descriptionAdult Basic Education (ABE) is for adults whose inability to speak, read, or write the English language or to relate effectively with other persons, constitutes a substantial impairment of their ability to get or retain employment commensurate with their real ability.

Adult Basic Education provides education to any adult, 16 years or older, not enrolled in formal elementary or secondary educational program and having educational needs below a 9th grade skill level. The mission of ABE is to offer adults educational opportunities so that they can more fully enjoy the benefits and responsibilities of citizenship and be more productive in society. Adult Basic Education may include the following educational services: basic skills education, general education development (GED), adult literacy, English as a Second Language (ESL), adult diploma, family literacy, and workforce education.

The Adult Basic Education Coordination service purpose is to assist contracting districts in implementing Adult Basic Education mandates and provide Adult Basic Education that exemplifies best practice in the delivery of basic educational services to adults.

The Minnesota Department of Education believes that ABE grant administration is best accomplished through a consortium of districts. The St. Croix River Education District is the Consortium for the districts participating in this service. Since SCRED acts as the Consortium for the participating districts, the SCRED advisory and decision making process will be used in the following manner. The Superintendents Operating Committee will review the ABE program twice annually as called for in law. One meeting will focus on the Service Contract and Administrative Procedures while the second will focus on the budget. The SCRED Board approves the budget and the Service Contract. Because building principals are not typically responsible for ABE, each district will designate a local partner who works with the SCRED ABE Coordinator to carry out the local program. Each district will determine the responsibility this person or others within the district has for matters such as supervision of ABE staff, room assignments, outreach publicity, etc.

The St. Croix River Education District Adult Basic Education Coordination service focuses on four main areas:

  • ABE staff development and support.
  • Consultation and technical assistance to the local ABE program and Community Education Directors.
  • Interagency/Interdistrict Communication.
  • Resource Management.

OutcomesThis service will result in the following outcomes:

Outcome 1The formal Consortium will have the necessary administrative leadership, direction and procedures to ensure continued funding.

Outcome 2District’s Partners will have the necessary administrative consortium leadership to insure successful Adult Basic Education programs.

Outcome 3District ABE staff will have the necessary administrative support to insure best practice in successful delivery of adult education services.

Outcome 4Purchasing district’s ABE programs will have an ongoing staff development process that considers the specific needs of its staff and literacy volunteers; and offers training in the skills necessary to provide quality instruction.

Staff Develop-

ment / Support•Provide training opportunities for instructors.

  • Maintain a professional lending library for ABE staff.
  • Coordinate volunteer tutor training sessions.
  • Attend regional and state inservice training and provide technical assistance to staff.
  • Inform ABE staff of regional and state conferences.
  • Coordinate ABE staff meetings.

Consultation

  • Coordinate and assist sites in outreach, publicity, program promotion and recruitment activities.
  • Assist in hiring and provide training to new ABE staff.
  • Assist local programs in annual evaluations and in planning for the next year.
  • Provide consultation on an ongoing basis as need is determined.
  • Seek out and assist the development of innovative programming.

Interagency/

Interdistrict

Communication•Act as the liaison for the Minnesota Department of Education Act as the liaison to Metro East Consortium

  • Facilitate the associate membership with the Minnesota Literacy Council.
  • Build collaborations with other adult education agencies including the Minnesota Literacy Council, Literacy Training Network and Literacy Minnesota.
  • Represent ABE at the local Community Education Advisory meetings as requested.
  • Act as the liaison between K-12 ESL and adult ESL programs.
  • Develop l service contract for ABE

Resource

Management•Develop a budget for the consortium and maintain UFARS records in regard to all program expenditures for coordination.

  • Maintain and report UFARS records necessary for participation with Metro East Consortium
  • Report student records for consortium.
  • Compile quarterly attendance reports.
  • Complete all annual applications for program design approval and funding.
  • Meet with and submit reports to the consortium partners as needed
  • Provide leadership in writing policies and procedures.
  • Monitor the implementation of all ABE mandates.
  • Coordinate Adult Basic Education programming for the Rush City School District.
  • Coordinate and assist sites in outreach, publicity, program promotion and recruitment activities
  • Assist in hiring and provide training to new ABE staff
  • Assist local programs in annual evaluations and in planning for the next year
  • Seek out and assist the development of innovative programming.
  • Maintain a volunteer literacy tutor database.
  • Maintain data collection for volunteer literacy tutor component.
  • Compile and complete annual report for volunteer programming to the Minnesota Literacy Council.
  • Develop and coordinate appropriate grant applications.
  • Develop the ABE grant application, fiscal report, and annual goals.
  • Provide data entry, train, and maintain electronic reporting database required to generate the ABE Final Report and Grant Application in cooperation with Metro East ABE Consortium.
