1. Project Introduction

Huangtai Thermal Power Plant (hereafter referred to as “HTTPP”) which is located in the joint area of Ji'nan development zone and industrial belt in the east, is established in Sep, 1958, it’s the first high-temperature and high-voltage coal-fired power plant in Shandong Province and now is one of the most important power plants of power grid in Shandong. At present, there’re seven boilers and eight steam turbine generator units with total installation of 1005 MW (3×25MW+1×50MW+2×110MW+2×330MW) and annual power generation can reach to 5~6 billion Kwh. From 1992, HTTPP commenced to retrofit 1#~6# units to expand the heating capacity to 800 t/h (120T/h +3×80T/h +2×220T/h), therefore HTTPP became the biggest heating supplier and responsible for the residential heating in the east of Jinan. The retrofitting program of 7# and 8# units with wet limestone-gypsum flue gas desulphurization (FGD) technology from 2002 has already finished and put into operation, the SO2 removal efficiency can reach to 95%, which contributed to improve the air quality in Jinan.

It is forecasted that the heating demand in the east area will reach to 2,080t/h by 2010. However, the 1#~6# units for residential heating supply are installed in 1960~1980, the equipments are beyond or close to their service life and without any FGD facilities. According to the general plan of Jinan municipal development, Shandong LUNENG Development Group decided to launch Retrofitting Program of Heating Facilities in HTTPP, including replacing the former 1#~6# units with two new 400 TPH/300 MW co-generation units. And the FGD facilities will be installed to reduce the air pollution as well.

2. Project Description

l  Project investment and location

The proposed project will install 2X300MW units to replace the current 1#~6# units, the annual consumption of 1.474 million tons coal for the new units will be supplied by Yanzhou Coal Co., Ltd. and accordingly discharge 12,520 tons SO2 annually (0.85 per cent sulfur combustion). The FGD facilities must be installed according to relative laws and regulations.

The FGD technology selected for the project is wet limestone-gypsum technology. The total population of Jinan City is about 5 million. There are no cultural relics around the projection location, and no more land acquisition is need. The water supply for the project is from in-plant circulating water and industrial water (after municipal class-II wastewater treatment) of total 85t/h. The coal type is Yanzhou soft coal. (Qnet, ar: 21890 kJ/kg, Sar: 0.51%, Vdaf: 39.30). The total investment of this FGD project is 237.465 million RMB, including 17.5 million US Dollar World Bank loan (equivalent to 14.525 million RMB), the project-launching fund is contributed by Shandong LUNENG Development Co., Ltd and Shandong LUNENG HUANGTAI Industry Group.

l  Social and natural conditions

The project location lies on XIAOQINGHE River alluvial plain, 5km away in the southern direction of the location are some hills belonging to Mountain Tai system. The surface water system is of XIAOQINGHE River Basin.

The area is in warm temperature semi-humid climate zone. The average temperature is 13.5 oC during a year, the max value is in July and the minimum is in Jan. The southwester in spring and northeaster in autumn is the dominant wind tendency and always changes seasonably.

Jinan is Shandong provincial capital, the center of politics, economy, education, science and culture. Jinan is also a world famous historical city and honored as “Springs City”. The total area is 8,227 Km2, and the population is 5.56 million. Jinan covers about 1.3 million km2 and the population is about 1.8 million.

l  Project analysis

The project is proposed to be constructed in the current plant, thus land acquisition is unnecessary.

HTTPP has always made efforts on environmental protection and from 2002 to 2004; the international FGD demonstration project with obvious social benefit implemented in HTTPP and some lessons and experience is learned as well.

Compared with all the FGD technologies and considering the actual situation, wet limestone-gypsum technology is finally chosen for this project. This technology is the most mature and widely used desulphurization technology by now; the removal efficiency can reach above 95%. It takes the cheap limestone or lime as absorbent and consists of absorbent processing system, flue gas system, absorbing tower and gypsum dewatering system etc., the final product is gypsum. This technology also has advantages on high removal efficiency, simple operation, cheap sorbent and so on.

Water consumption of this desulphurization system is 85t/h, which comes from circulating water (60t/h) and industrial water (25t/h). The by-product of this technology is CaSO4.2H2O, which can be used for construction materials and cement retarder. HTTPP has signed gypsum supply agreements with clients to reuse this by-product as avoiding secondary pollution.

l  Environmental protection objects

The environmental protection objects around the project location are listed as follows:

(1)  There’s no natural protection area and historical relics near HTTPP.

(2)  Surface water: Xiaoqing River and Dasha River

(3)  Underground water: underground water source near the project location and dust heap around Li-jia-cun Village.

(4)  Noise: residential area around the power plant

l  Environmental Impact Assessment

The EIA was approved by SEPA in July 2005. It included the FGD as part of the project. Consultation for the EIA was conducted in September 2004 and it was sent to Jinan Municipal EPB for disclosure at that time.

5. Institutional Arrangements

Monitoring

As indicated in the Monitoring Plan, the HTTPP Civil Works Department will be responsible for environmental monitoring during construction and the Operations Department during operations

Analysis

HTTPP Production Department will be responsible for analyzing environmental monitoring data during both construction and operating phases

Reporting and Recommendations

The specialized environmental staff in the HTTPP Production Department will prepare a monthly summary table of environmental results and any recommended actions

Decision Making

The HTTPP Vice General Manager receives these reports and is the authority to implement any recommendations

6. Public Participation

6.1 Method: Media date

In order to propagandize the FGD project, find out the public’s requirements on economic development and environmental protection and make the decisions more scientifically, HTTPP invited some representatives from Jinan government eastern office, plants and schools etc. to sit together to discuss some social issues on Apr.20, 2005.

Director Liu Zhenfang from HTTPP gave a brief introduction of the project at the beginning and then replied some questions; each attendant resident fills a questionnaire.
