ADVICE FOR CLUB SEC RETARIES 2016 -2017
Conduct at all t imes must be strictly in accordance with the League Rules and the Rules and Regulations of The Football Association and the Rules of the Somerset Football Association. As Secret ary of your Club you are responsible for all it s business with the League. The League will only deal with Secret aries, or if they areaway their nominatedsubstitute.
PLEASE ADVISE LEAGUE IF YOU ARE GOING TO BE AWAY, PARTIC ULARLY FOR A PERIO D OFTIME.
Correspondence between the League and it s Clubs will, in general, be by E mail. In addition to the League
Handbook, Club Secret aries should ensure that they possessa copy of the current Handbook of the Somerset County Football Association. Also the FA Handbook can be downloaded from the FA website.
REGISTRATIO NS
•Ensure that Registration Forms are fully and properly completed. .FULL name and address arerequired.
PLEAS E USE CORREC T GIVEN NAME.
•The Club Secret ary must countersign each Registration Form. No other signature will be accepted unless priorarrangementhasbeenmadewiththeRegistrationSecretaryand onlytheninexceptional
circumstances.
•The Registration Secret ary must receive Registration Forms by no laterthan
7pm on the day before the match. This will not be varied.(Rule 8 B ii)
•Please notethat you must register 15 player’s Registration Forms properly completed, by no later than3:00pmontheSaturdaypriortothefirstSaturdayoftheseason.Howeveranyplayerwhohas registered prior to 7pm on the day before the firstmatch is eligible to play in that match. (Rule 8 B iv)
Players must be registered on the FA Whole Game Syst em and their FAN number must be entered on the Registration Form. When their registration is approved by the League it will be automatically merged into Full Time.
•Before registering a player who is in Compulsory Full Time Education (not 6th Form or College) please provide written permission from School. (FARegulation C4 (a)(ix))
•Ensurethat thesectionregardingInternationalClearanceiscompleted. IfYESthenforwardeitheracopy of International Clearance Certificate or e mail from FA confirming. Penalties handed down by FA for playing a player without International Clearance are severe (Breach of FA rule E1 (b) and E 1 (d)) , and you will also be dealt with for playing an ineligible player. Copy of FA note regarding International Clearance are onwebsite.
Please be aware that any player born outside of UK must have International Clearance if they have not been registered before in England.
•Please be aware that players who are on Contract with any other club are ineligible to play in this League. It is the responsibility of the Secret ary to ensure compliance. If registered for a club in an higher League double check with that clubs secretary. Do notassume.
•Forms can be downloaded from the League website - they are contained in the Downloads section of the Notices.Pleaseretainacopy for yourrecords.Theform shouldbesenttoRegistrationSecretarybyemail .
•If sent only by post they will be registered when received. Registrations received on day of game arenotregisteredtoplaythatday.HoweveryoumustregisterthemwithFAonWholeGameSystem.
•Transfer Forms can also be downloaded and should be sent to the Registration Secret ary with the registrationformandthetransferfee,orthepaymentmadeonlinetotheleagueaccount40-33-29A/C number 11121316. with evidenceof
payment submitted with registration form. However the t ransfer is only effectiveonce it appears on website.
•PleasebeawareofFARegulationsregardingNoticeofApproachforaplayerwhois currently REGISTERED withANYclubinaSaturdayleague(FARegulationC2(a))
•Registrations and Transfers closeon 31st March.
FIXTURES
•Please check the availability of your ground prior to the start of the season, especially Clubs who share with Cricket Clubsetc.
•Please inform the Fixture Secret ary immediately if your ground is unavailable. Don't wait for publication of thefixturelists.
•PleasenoteteamsMUSTbeavailable everySaturday.Itisnotpermissibletopostponeafixture because of eg Stag weekends, Weddings etc. However it is permissible to bring games forward. (Rule10A)
•Fixtures are published on the FA Full Time website. However, alterationsareoften made to these in order to maximize the weekly fixture list . If your fixtures are changed you will usually be notified automaticallyby
the Full Time system.
•The home Club must contact their Opponents at least 5 days hours prior to thematch to confirmthe fixture,groundlocation,kick-off timeetc.(Rule10D)
•PLEASE ENSURE THAT YOUR EMAIL ADDRESS HAS BEEN VERIFIED B Y YO U ACKNOWLEDGINGTHEEMAILWHICHWILLHAVEBEENSENTTOYOUBYTHE SYSTEM REQUIRING VERIFICATION.
•If you have a match postponed the Home Club must telephone the Fixture Secret ary, Opponents, Match Officials and General Secret ary without delay and FORWARD THE "UNFIT GROUND NOTIFICATION" FORM SIGNED BY THE INSPECTING REFEREE WITHOUT DELAY. (Rule 13D).
