1.JOB IDENTIFICATION
Job Title:Healthcare Scientist – Deputy Head of Section (Clinical)
Department:Sheffield Diagnostic Genetics Service
Responsible to:Head of Section (Clinical)
Accountable to: Director, SDGS

2. JOB PURPOSE
Deputise for the Head of Section (Clinical) in all aspects of their role.
To contribute to the management of the laboratory at a senior level where required.
Under the overall supervision of the Head of Section, develop areas of highly specialist expertise and responsibility in management and/or clinical areas.
3.MAIN DUTIES/RESPONSIBILITIES
Background
The workload in the Laboratory is divided into 2 clinical sections, and Laboratory Services which includes Research and development. Each clinical section covers a range of diseases and requires a full and detailed clinical, scientific and technical knowledge at a level where advice can be given to clinicians as to the interpretation of the result and its significance regarding clinical management. The sections are continually evolving and thus require continual evaluation, audit and development.
Clinical and Professional
Deputise for the Head of Section where required in all clinical and professional aspects of their role: Specifically:
  • To take full clinical responsibility at Consultant level for the services delivered through the section including all clinical and developmental aspects, liaison with clinicians and reporting.
  • To ensure that the service is delivered to a standard acceptable to the CPA accreditation process and in a timely and appropriate manner to the clinical services.
  • To ensure that all results and reports from the section are correct, timely and appropriate, including interpretation of highly complex results. This can include complex statistical analysis, probability calculations to provide a risk estimate and use of specialised interpretive software.
  • To provide advice and guidance to clinicians and other scientist staff, including issues where the results may be associated with difficult, sensitive, complex or problematic issues and where excellent clinical judgement is required.
  • To ensure that all clinical liaison in the section is maintained and appropriate. This will include clinicians, laboratories and organisations at a local, regional and national level.
  • To contribute to the Health & Safety assessment of all processes within the group.
  • To operate a flexible work practice outside normal working hours, this enables the efficient delivery of pre-natal, predictive or urgent testing.
  • To participate in internal and external quality control procedures and to abide by all Codes of Practice, Safety Regulations, Protocols and Operational Policies of the department and the service at a level in excess of that required by Clinical Pathology Accreditation.
Managerial
The postholder will participate in the senior management processes in the Department under the direction of the Head of Section. The postholder may be delegated specific responsibility in one or more areas, in agreement with the Head of Section.
  • Support the business process relating to their section, ensuring that the services are delivered in a cost effective manner.
  • Teaching, training and staff development including PDR
  • Management of staff including all aspects of HR process and policy implementation including capability, disciplinary and absence management.
  • Participate in workforce planning both for the section and the department as a whole, considering the rotational requirements for staff.
  • Together with the Quality Lead and Quality Manager in all the areas of responsibility ensuring the section achieves the necessary standards with respect to CPA Accreditation.
  • To advise the management as to the strategic importance of any development for these services with regard to the commissioning process.
  • Participate in the recruitment and selection process of staff for these services.
  • Implement departmental policies and contribute to the development of more overarching policies for the department.
Teaching, Research and Service Development
  • To participate in the training programme of the department including seminars, journal clubs and laboratory training sessions.
  • Provide training for both clinical services and managerial functions where appropriate.
  • Participate in the development and validation of new tests of clinical diagnostic and prognostic importance within the section in a co-ordinated, cost-effective and timely manner.
  • Participate in the income generation of the department including scoping and developing new income generating services in a cost effective and competitive manner.
  • Under the overall management of the Research Manager and Lab Manager for this aspect of the role, together with the Research Manager participate and drive research activity within the field in collaboration with clinicians and other scientists, including grant application and publication.
  • Present the results of service development at local, national and international meetings.
  • Undergo relevant training and professional development including attendance at relevant national and international meetings, to ensure the continuing development and improvement of the service.
The postholder will participate in an annual Personal Development Review process as well as all necessary mandatory training. As part of the PDR process the postholder’s involvement and contribution to Quality Management will be reviewed along with their understanding and compliance with the current, relevant Trust objectives.
Following PDR and discussion with the post-holder, this job description may be amended to one of equivalent grade for the purposes of training and staff development.
4. SCOPE AND RANGE

Internal Relationships

Deputy to a Consultant level appointment taking full clinical and managerial responsibility for the section in their absence and under the overall supervision and management of the Director and Deputy Director
To participate in the management of the laboratory at a senior level where required.
Frequent requirement for sustained keyboard work and microscope work or similar.
Frequent requirement for prolonged concentration.
Occasional exposure to distressing circumstances such as imparting unwelcome news to staff or distressed patients.
Occasional exposure to unpleasant working conditions.
