10346.APOLOGIES: Dist Cllr Smith.

10347.DECLARATIONS OF INTEREST RELATING TO ITEMS ON THE AGENDA: Cllr Withington declared an interest on Item 16 – she is a Member of the Dementia Friendly Community. Cllr Cox declared an interest on Item 22 – he is an Ordinary Member of the Midland and Great Northern Joint Railway Society.

10348.ITEMS WHICH REQUIRE A RESOLUTION UNDER THE PUBLIC BODIES (ADMISSION TO MEETINGS ACT 1960) TO EXCLUDE THE PRESS AND PUBLIC UNDER SECTION 1C OF STANDING ORDERS: There were no items requiring a resolution under SO1C.

10349.TO ACCEPT THE MINUTES OF THE MEETING HELD ONTHE 7TH MARCH, 2017: Cllr Withington asked for an amendment to Min 10334 – line 2 – to add - Norfolk Federation of the “Women’s Institute”. Cllr McGinn PROPOSED acceptance of the Minutes of the Meeting held on 7thMarch, 2017, Cllr Cox seconded. IT WAS AGREED.

10350.POLICE REPORT:Members had all been circulated with the March Newsletter from Norfolk Constabulary which PC Ian Smith talked through the recent crime statistics, along with an explanation relating to the Community Speed Watch.

10351.TOWN MAYORS ANNOUNCEMENTS: The Town Mayor reported on attending the following engagements:

  • 11th March - Fairtrade Big Brew at Community Centre
  • 16th March – Talk at St. Andrew’s Methodist Church
  • 23rd March – Sheringham-Otterndorf Twinning Association Annual Dinner
  • 30th March – Official Opening of Sheringham Museum Extension

10352.MATTERS ARISING FROM THE ABOVE MINUTES:The Clerk referred to Min 10341 – the new Tenant has now moved into Room 4 at the Community Centre.

10353.TO RECEIVE REPORTS FROM COUNTY / DISTRICT COUNCILLORS: Cty Cllr Hannah provided a reported annexed hereto. The mayor wished him well in his semi-retirement.

Dist Cllrs Oliver and Shepherd provided a combined report annexed hereto.

10354.To Accept the Minutes of the Planning Committee MeetingS held on7TH AND 21ST MARCH, 2017: The Minutes having been previously circulated; Cllr McGinn PROPOSED acceptance of the Minutes of the Planning Committee Meetings held on the 7th and 21st, March,Cllr Cox seconded. IT WAS AGREED.

10355.EMPLOYMENT COMMITTEE:

(A)TO APPROVE CONTRACT OF EMPLOYMENT FOR GARDENER/HANDYMAN: Cllr Fields PROPOSED accepting the Contract of Employment for the Gardener/Handyman; Cllr Cox seconded. IT WAS AGREED.

(B)TO ACCEPT THE MINUTES OF THE EMPLOYMENT COMMITTEE MEETING HELD ON 21ST MARCH, 2017: Cllr Fields PROPOSED acceptance of the Minutes of the Employment Committee meeting held on 21st March, 2017; Cllr Cox seconded. IT WAS AGREED.

10356.Finance:

(a)Accounts for Payment:The Schedule of Accounts for Payment having been previously circulated; Cllr McGinn PROPOSED acceptance of the Schedule of Accounts in the sum of £29,629.56p inc vat; Cllr Cox seconded. IT WAS AGREED.

(b)To Receive Budget Analysis: Members were furnished with a copy ofthe Budget Analysis for March 2017 for information. Cllr Cox referred to the list of overspends in 2016/2017 budget analysis attached hereto.

(C)TO TRANSFER EAR MARKED RESERVES TO 2017/2018 FINANCIAL YEAR: Cllr Cox PROPOSED transferring the figures as annexed hereto to the relevant EMR budget columns; Cllr McGinn seconded. IT WAS AGREED.

(D)GRANT APPLICATION:

(i)SHERINGHAM LITTLE THEATRE:Cllr Ashcroft PROPOSED awarding a grant to Sheringham Little Theatre in sum of £2500.00 from S144/145; Cllr Cox seconded. IT WAS AGREED.

10357.RESOLUTION TO ADJOURN THE MEETING FOR UP TO 15 MINUTES FOR MEMBERS OF THE PUBLIC TO SPEAK ON MATTERS RELATING TO BUSINESS BEING TRANSACTED AT THIS MEETING: Cllr Cox PROPOSED adjourning the meeting for up to 15 minutes for a Member of the Public wishing to speak; the Deputy Mayor seconded. IT WAS AGREED. A Member of the Public spoke on behalf of the Sheringham Youth Zone. Cllr Cox PROPOSED reconvening the meeting; the Deputy Mayor seconded. IT WAS AGREED.

The Mayor PROPOSED moving to Item 25 of the agenda.

10358.RESPONSE FROM COMMUNITY CENTRE HIRER:Member had previously been circulated with a copy of the letter of response from the Community Centre hirer. Cllr Ward PROPOSED two Representatives from STC meet with the hirer’s concerned; Cllr Craske seconded. Those In Favour – 14. IT WAS CARRIED,

Cllr Withington PROPOSED the nomination of Cllrs McGinn and Ashcroft to act as STC’s Representative to meet with the hirer’s; Cllr Cox seconded. IT WAS AGREED.

