July 11, 2016

Call to order board meeting 7pm by Mayor Brian Cuffle. Roll call: Bill Hinkle, Mike Foster, Dan Sexton, Mary Ann Burge. Mark Urban- Absent. Amy Cunningham- late.

Motion to waive the reading of last month minutes made by Dan Sexton seconded by Mike Foster. All in favor passes 4-0.

Police Report (Chief Hillyer)

We did in service last month it consist of officer safety videos for a couple hours here at the office. We did go to the range and did some close quarter drills. I’m sure everyone has noticed heavy truck traffic up and down 54. They have closed the entrance and exit to the mine so these trucks are feeding coal to the power plant. We were told it would be 3 weeks and it has been 3 weeks. We did have some storm damage when we had a freak wind storm come through and took out some trees and powerlines. Riverton is going to appoint a new chief August 1st. Sgt. Lawley will be appointed to the position. I have met with him several times and have been teaching him how to do some of the paperwork that we have to do. We both agreed that our board and there board and committees need to get together and we need to get it put into writing about Spaulding helping Riverton and they are going to help us some more. As of tonight we did just solve the criminal damage to the cars and the schools so it is already paying off. Debbie and I have been putting together a neighborhood watch program. It is not run by the police department it is run by the community and has block captains. The police department just sponsors it. I have been working with the states attorney’s office on getting that new truck which should be next week. There will be a little bit of expenses as far as title transfer and plates and stuff.

Mayor Cuffle: Before we get to Adam with the engineer’s report in case you guys didn’t know the rock piles up at the park are for our road work.

Engineer Report (Adam)

All patch work is done. All of the rock is delivered. IRC from the emails I have had with them it sounds like they will be done with the oil and chip and reclaiming work this month. I think this is a little longer than they expected but they may have gotten delayed with the weather I don’t know. The intersection of Primrose and Vicar we were going to just seal this year and we patched some of it. I met with resident Andy Martin one day when I was out here to meet with Jay for something else and so Jay and I went down and looked for that tile. It’s full back behind JK’s house. We did locate the tile and everything is just kinda sitting behind Andy and John’s house. I did receive Jay’s bills for Mitchell Lane, Lyons Street, and everything but the inlet has been approved. The inlet is $345.00 that would be the only thing that the board would need to approve.

I spoke with Mike Stoppleworth who lives in the cud a sac at the end of Riverview Rd. He is looking to put up a 4ft tall chain link fence so that he can let his dog out. For those of you that are familiar with his house, his backyard is pretty much his driveway that drops off to the river. I did pull out the fence ordinance with the help of Kevin and Debbie today and I don’t see a problem with it.

Attorney’s Report (Kevin)

The only thing I have tonight is the animal control contract.

Mayor Cuffle: Get bids to trim trees on east Raylots. Cell Tower update, AT&T should be done for sure by September if not sooner. The fiber optic is ran to the corner now.

Mary Ann- Just want to say that the veteran’s sign looks nice.

Mike- It is not supposed to have names on it but it does. It doesn’t have the Village of Spaulding on it though.

Bill- Wooden Bridge can we get a pedestrian crossing sign.

Mike- Pothole on Riverview Rd needs filled. The end of September first weekend in October hold a volleyball fundraiser for the police department. The money raised would help to purchase equipment.

Motion to purchase new vest and body cameras made by Mike Foster seconded by Mary Ann Burge. Passes 5-0.

Mike Foster- we need to get that fence line at the park cleaned up and burn off the brush pile. I also have a bid here from Chad Burge to be our new IT guy. Our current guy charges $85.00/hr and Chad has given us a bid for $60.00/hr.

Motion for Chad Burge offer of $60/hr to be our IT guy made by Mike Foster seconded by Amy Cunningham. Roll call passes 4-0, 1 abstained.

Mayor Cuffle: I would like to get a motion to purchase a jet from the village of Riverton for $600 to clean the ditches and culverts with.

Motion to purchase jet cleaner for $600.00 made by Mike Foster seconded by Dan Sexton. Roll call passes 4-1.
