2.JOB PURPOSE AND WAY OF WORKING
Leading and managing the implementation of an effective, secure, efficient electronic data sharing environment for professionals involved in the delivery of social care, education, protection and health services to the public in the Grampian data sharing partnership area.
The Manager will work on behalf of the partnership agencies - AberdeenCity, Aberdeenshire and Moray Councils, NHS Grampian and Grampian Police
The Manager will operate in accordance with the agreed Project Management methodology under the direction of the Grampian Data Sharing Partnership Board

5.DUTIES TYPICALLY INCLUDE:
5.1Developing And Managing The Delivery Of The Implementation Plan
5.1.1Develop detailed implementation plan(s) for the partnership area identifying both national and local targets
5.1.2Provide management information, analysis and reports against plan to the Data Sharing Partnership Board using agreed project management documentation (including option appraisals, evaluations, exception reports, highlight reports and post implementation reviews)
5.1.3Produce and manage a financial plan which reflects the targets detailed within the implementation plan
5.1.4Manage local risk in relation to the data sharing partnership through the development of a risk strategy
5.1.5Establish and maintain effective working relationships with all partnership agencies at all levels to enable full co-operation to implement the plan successfully and deliver expected outcomes
5.1.6Develop procedures to ensure control, consistency and quality throughout the implementation including quality assurance and, where appropriate, accreditation.
5.2Supporting Organisational Development and Change Management
5.2.1Interpret national guidance (policy) and recommend appropriate action to the Data Sharing Partnership providing advice, guidance and direction as required
5.2.2Advise, guide and direct all partners within the partnership area with the implementation plan through developing and promoting stakeholder engagement
5.2.3Develop and promote a communication strategy
5.2.4Advise, guide and direct partnership agencies with the development of appropriate organisational development and/or technical training programmes ensuring these training plans are delivered within the implementation plan timeframe
5.2.5Support partnership agencies with the implementation of previously developed consent frameworks
5.3Managing The Implementation Of The National Technical Solution
5.3.1Interpret national guidance (technical) and recommend appropriate action to the Data Sharing Partnership providing advice, guidance and direction as required
5.3.2Implement the use of the national eCare framework and other national products to share information between partnership agencies as required
5.3.3Ensure the implementation of the local MAS and other eCare Frameworks and products in a way that contributes to the national infrastructure
5.3.4Advise, guide and direct partnership agencies with the implementation of national frameworks and products
5.3.5Where necessary guide and advise partnership agencies (including communication with commercial vendors) with any required technical developments locally to participate data sharing programme
5.3.6Develop business continuity plans for all data sharing and standards partnership assets
5.4Manage Conformance With National Data Standards
5.4.1Ensure compliance with MAS data requirements
5.4.2Conform with other national information standards e.g. Assessment Review Coordinating Group minimum standards
5.5Assessing The Influence Of This Data-Sharing Project Within Wider Scottish Executive Initiatives.
5.5.1Maintain a high level of knowledge of other Scottish Executive initiatives such as Efficient Government
5.6Participation In National Activities
5.6.1Represent the Data Sharing Partnership in all aspects of the development of national Data Sharing and Standards framework and products. This will require attendance and active participation in national and local meetings.
5.7Provides Leadership And Responsibility For The Day To Day Management Of The Data Sharing Project Team
5.7.1Responsible for the leadership and management of Data Sharing Project Team.
5.7.2Ensure the data sharing project team are equally supported and their development and training needs are assessed and agreed while ensuring job satisfaction and considering career development.
5.7.3Ensure effective communication with staff through Team Briefing and in accordance with the Council’s Communications Strategy.
5.7.4Reports progress to the Data Sharing Partnership Board Executive.

The Scottish Executive’s vision is that the electronic sharing of data will become an integral part of the delivery of services to the public. The integration of data sharing technology and standards into mainstream business is key to the eventual creation of an effective and sustainable electronic data sharing environment in Scotland.
Grampian Data Sharing Partnership comprises, NHS Grampian, AberdeenCity, Aberdeenshire, and Moray Councils (including Social Work, Education, Housing, ICT) and Grampian Police. It is chaired by the Chief Executive of Aberdeenshire Council.