10359.REQUEST FROM SAFER NEIGHBOURHOOD TEAM ASKING FOR SHERINGHAM TOWN COUNCIL TO SUPPORT LOCAL RESIDENTS WHO ARE VOLUNTEERING TO TAKE PART IN COMMUNITY SPEED WATCH: Cllr Withington PROPOSED STC supports the Community Speed Watch Project; Cllr Farley seconded. IT WAS AGREED. Those against – the Deputy Mayor and Cllr Ashcroft.

10360.TO AGREE PROPOSED SCHEDULE OF MEETINGS FROM JULY TO DECEMBER 2017: The Deputy Mayor requested moving the Full Council meeting set for 1st August 2017 due to Carnival events. After a full debate ensued, Cllr Fields PROPOSED commencing the Planning Committee meeting on the 1st August, 2017, at 8.00pm, followed by the Full Council meeting at 8.30pm; Cllr Smith seconded. IT WAS AGREED. Cllr Burns PROPOSED acceptance of the Schedule of Meetings from July to December 2017; Cllr Ward seconded. IT WAS AGREED.

10361.UPDATE ON COASTAL COMMUNITY TEAM FUNDING: Members had previously been circulated with a report on the outcome of the Coastal Community Team meeting held on 20th March, 2017. Cllr Withington and Ashcroft who are STC’s Representatives on the CCT PROPOSED STC will discuss their ideas and those which they would like to be put forward with regard to an economic plan for the local area and potential projects that would increase economic growth in the area as part of the CCT, and for discussion to take place at the next General Purposes and Development Cttee meeting and that it would be helpful if Councillors came prepared with ideas or views for the discussion; Cllr Ashcroft seconded. IT WAS AGREED.

10362.UPDATE ON SHERINGHAM WAR MEMORIAL:The Clerk reported on the recent e-mail from STC’s Solicitors advising the Council that the War memorial may require major repair works and legal searches and required confirmation from STC if they still wished to go ahead with taking on the custodianship of the Grade II listed building. Cllr Cox PROPOSED no searches or enquiries were necessary; Cllr Bush seconded. IT WAS AGREED. Cllr Smith PROPOSED STC approaches the Solicitor to enquire what information they hold in relation to any major repair works; Cllr Ward seconded. IT WAS AGREED. Cllr Smith PROPOSED if inadequate information was received from the Solicitor then prior to taking over the responsibility of the War memorial STC should commission a survey by a suitably qualified professional person; Cllr Ward seconded. IT WAS AGREED.

The Mayor PROPOSED moving remaining agenda items in order of priority due to the time scale.

10363.RECOMMENDATION TO APPOINT APPLICANTS FOR CO-OPTION IN THE NORTH AND SOUTH WARDS: Cllr Cox PROPOSED appointing Aubrey Poberefsky in the Sheringham South Ward and Steven De La Salle to the Sheringham North Ward; Cllr Fields seconded. IT WAS AGREED.

The Mayor PROPOSED moving to Item 24a.

10364.STAFF MATTERS:

(A)TO APPROVE RECOMMENDATION FROM INTERVIEW PANEL IN RELATION TO APPOINTMENT OF GARDENER/HANDYMAN: Cllr Cox PROPOSED approving the recommendation of appointing Mr Lewis Gotts as the new gardener/handyman; Cllr Fields seconded. IT WAS AGREED.

10365.UPDATE ON SHERINGHAM WOOD TELECOMMUNICATIONS MAST: Discussion took place regarding the contents of the Heads of Terms and recipients of the Rent from Sinclair Dalby Ltd. Cllr Smith PROPOSED the rent from Sinclair Dalby Ltd is divided 50/50 between STC and the Woodland Trust; Cllr Burns seconded. IT WAS AGREED. Those Against – Cllrs Cox, Withington and Bush.

Cllr Cox PROPOSED Sinclair Dalby Ltd bear the total cost of legal fees on behalf of STC and The Woodland Trust. Cllr Ward seconded. IT WAS AGREED.

10366.TO APPOINT CLLR WITHINGTON TO THE STREET DIRECTIONS SIGNAGE WORKING PARTY: Cllr Cox PROPOSED Cllr Withington is appointed to the Street Directions and Signage Working Party; the Deputy Mayor seconded. IT WAS AGREED.

10367.REQUEST FROM SHERINGHAM PRIMARY SCHOOL TO APPOINT SHERINGHAM COMMUNITY CENTRE AS AN EVACUATION POINT IN CASE OF AN EMERGENCY – CLLR FIELDS: Cllr Farley PROPOSED granting permission to Sheringham Primary School to utilise Sheringham Community Centre as an evacuation point in case of an emergency; Cllr Ashcroft seconded. IT WAS AGREED.

10368.UPDATE ON SHERINGHAM COMMUNITY HOUSING FUND: Members had previously been furnished with details of the Community Housing Fund from NNDC inviting STC for specific plans or opportunities which could be suitable for funding from the CHF. Cllr Farley highlighted the limited development land available in Sheringham and queried if the funding could be obtained for other projects. Cllr Burns PROPOSED inviting a Representative from NNDC to address the Council at the next General Purposes & Development Committee meeting; Cllr Fields seconded. IT WAS AGREED.

10369.LOCAL GOVERNANCE RESOURSE CENTRE – GOVERNANCE HEALTH CHECK: Members had previously been furnished with a copy of details offering a Local Governance Health Check from the Local Government Resource Centre. Cllr Cox explained to the meeting that STC reviews its own policies on a regular basis and on those grounds he PROPOSED declining the offer from the LGRC Associates Ltd; Cllr Farley seconded. Those In Favour – 8. Those Against – 5. IT WAS CARRIED.
