- Welcome/Introductions
Doug Buchanan thanked everyone for joining, and reviewed the list of participants, identifying the representatives from each agency/operational area.
- FTS Plan Updates
- FTS/ACS Survey Matrix
Steve reviewed the information added to the matrix since the last meeting. TehamaCounty and YubaCounty confirmed that ACS site diagrams, operational plans, and forms are all currently in-process for their operational areas.
- FTS Planning Guide Revision
Steve shared the group’s consensus to organize the FTS Planning Guide into three separate manuals: Introduction, Activation, Operations. The first draft manual should be sent out within the next week for review and discussion at our next meeting. The second and third manuals will bemade available prior to our subsequent March meeting.
- FTS Site Selection Options
Steve reviewed the site preferences already received, and asked that everyone try to identify any target facilities before our next meeting.
- Responsibility Matrix Feedback and Follow-up
Doug reviewed the additional revisions made to the matrix since our last meeting, including:
- Comment added for some counties regarding the release of Chempack to indicate that they are not under the Public Health Department, but direct from the hospital for “in county” requests. Additionally, out-of-county requests were changed from “through Mutual Aid process” to “through RDMHC/MHOAC process”.
- The subsections under Item 2, the coordination of disaster medical and health resources, are now lettered for clarification.
After some discussion, the group agreed this document should be kept at the EMS / PHD / OES level, although a similar tool may be developed by the counties for the local OA. There was also discussion/clarification regarding EOC/DOC activation. Doug will send the revised matrix out for further review and encouraged the counties to submit their feedback for consideration in future discussions.
- Revised Health and Medical Situation Reporting Process
Doug reviewed the major changes to this document that align it more closely with the guidance in the state’s EOM:
- Introduction: An unusual event and an emergency system activation are both identified as triggers for the completion of a SITREP, which will be shared with the relevant partners representing public health, MHOAC, RDMHC, CDPH and EMSA Duty Officer programs.
- Definitions: Unusual event and emergency system activation definitioins were added. The RDMHC/S is now defined as the RDMHC program, consistent with this global change in the state’s EOM.
- Situation Assessment: Reference was added for the HAvBED process that can be found in EMResource under Regional Information/Documents.
- Preparing the Health and Medical SitRep: This section was added to describe the communication process between the MHOAC and RDMHC program prior to preparing the SitRep.
- Completing the Health and Medical SITREP: Reference will be added for the full electronic path on cahan.ca.gov for the latest version of the SitRep document.
- Submitting the Health and Medical SitRep: Email addresses for the known parties were added. S-SV is creating generic email addresses for receiving the SitRep from the MHOAC.
Doug will send out the revised document for further review and discussion at the next project meeting.
- Draft Health and Medical Resource Ordering Process
Doug briefly reviewed the draft document, based on guidance in the EOM. Project group members were asked to review this document prior to the next meeting.
