The second meeting of the month was held in the Town Hall meeting room with John Kline, Frank Ruehr, Jr., Nancy Vines, from here on out will be address as the BOT, and Fiscal Officer, Jill Corbett present. Chairperson, John Kline called the meeting to order. The pledge of allegiance was led by John Kline.
Others present – Jim Corbett, John Benjamin, Jo Gobble and Greg Benner.
Copies of the minutes from the September 6, 2016 Regular meeting were made available for those present.
Nancy Vines made a motion to dispense with the reading of the Regular Meeting minutes from the September 6, 2016 meeting and to approve the minutes as written.Motion was seconded by Frank Ruehr, Jr. All in favor and the motion carried.
Jill Corbett, Fiscal Officer presented the BOT correspondence as follows:
OTA Legislative Alert was presented.
The Mantua-Shalersville Chamber of Commerce will have their monthly meeting tomorrow, September 21, 2016 at 7:00 a.m. in the Shalersville Town Hall.
Jill presented the BOT the OTARMA quarterly newsletter for review.
Jill has signed up for the UAN Auditor of State’s Hinkle System Training to be held at the Freedom Community Hall on October 8, 2016. She will try to change her registration to Friday evening. This is a free training oppourtunity offered by UAN.
The township received a Tempory Certificate of Occupancy for Hattie Larlham from the Portage County Building Department.
Jill spoke on the issue of John Benjamin’s disibillilty claim with Dearborn National. Jill turn in the claim with the necessary documentation for the time John was off with his hip replacement. Because John was covered for disability, he should have received the total of his 10+ weeks off work, $300.00 per week. John received a check from Dearborn for $528.00, equal to one and half weeks off work. Because he didn’t know he had coverage, he put in for vacation and sick time to compensate his time off work. Dearborn will not cover the weeks he received compensation from the township. John decided not to go through with paying back his vacation and sick time to be compensated from Dearborn National so he will settle with the check he received.
Road Supervisor, Jim Corbett spoke on the bid from Youngstown Hoist & Body for the replacement bed for the Mac truck. It came in at $7,850.00. Frank Ruehr, Jr. made a motion to go with Youngstown Hoist & Body and spend up to $8,300.00. The motion was second by John Kline. All in favor and the motion was carried.
Jim also recived a call concerning the asphalt project that the BOT is looking to have done on some of our township roads. The gentleman told Jim that according to the state rules, you can only use the asphalt base emulsion’s before September 15 and kersosene base emulsion’s from September 15 until October 15. The BOT has a special meeting Saturday, September 24 at 1:00 pm to go over bids. They may decide to hold off until spring. If they decide to do so, Jill will have to make a change to the 2017 budget and made an amendment to the budget for the Portage County Auditors.
Greg Benner, Zoning Inspector reported on the junk vehicles at the corner of Notle and Winthrop in Aurora East. He had given the home owner 40 days to clean up his property of these vehicles. So far nothing has been done. He will wait until the deadline to contact the homeowner again.
He has been in contact with Chris Meduri over William Halasz property on St. Rt. 44 and brought him up to date on the last years zoning complaints issued by Jason Garey former Township Zoning Inspector. The original complaint goes back from October of 2015. It originally was over junk motor vehicles, then Jason added on fencing since it is zoned light industrial. On December 15, 2015 Chris sent Mr. Halasz a letter requesting him to clean up his property. In May 2016 the BOT signed a Resolution 2016-04, against Mr. Halasz and was presented to Chris Meduri to move forward with any and all legal action needed. On June 3rd. 2016 Chris sent a letter stating that he received a Resolution 2016-04 from the BOT of Shalersville Township authorizing his office to take any and all legal action to resolve these complaints. Greg will sign an affidavit stating that he is the new Zoning Inspector and agrees with the findings initiated by Jason Garey and is comfortable pursuing and going to court to testify if necessary.
On the matter of the Hawkins trailer. Mr. Hawkins attorney sent an email to Chris Meduri stating that Mr. Hawkins is trying to resolve the moving of his trailer by October 1, 2016. The courts are to pursue this matter the 2nd. half of October, 2016. So we’ll wait and see what transpires.
Jo Gobble has spoke with Ronni Kotkowski about putting a 12’ x’20’ yard shed on her property. The Zoning Board rule is that; Yard shed temporary sheds are not to be larger than 12’ x 16’). Ron had instructed her to pursue a Zoning Permit, Greg would deny this request. Then her option would be to ask for a varience at the Zoning Appeals Board. Discussion followed on this topic.
Jo also asked if Senator Eklund reported anything new in the flooding in Aurora East. Nancy has not heard of anything new.

Nancy Vines, reported on the potluck and ice cream social to Celebrate Portage County on September 18, 2015 at the Shalersville Township was a huge success. She turned in receipts totaling $436.82 for repayment from the grant from the Portage County Regional Planning Committee.
Nancy also spoke on the letter that had gone out to Adam Etling that his deposit was denied because of the use of glitter. An email from Debbie Etling was received stating no one had used glitter on the decorating committee. After discussing this issue the BOT stands behind their custodian Micki DeVos and not refund the $100.00 deposit. Frank Ruehr, Jr. made a motion to send another letter to Adam Etling stating such. The motion was seconded by Nancy Vines. All in favor and the motion was carried.
Nancy also asked the BOT that they purchase a new vacumn cleaner for the Town Hall. Micki DeVos will price the cost of vacuum cleaners.
Nancy asked Jim Corbett when the walking trail would be put back on his work schedule. Jim stated he has to finish getting the Mac truck ready for the new bed, he has a few footers to be poured in the cementery. After that the walking trail exercise signs will be next. He feels this should happen in a few weeks.
Frank Ruehr, Jr. spoke on the issue the Mantua Police Department will no longer monitor our Fire Alarm System. Frank has been in touch with the Fire Chief at Mantua-Shalersville Fire Department. They are also looking into this and will keep Frank abreast on what other companies can offer this service.
The office received a complaint call from Mr. Barry Canner over the abandon property at the corner of Bodner and Polly Streets in Red Fox. Frank gave Mr. Canner a call and told him that the BOT are aware of the problem. The problem is that the Portage County Health Department and The Portage County Sheriffs Department have to both agree that the property is a hazard to the community before anything can be done. This property is still in good shape and someone is paying the taxes on it as well.
Frank had notice that one of No Engines Brake signs was up. Jim reported that ODOT had picked up the signs and they would be installing them.
John Kline asked for a decision on when to hold the Shalersville Township Halloween. It was decided to have it October 30, 2016 from 2-4 in the afternoon. Jill will also put this on the website.
Frank Ruehr, Jr. made a motion to pay the bills. The motion was seconded by John Kline. All in favor and the motion carried.
Jill Corbett asked the BOT to amend the motion made at the Regular Meeting August 16, 2016 to Resolution 2016-12 for the Portage County Auditors. All in favor for the resolution.
Jill Corbett asked to have three Purchase Orders signed; two were for roll-over deposits from last year, one for Debra Rosa and the other was for Theresa Nelson. The last Purchase Order was for Dix Communication. The $200.00 allocation was previously approved from the BOT.
Jill presented the BOT the balanced Bank Reconciliation for signatures.
