que j'allais vous mettre sur la sellette! Mais, en fait, ce que je souhaite vraiment, c'est que vous soyez à la hauteur des circonstances, que vous mobilisiez toutes vos ressources, et que vous lanciez ce qui pourrait éventuellement faire une énorme différence positive pour ce pays - et vous rendre très fiers d'y avoir pris part. Voici ce que vous pourriez faire. Demandez, avec insistance et détermination, que soit instituée une enquête publique nationale, semblable à la Commission Gomery, mais avec de vrais pouvoirs d'investigation, qui serait lancée dès que possible - ce qui, dans le monde réel sera vraisemblablement après les prochaines élections fédérales - afin d'enquêter sur les conflits d'intérêts et l'influence politique et corporative occulte qui biaisent constamment en faveur des intérêts des grandes sociétés les décisions de Santé Canada et d'autres organismes canadiens réputés ou soupçonnés d'être sous une influence similaire. Nous savons tous qu'une telle calamité ne peut se développer que dans l'ombre de l'omerta politique, loin des projecteurs d'une opinion publique bien informée.
L'influence corruptrice du Pouvoir de l'argent est généralisée et infecte nos institutions démocratiques, qui ont ainsi été détournées sous notre nez, sans que personne ou presque ne le remarque ou ne proteste. Prenez par exemple le simple fait que l'industrie canadienne des télécommunications a embauché un des politiciens les plus rusés du Canada, l'ancien premier ministre du Nouveau-Brunswick, Bernard Lord, afin de défendre ses intérêts chaque fois qu'il y a une menace pesant sur sa marge de profit. Prenez aussi le fait que les ventes aux enchères successives de petits segments du spectre électromagnétique ont rapporté au gouvernement fédéral une manne de plus de 10 milliards de dollars au cours des dernières années, avec toujours plus à venir, ce qui crée inévitablement une dépendance sur cet argent facile contribuant à équilibrer le budget fédéral, et à dissuader les élus de permettre à quiconque de mordre la main qui nourrit le gouvernement. Il faut être en état de mort cérébrale pour ne pas comprendre le lien ici entre l'injection d'une aussi puissante drogue financière et le déni profond et politiquement manipulé de Santé Canada - dont la feuille de vigne du Code 6 est utilisée de manière perverse et sans scrupule par Hydro-Québec, par exemple, pour prétendre que les bambins peuvent dormir en toute sécurité à proximité d'une banque de dizaines de compteurs intelligents dont les puissantes pointes d'émissions de micro-ondes pulsées non moyennées peuvent effectivement atteindre plusieurs millions de microwatts par mètre carré à courte distance, une situation qui, malheureusement, existe bel et bien, car il n'y a pas d'avertissements, pas de mesures de sauvegarde, pas d'organisme de surveillance, pas de mesures de l'exposition, pas d'étude d'impacts ni aucune conscience d'un tel danger immédiat - grâce aux normes de «sécurité» criminellement négligentes défendues bec et ongles par Santé Canada.
