To All Suppliers:

The Commonwealth of Pennsylvania defines a “Flyer” as an addition to or an amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposal).

Questions:

1.  The OMHSAS LAB SERVICES SOW 8-7-15 document states that Phlebotomy services must be provided 24 hours a day 7 days a week. How often will Phlebotomy Services be needed past regular phlebotomy service hours i.e. 6 am – 3 pm?

a.  This would be contingent on the test and specified by each facility in their Statement of Work.

2.  The OMHSAS LAB SERVICES SOW 8-7-15 document states results must be within 12 hours of collection.Is next morning acceptable?

a.  This would be contingent on the test and specified by each facility in their Statement of Work.

3.  The OMHSAS LAB SERVICES SOW 8-7-15 document states 2 hours from draw.Is our standard protocol acceptable?Also regarding STAT requirement; there are 4 tests listed, what other tests would be requirements to be ordered STAT?

a.  This would be contingent on the test and specified by each facility in their Statement of Work.

4.  OMHSAS LAB SERVICES SOW 8-7-15 document also refers to the “statement of work” for each facility. Can you provide us with each statement of work for your facilities?

a.  The department will provide suppliers with the facilities current statements of workupon request. However, the statements of work may be subject to change.

5.  Could you provide us with some test utilization for each of the facilities?

a.  This would be contingent on the test and specified by each facility in their Statement of Work.

6.  Do we return the Contract signature page?

a.  No you do not return the contract signature page. This document attached for viewing purposes only. This page will be issued to the awarded supplier once the bidding is final.

7.  What is meant by "supplier bids should bid $1.00 or $1.00 plus/minus the percent if the supplier is bidding higher/lower than MA Rate"?

a.  This bid will only accept MA (Medical Assistance) Rates. Each supplier has the option to bid at the current MA Rate, the current MA Rate plus a percentage up to 30% or the current MA Rate minus a percentage.

b.  There is a vast number of Laboratory Services available. A facility does not know all of the particular services they would need throughout a years’ time; therefore, this bid combines all services into one line per facility. The supplier will enter $1 if they are bidding at current MA Rate. The supplier will take the $1 rate and plus or minus the percentage they are bidding at if they choose so. For example: the supplier wants to bid at MA rate plus 30%. The supplier would enter $1.30 as the unit price. This tells the commonwealth that the supplier is bidding at current MA Rate plus 30%. The $1 does not set the price of any particular service. This $1 is strictly for bidding purposes only.

c.  Please see the response to Question 8 as it relates to this question.

8.  If we are not placing the bid with a specific test code; how do we enter what the price is?

a.  For purposes of bidding only; the supplier will enter their bidding number with calculations as stated in response to question 7. Once the bid is awarded and a contract is in place; the supplier will bill the facility with the appropriate code related to the appropriate service and cost, which fluctuates from service to service.

9.  Do we need to enter "unit price" or "total line item price" on the bid?

a.  Suppliers will enter a unit price as defined in the response to question 7.

10. The bid references a fee schedule site but the page requested cannot be found.

a.  The current MA Rates can be found at the following site: http://www.dhs.state.pa.us/publications/forproviders/schedules/mafeeschedules/outpatientfeeschedule/index.htm

11. For Statement of work attachment; what is meant by "under Phlebotomy Experience and Requirements by "certifying scientist must review laboratory results"?

a.  Certifying Scientists are certified and in good standing with the approved National Medical Laboratory Science Council or the American Society for Clinical Pathology (ASCP). The certifying scientist at the laboratory reviews all data and associated documentation for the specimen. The certifying scientist annotates the specimen's results and attests that the specimens are handled and tested in accordance with all requirements.

Except as clarified and amended by this Flyer, the terms, conditions, specifications, and instructions of the solicitation and any previous flyers, remain as originally written.
