Incident

On 2-6-2012, at around 8.30 AM, armed miscreants entered the office of Sh. Bharat Singh, MLA Najafgarh. The office is located at Nangloi Stand, Nazafgarh. The armed miscreants shot at Bharat Singh MLA and injured him. One of his relatives Dharampal also got injured in the firing. Both the injured persons were immediately removed to the hospitals where they are still recuperating.

The scene of crime was got photographed and video graphed. It was inspected by the FSL team and the finger print experts. 10 empty cartridges, 03 live rounds, 07 lead of cartridges, revolving chamber, cylinder and other parts of a revolver have also been recovered from the scene of crime. A case under the appropriated sections of the law was registered.

On the directions of the CP/Delhi the Crime Branch and Special Cell officers were also roped in for the investigation.

Apprehension

Information was received by Inspr. Brahmjeet Singh of Special Cell and his team that the armed miscreants involved in the attack on Sh. Bharat Singh, MLA Najafgarh would come to KishanGarh for collecting money. On this information, a trap was laid and four persons were apprehended. They were identified as 1) VikasDagar @ Vicky, (age-28 yrs) s/o Haripal, r/o Jharoda, Delhi 2) KuldeepMittal (age 26 yrs.) s/o late Naval Singh Mittal r/o Jharoda, Delhi 3) Sumeet Singh, (age 28 yrs) s/o Pratap Singh r/o Jharoda, Delhi 4) VirenderSehrawat @ Bhola (age-23 yrs) s/o late Sh. Bhagwan Singh r/o Deenpur, Delhi. The miscreants whipped out their weapons and attempted to fire at the police team but they were overpowered. From VikasDagar @ Vicky was recovered a 0.30 bore pistol alongwith one magazine and 03 live cartridges, from Sumeet Singh was recovered a 0.38 revolver alongwith 12 live cartridges and 02 empty shells, from VirenderSehrawat was recovered a 0.30 pistol alongwith 02 magazines and 08 live cartridges and from KuldeepMittal was recovered one magazine and07 cartridges of 0.30 bore.

Cases under the appropriate sections of the law have been registered.

Interrogation

All the accused persons were subjected to intensive interrogation. All disclosed that they were involved in the armed attack on the MLA Najafgarh Sh. Bharat Singh and his relative Dharampal. Their interrogation led to the unearthing of the following:-

Motive

VikasDagar @ Vicky disclosed that he is a resident of JharodaKalan Delhi. One of his lady relative and her husband resident of Bahadurgarh, Haryana had floated a fund in which each of the members had paid up capital of Rs. 50 lacs. Some of the members decamped with the paid up capital. This led to the fund getting defunct. One of the members who was a resident of Bahadurgarh, Haryana and whose paid up capital of Rs. 50 lacs had not yet been returned by the husband wife duo approached MLA Bharat Singh for helping him in getting the money refunded. In June 2011, Sh. Bharat Singh, MLA summoned the husband wife duo to his office at Nangloi Stand, Najafgarh and directed them to pay up the money. This was not liked by Vikas and his family members. According to Vikas when in the month of June, 2011, Bharat Singh MLA came to his village, he assaulted him. This matter was not reported by Bharat Singh MLA to the police. However, the matter was got defused with the intervention of elders. Subsequently, VikasDagar @ Vicky came to know that Bharat Singh MLA and his supporters may target him and he apprehended threat to his life and as a pre-emptive move, he decided to hit back.

Conspiracy

In the month of May 2012, VikasDagaralongwith his associates Virender Singh, KuldeepMittal and Sumit Singh assembled at village JharodaKalan and decided to eliminate Bharat Singh MLA, Najafgarh. In furtherance of their conspiracy, they procured four small fire armsalongwith arms & ammunition from a contact.

Stake Out

VikasDagar @ Vicky tasked Virender Singh to observe the movements of Bharat Singh MLA. Initially they wanted to target him when he visited village JharodaKalan. However, Bharat Singh MLA was not visiting JharodaKalan and hence they decided to target him at his office in Najafgarh. Virender Singh, for the past one week, visited his office and found that Bharat Singh MLA used to come to his office between 8 AM to 10 AM in the morning.

