Welcome and Introductions
The meeting combined the Shelter Cluster and WASH Cluster to see how both groups can work in partnership to provide better humanitarian responses.
The main objective of the meeting was to identify the needs and gaps in humanitarian responses.

WASH Information Update
Targeted beneficiaries – 550,000
Total number of people reached – 71,384
Planned to reach – 227,420
The update indicated an information gap on assessing number of wells cleaned. Accordingly, the communities in these affected areas depend largely on wells. The Government does not have the capacity to clean all wells that have been contaminated.
It was further advised that when cleaning of wells are been executed, awareness programmes should also be conducted. SOPs to follow should be provided and endorsed by the Ministry of National Water Supply and Drainage Board.
Workshops in the District level with the Ministry of Health and PHIs would allow for this process to be advocated further.
WASH requirements in schools need to be inferred and provided. These concerns will all be raised in the inter-sectorial meetings.
The Health impact was also noted. The number of dengue cases have increased and the awareness programmes that have been convened by the Ministry of Health has not been positive.
Assessment by Team Rubicon UK
  • Team Rubicon UK provided assistance in the cleaning of wells. The assessment indicated that after the cleaning process, a high level of bacteria was still present.
Key highlights from the cash working group
Save The Children have developed a SOP. There have been discussions to bring in cash based programmes in the government responses.
ILO – transitional shelters accounting to $1300, and permanent shelters $3000. Need to discuss long term vs. short term funding.
UN-HABITAT – 356 houses were done following last year’s floods. These transitional shelters also became permanent houses. Communities extended these houses on their own accord and preferences. This year 15 houses will be provided to FHH, Alderley, Families with children under 01 year. The material that will be utilised can be used for the permanent approaches.
NBRO – household surveys will be circulated with the assistance of the DS for a needs assessment. Soft copies will be circulated to the group for comments.
District focal points:
Agencies segregated into groups according to the areas that they are working in – Kalutara, Ratnapura and Matara.
Kalutara – 200 temporary shelters. Coordination is minimal. A district meeting will be convened with all sectors. Families that have lost their homes have moved in with host families and return to the temporary shelters only in the night.
Ratnapura – ILO is collecting information on the damages. Toilets require construction. JEN & ILO are also providing transitional shelters. LEADS also informed of the needs. ILO will share information on the location of camps.
Matara – land identification for shelter have not been completed. Need for divisional level coordination.

  1. Suggested that it would be great if added the government plans in the gap analysis.
  2. NBRO developed a questionnaire for the assessment/beneficiary selection. Agencies to take part of it and input their comments/suggestions to have a finalized version.