•DONOTNOTIFYANYPOSTPONEMENTSTOREFEREES ANDOPPONENTSBYEMAIL.
REFEREES
•Referees are allocated to fixturesand are published on The FA Full-Timeweb site.
•Youwill receiveanemailfromthesystemnotifyingyouofyourreferee(orchanges).
•PLEASE ENSURE THAT YOUR EMAIL ADDRESS HAS BEEN VERIFIED B Y YO U ACKNOWLEDGINGTHEEMAILWHICHWILLHAVEBEENSENTTOYOUBYTHE SYSTEM REQUIRING VERIFICATION.
•The home Club must contact the Referee (and Assistant Referees if applicable) at least 5 days hours prior to the match to confirmthe fixture, ground location, kick- off t ime etc. If youdo not do so and your appointed referee then advises you they are unavailable you may not get a referee as FA regulations do not permit the League to take a referee from other Leagues after that t ime. If there is a change to the allocated Match Official(s) thewebsitewillbeupdatedaccordingly.PleasecontacttheRefereeAppointmentsSecretaryin case of anyqueries.
•IF YOU DONOT SPEAK TOTHE REFEREE PERSO NALLY PLEASE GET ANACKNOWLEDG EMENT THAT NO TIFIC ATIO N HAS BEEN RECEIVED.
•Referees havetoreporttotheground45minutes priortokick-offandarepresentativeofthehomeClub mustbetheretomeetthem,showthemtotheirchangingrooms,etc.
•Please ensure that the Match Officials changing rooms are clean and t idy (not cluttered up with line marking equipmentetc).
•Ensure you exchange teamsheets with opponents and referee in referees changing room 30 minutes before kick off. (Rule 13(I)
•PleaseprovidetheMatchOfficialswithrefreshmentsathalftime
•Remember to indicate how much you paid the Referee (and Assistant Referees if applicable) on the appropriate sheet. Please ensure that the details arebroken down into Fee/Expenses. Expenses are pooled at the end of theseason. You do not needto submit this sheet unless requested.
•Referees fees are £27.00 in Premier Division and £22.00 in all other Divisions. Travel expenses are 30p per mile. Assistant Referee fees where appointedare £17.00 in the Premier Division and £12 in other divisions.
PLEASE ENSURE IF YOUR OPPONENTS HAVE THE COURTESY TO ADVISE YOU OF AFTER MATCH REFRESHMENTS (AT THEIR COST) THAT YOUR CLUB HAS THE COURTESY TO STAY BEHIND AND PARTAKE OFTHEM.
RESULTS
•Results are initially dealt with by your club responding to a text message from FAFull Time system. This text message goes to both club secretaries and the nominated result reporter. Youshould receive this text message about 15 minutes after kick off. YOU SHOULDRESPO ND WITHIN 30 MINUTES OF END OF GAME AS NEWSPAPERS PICK UP RESULTS DIREC T FROM OUR WEBSITE. (rule 11B)
•Onlyhometeamneedstorespond,althoughifbothteamsdosoitenables checkingofresult.
•PleaseensurethatyounotifytheLeagueofanychangeinresultreporterortheirmobilephone number.
•Pleaserespondtothetextmessageintheformatrequestedbythe messageieHomescore–Awayscore andthenyourclubcode.Donotputinadifferentformatotherwiseitdoesnotgetrecorded.PLEASE REMEMBER YOU ARE TEXTING TO ACOMPUTER.
•An example of above - Fixture is Frys v St ockwood Green (Prem Div) which is a 3-2 win for Frys the text should read 3-2 FRYS(submit ted by Frys) and 3-2 STOC if submitted by Stockwood.
•However if fixture is St ockwood Green Res Res v Frys Reserves (Div 2 East) and Frys Reserves winthe
game 3-2 the result (submitted by St ockwood Green ) should read 2-3 SGRS, and 2-3 FCRS if submitted by Frys.
•Please be particularly aware when using "conversation type" Smart phones as responding to incorrect message overwrites previousscore.
•Pleaseensure that you input your Teamsheet on Website CORREC TLY ANDFULLY
COMPLETED TEAMSH EET is received by General Secretary within 4 DAYS – FOR A SATURDAY GAME THAT IS WEDNESDAY.
•SCANNING IS PREFERABLE-as it saves you exhorbitant postagecosts.

MATCH DAYS – TRAINER BOXES
On Match Days securely fixed Trai ners Boxes (Dugouts) must be provided.
ALL occupants of those boxes must be specified on the teamsheet and wear a League provided bib. Any breach of any part of this rule will attract a £20 fine.
