9.New Business

9.1Bargaining

9.1.1Essential Services Legislation

-Mike Larson

-New legislation is creating new questions with regard to Bill 4 (Right to Strike). It’s the work that’s essential, not the people. Essential Services Agreement to be finalized before bargaining commences as per Mike Larson. Obligation of the Union to provide essential positions to employer – it is not determined how this will be completed at this time.

Mike Larson has set up an email account for bargaining and Teigan Lawton has set up a forum website for communication and online surveys.

9.1.2Email Account Set up for Feedback

9.2 OHS Liason – Voice and Vote(Mike Larson)

-Local 003 Executive made motion and voted to allow the OHS Liason to have Voice and Vote within the Local 003 Executive at the August 17, 2016 meeting

-Motion for the Local 003 Council Representatives to pass the motion.

-Bill amends the motion to be “allow the OH&S liason to have Voice and Vote and to be included to Local 003 policy moving forward”

-Call to question – carried.

9.3 Convention

9.3.1Awards Banquet

-list of attendees to be submitted by September 23, 2016. Whoever is travelling from out of town will have their name submitted. If you submit your name and don’t show up, there is a $90 cost to the membership.

9.3.2Bus – Accountability to Local

-if you are not taking the bus, you must advise as per the convention package. If you do not show up to the bus after indicating you would, AUPE will be billed for same and mileage will not be covered

9.3.3Hospitality Room – motion to cover costs

-Bill West makes a motion “Local 003 covers the $800 for the hospitality room”. Seconded – Passed.

-Walk a Mile in Her Shoes –

Paul McKinney makes a motion “Under no circumstances does any charity use the Convention floor to solicit donations”

Greg W – seconds the motion

Point of Privilege to VP Susan Slade – states there is already a policy in place with regard to the Convention Floor not being used to solicit funds for charity.

-Paul McKinney withdraws his motion

-Bill West makes a motion “Local 003 has the ability to donate to a charity at Convention”

Point of Order – Gopal Ayre – read policy with regard to gifts and donations which allows the Local Executive to donate up to $800.

Paul McKinney calls the question. Carried.

Motion Voted on – Defeated

Point of Privilege – Susan Slade. Walk a Mile in Her Shoes $10,000 donated by VP’s of AUPE. Requested 3 volunteers from Edmonton and 3 volunteers from Calgary to participate for the walk. Members to contact Susan with regard to an AUPE team.

9.4Pension Presentation – afternoon – moved to 9.8

-T-Shirts $871. Extra shirts to be sold at Convention.

9.5Part Time vs. Full Time VP’s

Scott Conrad – VP’s are given time off at the discretion of the President of AUPE. Part-time indicates they maintain their work positions.

At convention, this issue is going to be discussed and voted on. It is being suggested that Full Time VP’s will be paid .6 of the Presidents salary. VP’s will be given a gas cards and a car allowance in addition to their salary of $106,000. Scott believes in the long run, this will save money for AUPE.

Scott is encouraging the members to support the motion and promoted discussion and support to the members. Scott offered to bring forward issues and the opinions of the council to convention floor.

9.6 Union Steward Funding

Mark Hercina – it was believed there was a surplus of money coming in order to pay for union steward appreciation (to be used for training/swag/tool kit). Accounting has indicated that it has all been paid out and there is no funding available. There will be no funding provided to the Local for stewards after this year. The program has been re-directed to Union Steward Workshops

Point of Privilege – Susan Slade – a list of 25 members to be submitted to Susan in order to create an Introduction to the Union course.

9.7 Peace Officer Memorial Plan

Executive looking to pursue sending Local 003 members to Ottawa at a cost of 100% to the Union with the Local 003 deciding who to send.

Discussion point: Does the council want the executive to explore funding models and the possibility sending members. The council would like the Executive to explore this possibility.