The remit of the Partnership is to work together to ensure that the electronic sharing of personal and other data between agencies in the Grampian area delivers improved services through:
- Planning for electronic data sharing by all relevant professionals in the partnership area within national policy priorities and frameworks
- Implementation of national data and technical standards
- Connection to a national data sharing infrastructure
- Monitoring and reporting on activity
The Scottish Executive’s Joint Future agenda was intended to improve joint working between health and social work to deliver better services to people in the community. It was initially targeted at older people but has now been rolled out to all care groups, including children’s services, mental health and learning disabilities.
The work of the partnership will primarily cover the following client / patient groups;
- Adults including Older People, Adults with Disabilities, Substance Misuse and Mental health.
- All Children with particular focus on Child Protection and supporting the Integrated Assessment Framework described in ‘Getting it Right for Every Child’ with the development of an Integrated Children’s Service record across Grampian.
The local partnership, through this post, will ensure that local multi agency store (MAS) and other eCare frameworks and products are implemented in a way that allow them to contribute to the national infrastructure. The solution will conform with the MAS data requirements and other national information standards e.g. Assessment Review Co-ordinating Group (ARCG) minimum standards.
B. Decisions and Judgements
- Professionally accountable to the Grampian Data Sharing Partnership Executive and subject to managerial direction not supervision. Day to day management, support and advice will be provided by the Information Systems Manager, Housing & Social Work, Aberdeenshire Council
- A significant level of work will be self-generated by the Data Sharing Manager having the autonomy to determine priorities and initiate action.
- The Data Sharing Manager will be responsible for the day to day delivery of data sharing work in the Partnership area and report to the Executive of the Data Partnership.
- The Data Sharing Partnership will set broad strategic objectives for the next 3 years. The postholder is accountable and has the freedom to decide how best to deliver these objectives and will plan accordingly.
- Provide guidance and direction and act as a point of escalation for staff employed within NHS Grampian, AberdeenCity, Aberdeenshire, and Moray Councils and Grampian Police to address specific issues or concerns.
- Regular meetings with staff and staff side representatives on routine matters through to matters requiring excellent negotiation and influence by the job holder (e.g. changes to working practices, changes to business processes that impact significantly on staff or staff numbers).
- Will frequently be required to review, and analyse complex or sensitive organisational or technical information.
- Must provide a balanced, unbiased and well-considered approach to achieving decisions and making judgements. Must continually review national and local developments to ensure that all decisions and advice are based on a thorough review of all relevant information. Will be an expert in their field.
- Makes decisions and recommendations within the framework of Partnership agencies policies and national legislation and policy. Takes all day-to-day decisions relating to the management of the project, including making recommendations on changes to the specifications, budgets and schedules to stakeholders and the Partnership.
- Must seek advice from the Executive of the Data Sharing Partnership when issues / risks are out with the tolerances or cannot be resolved by themselves.
C. Communication
- Will communicate at all levels within the partner organisations from Director level to operational and support staff.
- Will be required to give presentations on complex or sensitive topics to a variety of group sizes and audiences.
- Will compose a number of formal reports / proposals etc which must be understandable to non-technical people.
- Will lead on operational guidance and policy relating to information sharing and consent issues.
- Negotiation and influence when dealing with staff resistant to the concepts of information sharing, Care Management etc
- Negotiation with ICT staff in other organisations and with commercial vendors to get best value for the Partnership.
The Data Sharing Manager will have the ability to gain support from all levels of staff on matters where insufficient knowledge might otherwise preclude this, so that Data Sharing is viewed as a service enabler rather than an obstruction.
D. Most Challenging Aspects of the Job
- Dealing effectively with a number of simultaneous tasks, with the level of commitment, urgency and adaptability that these require, and having the empowerment within the project to ensure that these are carried out within the agreed timescales often under quite severe time pressure. This includes balancing priorities and managing stakeholder expectations throughout and across assigned projects.
- Developing a coherent vision for all stakeholders of why and how this project can deliver benefits in delivering public services and successfully persuading and influencing the stakeholder community, securing their commitment and maintaining that buy-in. Overcoming resistance to changeacross Partnership organisations by taking account of differing structures and cultures, by identifying and building relationships with key stakeholders is pivotal to the success of the project
E. Other Demands
- High levels of concentration are required to analyse and assimilate complex information and for detailed planning of activities, timescales, resources and costs. Will frequently be subject to interruption by telephone or staff requiring assistance advice.
