The Delhi Police today organized Commemoration Day Parade in remembrance of Police personnel who were killed in serving their respective forces between 1st Sept-2010 to 31st Aug- 2011. The Parade was held at New Police Lines Ground, Kingsway Camp.

Sh.B.K. Gupta, Commissioner of Police, Delhi read out state and Central Police Organizations-wise list of personnel who were killed or met with unnatural death during the period. In all, 634 police personnel including 15 of Delhi Police were killed while serving their respective forces.

The Commemoration Day is observed every year on 21st October in the memory of 10 personnel of CRPF, who were ambushed and killed by Chinese force in Laddakh region on 21 Oct. 1959.

A Blind Murder Case of a young married women committed on Karva Chauth solved

INTRODUCTION:

The staff of PS Mahindra Park North West District has solved a blind murder case of a young married women which took place on 15.10.2011, the Karva Chauth Day with the arrest of one Umesh Kumar Chauhan, age 19 Yrs S/o Narayan Prasad Chauhan R/o Village Bhedia Rekha, Distt Katiyar, Bihar and apprehension of One juvenile.

INCIDENT:-

On 15.10.2011 Sh. Naresh Gupta age about 30 Yrs R/o H. No. I-506, Jahangir Puri, Delhi reported that he is running a Rehri of Momos and Spring-rolls in the area of Ramgarh, Jahangir Puri. He employed the above accused person and one JCL 18/20 days ago as servant to help him to serve eatables to the customers. On 13.10.2011, both left the job and he cleared their account and they went away. The complainant also wanted to purchase a flat for his family and for which he had saved Rs. 3.5 Lacs. He had also contacted the local property dealers for the purchase of the flat. On the day of incident, when he came back after finishing his daily work at about 11.00 PM, he found his wife Smt. Abha Gupta lying in pool of blood. Her throat was cut and she was dead on the spot. The deceased used to keep the key of the box hanging on her neck tied on a red coloured mala. The key was found missing from her neck. The case was got registered and the investigation was taken up.

INVESTIGATION:-

During the course of investigation, it came to light that both the employees namely Umesh and one minor, who left their job with the complainant on 13.10.2011 by getting their pending wages cleared, were missing from their residence in village Ramgarh, Jahangir Puri, Delhi. Accused Umesh was staying with his elder sister Priya in Jahangir Puri area. On enquiry, Priya could not give any satisfactory reply about their absence from her residence. A special police team was constituted and sent to Katiyar in the native village of Umesh and it was found that he alongwith the minor was not present there also. On the basis of secret information, accused Umesh alongwith minor was arrested/apprehended on 20.10.2011 at about 8.30 PM from the area of Delhi Railway Station, kashmiri Gate side on the pointing of the complainant.

INTERROGATION:-

On interrogation, accused Umesh disclosed that he worked with Sh. Naresh Gupta, the complainant w.e.f. 26.9.2011 to 13.10.2011. His father was reported to be sick in Bihar and, therefore, he wanted to quit his job and wanted his wages from the complainant. He was given only half of his wages by the complainant despite the fact that the complainant had huge cash amount available for the purchase of a flat. The accused was also rebuked by him for leaving the job before Diwali. The accused told everyone that he is going to Bihar on 14.10.2011 and departed alongwith JCL from Ramgarh area and went to Old Delhi Railway Station during night both slept there at Railway Station. The accused was disturbed because he was not given full wages. He made a planning with the JCL that he would loot cash from the house of the complainant because it was in his knowledge that the complainant wanted to buy a flat in Jahangir Puri area and had a cash amount available at his residence and his wife used to keep the key of the cash box hanging around her neck in a Mala. As per planning, he alongwith the JCL came back on 15.10.11 at about 10.00 PM and reached the house of the complainant and found the deceased Smt. Abha Gupta present there. The accused demanded money from her but she raised alarm and threatened to implicate him in a case of theft, during the scuffle, the accused removed the key from her neck and cut her throat with the help of Choppar, which was lying there in the room. Her minor children started crying and the accused left the spot in a huff without looting money.

1. Umesh Kumar Chauhan age 19 Yrs is a school drop out and was unemployed in his native village in District Katiyar, Bihar. His elder sister Priya is living in village Ramgarh and he came to her in search of job. Priya talked to Naresh Gupta and got him employed with Sh. Naresh Gupta. He is of a mischievous mind and does not have good reputation in his native village. He is of a revengeful nature and budding criminal.

RECOVERIES:-

2.The Mala containing key of the box removed from the neck of deceased.

3.Mobile phone which the accused was using.

Second Cricket betting syndicate busted by Crime Branch during India-England One Day series.

2 persons arrested.

TV, Set Top Box, Mobile Phones, Dabba Phone, calculators and notes books seized.

The Crime Branch, in its crack down against betting syndicates operating during the India-England One Day Series, has again busted a betting syndicate operating at Keshav Puram, Delhi. 2 bookies have been arrested. TV, Set Top Box, Mobile Phones, dabba phone, calculators and notes books have been recovered.

There was information that there is betting on cricket match being played at Mohali, Punjab on 20/10/2011 between India and England. This information was further developed and while the cricket match was on, after observing all codal and legal formalities, raid was conducted in a house at Keshav Puram, Delhi. 2 persons were apprehended. They were identified as i) Sunil Sachdeva (aged 29 years) s/o Subhash Sachdeva r/o Raja Park, Rani Bagh, Delhi and ii) Sanjay Luthra (aged 40 years) s/o Om Prakash Luthra r/o Janta Flats, Keshav Puram, Delhi. 1 TV, 1 Set Top Box, 4 mobile phones, 1 Dabba Phone, Calculators and Note Books were recovered. They had received bets from the punters to the tune of Rs. 57 Lacs.

All the accused persons were subjected to intensive interrogation. The modus operandi of the betting is that the rate of the odds between the two cricket playing teams originate from outside India. On the basis of that, the bets are taken during the match. After the match is over profit and loses are calculated by a specifically generated software known as “Back ‘N’ Lay PRO”. The rates keep fluctuating with the fall of wickets and the runs scored. The TV is used by them for watching the cricket matches. The mobile phones are used for getting the rates of the odds on the match and for taking bets from the punters. The recording facility on the mobile phone is used for keeping records of the bets placed by the punters. One set of mobile phones are specifically used for receiving the rates of betting which fluctuates ball by ball. These are called dabba phones. The data for betting was also maintained manually on the notebooks as a backup.

1.Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

2.And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No. 30 (Part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3.And Whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4.And Whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5.And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6.No, therefore, in exercise of the powers conferred upon me by virtue of Sec. 144 CrPC, 1973 (No. 2 ot 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. I-11036/(i)UTL dated I, Mohinder Singh Malik, Assistant Commissioner of Police, Sub-Division Civil Lines, North District, Delhi do hereby make this written order that all such vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Civil Lines, North District, Delhi, shall: -

a)Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.

b)Ensure that Form 29, Form 30 and the delivery letter are duly filed with clears mention of the date of transaction.

c)Affix photographs of the seller and purchaser on the register.

d)Keep copies of identification documents like election card, ration card, PAN Card, Driving license etc. as well as copies of Form No. 29, Form No. 30 (Part-I & II) and Delivery Letter for access by the police as and when required.

e)Inform the nearby police station if the seller or buyer is found suspicious.

These orders shall come into force with effect from 19.10.2011 and shall remain in force for a period of 60 days upto 17.12.2011 (both days inclusive) unless withdrawn earlier.

Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.
