ASSAM FLOODS

A. HIGHLIGHTS:

  • River Brahmaputra at Neamatighat/Jorhat (Assam) is flowing at 85.46m against the danger level of 84.04 m with steady trend.
  • River Dhansiri at Numaligarh/Golaghat (Assam) is flowing at 77.98 m against the danger level of 77.42 m with Steady trend.
  • River Jiabharali at Sonitpur/Balipara (Assam) is flowing at 77.75 m against danger level of 77.00 m with Rising trend.
  • Casualty: Nil .As per Official report. (Media reports mentioned 4 deaths)
  • The left bank embankment of Jiadhal river was breached in 2007 and it was not repaired till date as a result of which the open portion at Dihiri has inundated over 25 villages in Dhemaji sub-Division under Dhemaji district. The Lali river under Jonai Sub- Division was breached on 15th of July 2011 at Berachapori portion and inundated Berachapori, Sonowal Kathani, Mechura Camp, Tari Maj Gaon, Bera Milan, Ruhitpur Deori, Kerker and Nalonipam. The flood damaged the PMGY road being constructed from Oakhand to Tarigaon by the Lali river.
  • Worst affected villages in Dhemji district: Caused by Jiadhal river: 1.Kenchukhana Kachari 2.Laumuri 3.Naruathan4.Kechukhana konch Gaon and;
  • Caused by Lali river under Jonai Sub – Division : 1. Berachapori 2. Beramilan 3.Tari maj gaon 4. Sonowal katani 5 Mechura camp.
  • Worst affected villages under lakhimpur district : caused by shingara river 1. Gelahati, 2.Raudung 3 . Gosanibari 4. Lakhimi .
  • Caused by Gabharu river: 1. Sonapur 2. Garmur 3. Panikachuk 4. Dhekiajuli,
  • In Dhemaji district, the deluge caused by the swollen Jiadhal River affected Kachukhana, Ghuguha, Laumuri, Naruathan and other areas affecting 25,000 people, the sources said. The surging waters overtopping the National Highway 52 connecting Lakhimpur and Dhemaji districts with Arunachal Pradesh closing traffic yesterday has, however, ebbed and movement of vehicles was restored.
  • Incessant rains for the last several days in the upper reaches of neighboring Arunachal Pradesh have caused flash floods in Jonai subdivision of Dhemaji district in Assam affecting over 5,000 people.
  • Continuous rains for the last two weeks in the region have inundated vast riverine areas of the subdivision and damaged about 500 hectares of standing crops at Bera Chapori area of Bahir-Jonai and Rangpuria of Simen Chapori panchayats.

B. WARNING & FORECAST:

  • Widespreadrain/thundershowerswouldoccuralongwestcoastandovernortheastIndia.
  • IsolatedheavyrainfallwouldoccuroverSub­HimalayanWestBengal Sikkim,northeasternstates, Orissa,Chhattisgarh,MadhyaPradesh and UttarPradeshduringnext48hours.

C. CURRENT GAPS & NEEDS:

Present Situation:

Drinking water: The lacking of pure drinking water has broken out water born diseases in the flood affected areas.

Relief and shelter: Rice and dal have been provided to the flood affected people in some places by the district administration.

The Dhemaji district authority has set up two relief Camps and Shelter for 650 flood victims of Jonai Sub-division, while 20,000 flood victim of Lakhimpur district have been Sheltered in several relief camps. So far as 33,468 population have been affected by the current wave of the flood in 68 villages of Jonai and Dhemaji .

The district Administration has pressed into service one engine boat and seven boats for rescue operation.

Simultaneously the first wave of flood in the Lakhimpur District has affected 65,300 population 65 villages under Nowboicha, Bihpura and North lakhimpur circles respectively.

  4. The DDMA Lakhimpur called IGSSS office for support of first aid, Task Forces, rescue and also for water kits.

D. RESPONSES OF GOVERNMENT/HUMANITARIAN AGENCIES/OTHER STAKEHOLDERS:

a. Government:

Deployment of National Disaster Response Force (NDRF)

-In Assam, 05 teams consisting of 153 personnel in Kamrup(20), Dhubri (35), Lakhimpur (31), Sonitpur (35) and Jorhat(32) alongwith equipment have been deployed for emergent response and rescue operations in case of any flood or any other disaster.

b. Humanitarian Agencies

-Inter-Agency Group (IAG) Assam,with Member Agencies is already in process for response, further information is awaited.

E. EMERGENCY MEETINGS & ASSESSMENTS:

Emergency meeting:

An Emergency meeting is being held today July 20, 2011 of IAG Assam with Humanitarian Agencies and other stakeholders. IAG Assam is currently in the process of carrying out assessments of needs in the affected areas. Further details are awaited.
