Solid Waste Heavy Equipment Operator: $19.34/hour

Extra help employees are paid for hours worked, and are only entitled to legally mandated benefits, which do not include paid vacation or holidays. Extra help employees do not have status with the County.

SOLID WASTE HEAVY EQUIPMENT OPERATOR

DEFINITION

Under general supervision, to skillfully operate a variety of heavy equipment such as water trucks, dump trucks and power-driven equipment to perform excavating, grading, loading and related operations; to perform a variety of semi-skilled and skilled assignments in maintenance, repair, and construction activities related to solid waste operations; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is a specialized, single-position Solid Waste Heavy Equipment Operator classification. Incumbents skillfully operate and transport heavy construction equipment, such as graders, scrapers, compactors, large loaders, large dozers and backhoes on difficult and complex assignments, as well as perform the full range of journey-level work. The operation of this equipment is characterized by a high degree of skill in manipulation of hand and foot controls and accuracy in moving materials to exact specifications. Incumbents may be assigned to work the Landfill or other sites, as assigned. Incumbents in this class are subject to twenty-four hour “call-out” for landfill emergencies.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES(The following is used as a partial description and is not restrictive as to duties required.)

Skillfully operates several types of heavy construction equipment, such as bulldozers, graders, compactors, excavators, loaders and backhoes to perform landfill duties; may operate water trucks and/or 10 yard dump trucks; operate the largest and most complex equipment in difficult situations; compacts trash for daily covering; performs a variety of work in the construction, maintenance, operation and repair of landfill sites, and related facilities; identify and contain hazardous materials; assists with the maintenance and repair of construction, landfill and other heavy equipment and performs routine servicing of equipment such as changing oil and filters; maintains records of materials and equipment used; may participate in the transport of heavy equipment; operates a two-way radio; may provide lead direction, work coordination training for crews, as assigned; may exercise independent judgment in selection of methods, equipment and supplies used; may be assigned Weighmaster duties, as needed; may provide work direction for crews, equipment and supplies on an assigned project basis.

TYPICAL PHYSICAL REQUIREMENTS

Frequently stand and walk; walk for long distances and on sloped ground and slippery and uneven surfaces; normal manual dexterity and eye-hand coordination; finger dexterity and arm-hand steadiness to use a variety of hand and power tools and operate equipment; ability to use feet to operate control pedals on equipment; must be able to reach and lift arms above the shoulder; ability to lift material weighing over 100 lbs. with assistance; ability to bend, stoop, kneel, crawl, and crouch; corrected hearing and vision to normal range; verbal communication; ability to wear safety and protective clothing such as hard hats, safety glasses/goggles, ear plugs, respirators, gloves, boots and chemical resistant clothing; use of heavy power-driven maintenance equipment, such as graders, compactors, bulldozers, scrapers, and front end loaders, as well as hand tools.

TYPICAL WORKING CONDITIONS

Work is performed outside in varying temperature, weather, and humidity conditions; some work is performed alone and in remote locations; work is performed in an environment with constant noise; exposure to gases, solvents, fumes, dust, grease and oils; exposure to moving equipment, biting insects, and poison oak; work hours may occasionally be irregular due to seasonal conditions; constant contact with staff and the public.

DESIRABLE QUALIFICATIONS

Knowledge of:

  • Safe work practices.
  • Procedures, tools, equipment and materials used in the maintenance and construction of landfills, and associated facilities.
  • Hazardous materials identification and containment measures.
  • Operation and routine maintenance of heavy equipment including loaders, graders, compactors, bulldozers, scrapers, rollers and related equipment.
  • Methods, techniques and tools, and the operational characteristics of mechanical equipment used in the construction and maintenance of landfill facilities.
  • Provisions of the California Vehicle Code relating to the operation of medium and heavy equipment on streets and roads.
  • Principles of lead direction, work coordination and training.

Ability to:

  • Perform a variety of unskilled, semi-skilled, and skilled equipment operation and other work in the maintenance, construction, and repair of County landfill construction and maintenance operations.
  • Skillfully operate several types of heavy construction and maintenance equipment including loaders, graders, backhoe, large bulldozers, and other related equipment to perform work requiring exact specifications and/or landfill operations.
  • Read and interpret basic maps and blueprints.
  • Follow oral and written directions.
  • Maintain and make basic repairs to equipment.
  • Maintain time and equipment records.
  • Provide lead direction, work coordination and training to other staff, as assigned.
  • Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Constantly demonstrate cooperative behavior with colleagues, supervisors, and customers/clients.

Training and Experience:

Any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

At least two (2) years of work experience operating 3 or more of the following types of heavy equipment:

Cat 973 track loader or equivalent

Cat D7 dozer or equivalent

Cat 613 scraper or equivalent

Cat 826 compactor or equivalent

Tractor/trailer

Special Requirements:

Possession ofa valid California Driver’s License, and a Class A permit, a satisfactory driving record and the ability to obtain a California Class “A” Driver’s License within six (6) months of appointment OR possession of a valid California Class “A” Driver’s License with tank endorsement, and a satisfactory driving record. A current Class “A” license is preferred.

This classification is designated as a Department of Transportation Safety Sensitive position. Incumbents are subject to drug and/or alcohol testing and must comply with all applicable drug and alcohol policies, procedures, laws, rules and regulations.
