Compensation Analysis
SAG has performed numerous, sophisticated compensation system studies advising a diverse range of clients from the IRS (“broad banding”) and Department of Defense (support of the 7th, 8th and 9th Quadrennial Review of Military Compensation) to small businesses. These studies involved comparing and contrasting alternative pay systems, highlighting the key, successful elements of each, and recommending the best options for accomplishing the desired results within the client’s organization. These types of analyses help organizations, regardless of size, to recruit, motivate and retain their skilled workers by maintaining innovative pay comparability strategies within the competitive arena.
Personnel Supply Modeling/Inventory Projection
SAG has helped agencies develop models to project their future workforce given current and expected economic conditions. These models allow those agencies to accurately predict the impacts of pay level changes, contemplated Reduction-In-Force (RIF) decisions, and promotion freezes on quit behavior and force profiles, as well as provide transition strategies during agency reorganizations. In addition, the models included new hire modules that help predict the number of potential new applicants to the agency. Inventory projection models are invaluable to an agency’s ability to foresee, manage and shape its workforce and personnel budget to complement its strategic vision.
Cost-Benefit Analysis
Our economists are experienced in assisting government agencies in performing cost-benefit analyses. SAG has conducted cost-benefit analyses for agencies as diverse as the IRS and the Department of the Navy. Some of these analyses compared the costs of performing various functions “in-house” versus bidding the functions to private contractors. SAG specializes in manpower-to-manpower and manpower-to-hardware cost-benefit analyses. SAG understands the difficulty involved in accurately identifying the “granularity” of the costs involved in using government facilities or personnel as well as the difficulty in placing dollar values on non-pecuniary benefits. This type of analysis is of great value in making long-term investment decisions because it helps the project manager better identify the “true” cost and benefit issues involved.
Life Cycle Cost (LCC)/Total Ownership Cost (TOC) Analyses
LCC estimation is traditionally viewed, at best, as a necessary (pro forma) step in the acquisition of new hardware and the operation and support of that hardware with personnel. While a well-executed cost analysis can help ensure the success of the acquisition process by allowing system designers to correctly evaluate different designs and alternative concepts, SAG Corporation offers a unique combination of recognized expertise in manpower cost modeling. Beyond LCC estimation, SAG has been intimately involved in the Navy Acquisition Department’s continuing effort to better identify TOC, particularly as it applies to Active Duty, Reserve and Civilian Navy manpower costs. SAG developed and continues to maintain the premier tool to accomplish that goal for the major program manager—the Cost of Manpower Estimating Tool (COMET). SAG can tailor its LCC or TOC analyses to meet the specific requirements of an agency, provide technical assistance to government cost analysts, or even build niche LCC/TOC tools for a well-defined need.
Data Collection
Projects often require extensive investigation, retrieval and compilation of economic, demographic and financial information. Supporting numerous DoD contracts, SAG has access to Defense Manpower Data Center’s (DMDC) expansive Information Delivery System (IDS) and Force, Readiness and Manpower Information System (FORMIS) databases. These databases enable SAG to collect and interpret an immense amount of DoD pay and force structure data to better define the demographic cohorts that SAG’s customers seek to identify. Additionally, SAG collected and analyzed data for the Appalachian Regional Commission to create county level profiles of member states. This profile included health, welfare, educational and economic indicators combined with a wide range of data managed at the federal level (Census Bureau, Department of Labor) with non-consolidated state and local sources.

Since 1985, SAG Corporation has been recognized as an industry leader in the econometric modeling of manpower and personnel issues in both the public and private sectors. The Office of the Secretary of Defense, the Department of the Navy, the General Accounting Office, the Office of Management and Budget, the Congressional Budget Office and the Internal Revenue Service have critically reviewed and endorsed SAG’s manpower studies and analysis work. This work has included providing expert advice, consultation, assistance, and documentation in support of projects to determine the most cost-effective manpower options, including privatization and commercial activities. A recently hired employee was personally responsible for a base-wide A-76 study of commercial activities while serving as a military base commander, and he has recently completed government sponsored A-76 workshop training.
Service Contract Act
The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and/or when the contractor adds SCA labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable wage determination number. Failure to do so may result in cancellation of the contract.

SKILL CATEGORY DESCRIPTIONS
Project Leader/Senior Economist: Minimum level of education and experience required is an M.A./M.S. in Economics or Operations Research and 10 years experience in applying quantitative analysis to manpower and personnel issues. A Ph.D. in Economics and 5 years experience would also be acceptable. In addition, the individual must have at least 3 years experience leading projects and good communications skills as evidenced by written documents and presentations at professional meetings.
Senior Analyst: Shall have a B.A./B.S. Economics, Operations Research, Statistics, Mathematics, Computer Science, or a related field and 10 years experience in the area of manpower, personnel, and training.
Research Analyst: Shall have an M.A./M.S. in Economics, Operations Research, Statistics or Mathematics and 5 years experience in the design, development and implementation of statistical and forecasting models. Shall also have good communications skills as evidenced by written documents and formal presentations. A Bachelors and 10 years experience would also be acceptable
Programmer: Shall have a B.A./B.S. in Computer Science, Mathematics or related field with significant experience in computer programming in a variety of languages and platforms. Additionally, have at least 1 year experience in the design and development of databases and database applications, can be academic.
Task Leader/Principal Investigator: Master’s degree in an operations research, mathematics, statistics, economics, engineering, or computer science field. Five years’ work experience as a non-supervisory Operations Research Analyst, Computer Scientist, Management Scientist, or other closely related profession, in the development of databases, models, and documentation.
