REQUEST FOR STATEMENTS OF QUALIFICATIONS (RFQ)

NatronaCountyInternationalAirport requests statements of qualifications from consultants to provide an Air Cargo Study/Cargo Master Planfor the Airport. Statements shall conform to a prepared set of specifications available from the Airport. Questions regarding this RFQ should be directed to Glenn S. Januska, A.A.E., Airport Manager at (307) 472-6688 ext. 12. The Airport reserves the right to reject any or all qualification statements or waive any specification or requirement if it is in the public interest to do so. The Airport assumes no liability for the cost of preparing responses to this request. Statements will be received until 10:00 a.m. (Mountain Time) on Tuesday, December 11, 2007, at the Airport Administration Office, 8500 Airport Parkway, Casper, Wyoming82604. Qualifications received after the stated time, as well as faxed or e-mailed material will not be accepted.

AIR CARGO STUDY/CARGO MASTER PLANNING SERVICES

FOR NATRONACOUNTYINTERNATIONALAIRPORT

DESCRIPTION OF WORK

NatronaCountyInternationalAirport is soliciting statements of qualifications from consultants having air cargo study/cargo master planning experience (hereinafter referred to as the “air cargo study”). Only firms having recent air cargo study experienceare invited to respond.

The Airport currently has three air cargo operators: Federal Express, DHL, and UPS. Federal Express leases land and a building from the Airport to support their air cargo operations. Federal Express provides feeder service to and from Natrona County from: Cody, Jackson, Sheridan/Gillette, and Rock Springs, Wyoming; Hayden, Colorado; and Scottsbluff, Nebraska. Service to and from Memphis is primarily on A310 aircraft. In 2006 Federal Express enplaned and deplaned 19,324,610 pounds of air freight. Air freight through September is up 13% over 2006. Additionally, Federal Express leases a ground freight facility at the Airport.

UPS does not currently lease space from the Airport, but utilizes Key Lime Air, Inc. to fly freight into and out of the Airport. UPS has not historically reported air freight weight to the Airport, thus no activity figures are available. DHL leases hangar space from the Airport’s Fixed Base Operator to store DHL delivery trucks. As of early 2007, DHL stopped flying in air freight, but still utilizes the Airport for cargo sorting. DHL also has not historically reported air freight weight to the Airport, thus no activity figures are available.

The Airport anticipates the air cargo study include, but not be limited to, the following:

  1. Meet with and survey local and regional shippers/freight forwarders, air cargo carriers, and commercial air carriers, to analyze and determine the air cargo activity and its potential for growth at the Airport, to include ancillary cargo operations such as air cargo aircraft and equipment maintenance. Data to be compiled to include but not limited to commodities shipped, origin/destination and routing patterns, air cargo service requirements, and future plans for expanded use of the Airport.
  1. Prepare a strategic assessment report of the overall air cargo service potential of the Airport including an assessment of existing/future strengths, weaknesses, opportunities and risks to air cargo service in the NatronaCounty market, to include existing and feeder service in and around Wyoming, with the intention of developing goals to address the retention and expansion of service.
  1. Prepare forecast activity and determine future facility needs, including recommended/potential site development options, phasing, and cost estimates.
  1. Assist the Airport with air cargo initiatives on an as-needed basis.
  1. A determination and quantification of the economic impact of the current air freight operations.
  1. Analyze the Federal Express ground freight operation to consider consolidation with any proposed air freight facility.

Federal funds will be used to accomplish much of the cargo improvements at the Airport. The Airport will conduct an open selection process in accordance with FAA Advisory Circular 150/5100-14C, Architectural, Engineering and Planning Consultant Services for Airport Grant Projects. The consultant shall have experience working under the guidance of the Federal Aviation Administration (FAA) and have knowledge of all project related requirements.

CONTRACT TIME

It is anticipated that the term of the Air Cargo Study Consulting Contract will be for an initial period of one (1) year beginning on or about February 1, 2008, and terminating on or about January 31, 2009. The contract will also include two (2) one-year renewal options to be exercised at the sole discretion of the Airport.

