14. General Summary of Function/Purpose of Position
The person in this position contributes to the implementation of the Coastal Zone Management (CZM) Program by serving as the program analyst (e.g. point of contact) for the Water Quality focus area. As the CZM Program Water Quality point of contact, this person is responsible for assessing needs, identifying priorities;managing coastal grants unique to the respective focus area for protecting coastal waters; and forming and maintaining partnerships with local, state, and regional coastal stewardship initiatives. This person will compile the federally required semi-annual Progress Report and annual Performance Measures reports. This personwill also contribute to reports, assessments, strategies, and other requirements associated with the federal CZMgrant award. Duties require interaction with other divisions, local and state agencies, and the general public.

Duty 1
General Summary: / Percentage: / 50
Serve as the OGL CZM Programpoint of contactfor the Water Quality focus area, specifically for the protection of coastal waters. This position possess general knowledge of the local, state, and federal policies related to water quality and resource protection within the programmatic coastal boundary.
Individual tasks related to the duty:
  • Serve as the CZM Program point of contact on inter-and intra- agency teams relevant to protecting coastal watersincluding issues related to the CZMA 6217 Coastal Nonpoint Source Pollution Control Program on a local, statewide and regional basis.
  • Seek avenues to enhance the linkage with CZM Program with the Michigan Clean Marina Program.
  • Provide technical assistance to local, state, and federal coastal partners specific to the CZM Program’s Water Quality focus area through site visits, conference calls, presentations, technical documents, and webinars.

Duty 2

Serve as the OGL CZM Program point of contact for coastal grants administration and management. As part of a team, will review applications for compliance with state and federal requirements, conduct project management with a focus on providing excellent customer service to respective coastal partners.
Individual tasks related to the duty:
  • Participate in the annual selection process for selecting coastal grants which includes reviewing, evaluating, and ranking the Water Quality grant applications.
  • Serve as the point of contact for the coastal grants unique to the Water Quality focus areas which include development of state’s grant contract, review and approval of quarterly project progress/financial reports, managing contractual changes, evaluating final reports and deliverables from coastal projects, and maintaining the department grant file.

Assist with the CZM Program’s federal grant requirements from the National Oceanic and Atmospheric Administration (NOAA).
Individual tasks related to the duty:
  • Prepare periodic progress reports, assessments, and strategies.
  • Participate in program evaluations including NOAA’s program evaluation under Section 312 of the federal CZM Act.
  • Compile and maintain project records necessary and sufficient for reporting requirements under the federal grant award.
  • Prepare the annual Performance Measures Report and semi-annual Performance Progress Report, and other documents and reports required by the federal grant award.

Duty 4

Conduct education and outreach activities for the Coastal Management Program.
Individual tasks related to the duty:
  • Present at conferences, seminars, and meetings as a representative of the CZM Program.
  • Contribute to web-based and print publications, (e.g. coastal notes) for the CZM Program.
  • Oversee the development of the coastal grants project profiles for the CZM Program.

Performing the duties of this position during fieldwork may require long hours of driving, climbing dunes, and rocky slopes, walking along sandy or cobble shorelines and reviewing areas with dilapidated structures and rubble in occasional inclement weather. In the office, the job consists primarily of working at a desk, use of a computer, copier, fax machine and the telephone.

23. What are the essential functions of this position?
Participate in the grant application process and manage coastal grants as assigned; provide technical assistance to coastal stakeholders, and prepare periodic reports assessments, strategies, routine program changes, and other such documents as assigned.
24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed.
The position has changed from regional program responsibilities to the Water Quality focus areas for the CZM Program. Additionally, the position no longer is responsible for the preparation of the federal grant application.
25. What is the function of the work area and how does this position fit into that function?
The central focus of the CZM Program is to improve the administration of existing state shoreline statutes (such as the Shorelands Act, Submerged Land Act, Sand Dunes Act, and Wetlands Act); provide technical and financial assistance to local partners for creative coastal projects; and improve governmental coordination to reduce time delays, duplication, and conflicts in coastal management decision-making. This position participates in coordinating state coastal activities and providing information to the federal Office for Coastal Management at the NOAA.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Bachelor of Science Degree with a major in resource management, environmental planning, and policy; physical, natural resources, environmental, coastal processes, or biological sciences; or a related field.
EXPERIENCE:
None for 9 level. One year of professional experience in an environmental protection program equivalent to an Environmental Quality Analyst for 10 level. Two years of professional experience in an environmental protection program equivalent to an Environmental Quality Analyst for 11 level.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Good to Excellent writing and verbal communication skills.
  • Knowledge and understanding of Michigan’s shoreline managementenvironmental statutes, coastal processes and federal, state, and local government functions.
  • Ability to function within a team environment.
  • Must be able to independently organize, prioritize, and implement multiple taskswithin given timeframes.
  • Possess Microsoft software skills.