INCURRING COSTS

Natrona County International Airport is not liable for any cost incurred by the Consultant in the preparation of the statement of qualifications and interview, if interviews are conducted.

SUBMITTAL REQUIREMENTS

The consulting firm must submit a detailed qualification statement that meets the requirements as set forth in this RFQ. Seven (7) copies of the completed submittal are required. The Airport is not requesting elaborate or special brochures to be provided. The submittal should be clear, concise, and shall include at a minimum the following:

A.A list of air cargo study or cargo master plan projects that the consultant has completed in the last 10 years. Identify the start and end date of each project, a brief scope of services, and the owner or sponsor’s contact person and telephone numbers.

B.A list of all sub-consultants that your firm would use to complete the proposed project.

C.A current resume for professional persons who would be working on the air cargo master study, which includes a description of qualifications, skills and responsibilities.

D.A description of your firm’s capacity to accomplish the project.

E.The names of the person(s) authorized to represent the consultant in negotiation and signing any contract that may result.

  1. The location of the firm’s home office and the locations where the work would likely be performed.
  1. Your firms experience in working with the Federal Aviation Administration on air cargo studies or cargo master plansand the FAA regions/district offices this work has been completed.

SELECTION AND EVALUATION PROCEDURES

The selection process shall be in accordance with Chapter 2 of FAA Advisory Circular 150/5100-14C. Additionally, contracts will be subject to the provisions of Executive Order 112346 (Affirmative action to Ensure Equality Employment Opportunity) and to the provisions of Department of Transportation Regulations 49 CFR Part 23 (Disadvantaged Business Enterprise Participation) and 49 CFR Part 30 (Foreign Trade Restriction Clause). A Selection Committee will be appointed to evaluate the submittals received. The Selection Committee will review all submittals, evaluate required criteria, and prepare a consultant short list. The Selection Committee may conduct either phone interviews or oral on-site interviews to complete the consultant selection process; however, the Selection Committee reserves the right to make a selection based solely upon the submittals received.

Each of the criteria listed under Selection Criteria and Rating will be evaluated by the Committee on how fully each submittal meets the requirement for the purpose of ranking. Possible points are shown on each criterion to indicate the weighted value of the items. Each Selection Committee member will total the results of all criteria to determine the score of each member. The consultant with the highest overall score from the entire panel combined will be given the greatest consideration for first negotiations.

SELCTION CRITERIA AND RATING

1.Detail and completeness of the submittal and overall quality of the response (10 points).

2.The past performance record and qualification of the firm and the individuals involved, verifiable through references and resumes on similar projects. This includes identifying staff with experience in air cargo studies or cargo master plans (20 points).

3.Completion of air cargo studies or cargo master plan projects (40 points).

4.Past experience working with the Federal Aviation Administration (10 points).

5.The size of the firm and experience with managing similar air cargo studies or cargo master plans (10 points).

6.Firm’s organizational structure as it relates to the Airport (i.e., project team, use of sub-consultants, office location where work will be accomplished, etc.) (10 points).

SELECTION

If the Selection Committee cannot make a clear choice of the best consultant based upon RFQ responses, then the top ranked firm or firms would be asked to make an oral presentation to the Committee. The final selection recommendation will be made following review and ranking of the submitted RFQ’s and interviews (if required). After the selection of a consultant, a negotiated scope of work and final price will be established. In the event NatronaCountyInternationalAirport and the consultant are unable to negotiate a final price for consulting services, the Airport shall have the right to negotiate with other consultants of the Airport’s choice.

PROJECT INQUIRIES/PRE-QUALIFICATION MEETING

A pre-qualification meeting will be held in the 2nd floor terminal building conference room, 8500 Airport Parkway, at 1:30 P.M. on Thursday, November 29, 2007. The purpose of this meeting is to provide an opportunity for prospective consultants to review the RFQ, answer questions, and issue addendums as needed for the clarification of the RFQ document. It is the consultant's responsibility to attend the pre-qualification meeting, though the meeting is not mandatory. The Airport will, to the best of its ability, provide information discussed at the pre-qualification meeting to consultants who do not participate in the pre-qualification meeting.