Attack

In the night of 01-06-2012, all the four conspirators assembled and decided to attack Bharat Singh MLA in the morning of 02-06-2012. All the four miscreants armed with four weapons reached the office of Bharat Singh MLA on 02-06-2012 at around 07.30 AM. VikasDagar @ Vicky and KuldeepMittal came on one motor cycle, Sumeetsingh came on another motorcycle and VirenderSehrawat came alone. At around 08.30 AM they sighted Bharat Singh MLA while getting down from his Scorpio vehicle. They entered the premises and immediately shot at Bharat Singh MLA. Bharat Singh MLA was hit but he managed to go inside and hid himself in the bathroom. The armed miscreants searched for him inside the premises, broke open the bathroom door and then shot at him. Dharampal, a relative of Bharat Singh MLA tried to grapple one of assailants. He was also shot at and injured. Subsequently, they fled the premises and escaped on the motor cycles.

Plan to evade the Police dragnet

They had planned that after committing the crime, they would leave their motorcycles at the designated places and reassemble at a Mall in Gurgaon. After reassembling, they intended to escape to Rajasthan and for that they intended to collect money from a contact at Kishangarh, VasantKunj, Delhi. This information was received by Inspector Brahmjeet Singh and his team and on arriving at Kishangarh, VasantKunj, Delhi, they were apprehended. Arms and ammunition were recovered from them.

Total Recoveries

Two motorcycles used in the commission of crime have been recovered. (One of the motorcycle has been recovered from Sai Baba Mandir, Najafgarh and another from the Parking lot of Metro Station, Dwarka).

WANTED BURGLAR INVOLVED IN 1.5 CRORE HEIST ARRESTED

On 1.6.12 the Staff of Police Station Kirti Nagar, West Distt arrested one accusedPawan Kumar Gupta S/o Late Sh. Jai Parkash Gupta R/o D-5/1, Shabad Dairy Rohini Sector -26 New Delhi aged 25 Yrs.

PROFILE OF ACCUSED :-

Accused Pawan Kumar Gupta is a habitual offender who is a burglar and was earlier involved in 07 cases of burglary. In his surroundings he pretended to work as electrician but in actual he is an active burglar who was earlier involved in case FIR No. 367/10 U/s 380/411 IPC P.S. Moti Nagar where in the along with his co-accused person had committed a theft in the area of P.S. Moti Nagar and as per discloser Rs 1.5 Crores were stolen.

INFORMATION / OPERATION

A team of officers of Police Station Kirti Nagar under the supervision ofSh.J.K.SharmaACP/ Rajouri Garden led by Inspr. RanjayAtrishyaSHO/Kirti Nagar, consisting ofASIRohtash, Ct.Satyawan No.997/W and Vikas Kumar No 2842/W was constituted for verification of criminals who were earlier involved in offences within the jurisdiction of P.S. Kirti Nagar.

The hard work of the team paid dividend and Pawan Kumar Gupta was apprehend who during the course of interrogation informed the he was involved in 1)FIR No. 13/06 U/s 380/411 IPC P.S. Kirti Nagar 2) FIR No. 14/06 U/s 380 IPC P.S. Kirti Nagar 3). FIR No. 474/07 U/s 457/380 IPC P.S. Kirti Nagar. 4). FIR No. 367/10 U/S 380/411 IPC P.S. Moti Nagarcases and was running P.O. in all the above cases. Interrogation of Pawan Kumar Gupta also led to discovery that he was wanted in FIR No. 367/10 U/s 380/411 IPC P.S. Moti Nagar where in the accused along with his associates stolen Rs 1.5 Crores as per disclosure. Apart from above cases Pawan Kumar Gupta was also involved in 3 more cases. The accused Pawan Kumar Gupta also disclosed his involvement in FIR No. 6/12 U/s 379 IPC P.S. Kirti Nagar Mew Delhi

AN AUTO LIFTER/BURGLAR NABBED

JanakPuri police has arrested a person namely Somchand @ Babloo @Santosh S/o Mohan Lal R/o B-4/454, Bhalaswa Dairy near Gurudwara, Delhi and with the arrest of this person a stolen motor cycle No. DL4SAK-4140 (TVS Suzuki) has been recovered, which was found stolen from the area of P.S. JanakPuri. On interrogation, it is also found that he is not only a auto lifter but burglar too.

INCIDENT:-

On 02-06-2012, while HC Bijender, No. 1653/W, HC Ombir, No. 1702/W & Ct. Harjinder, No. 779/W were on picket checking duty at Hanuman Mandir, BudhBazar Road, JanakPuri, then a biker came towards the metro station, West, JanakPuri and on seeing the aforesaid picket checking staff, he turned back his motor cycle and tried to flee away. On having doubt, police staff overpowered the aforesaid biker and asked to show the ownership of the aforesaid motor cycle, but he couldn’t produce any document with regard to the aforesaid motor cycle.

TEAM :-

On the direction of ACP/VikasPuri Sh. PrakashChnader Mann and under the leadership of SHOJanakPuri Sh. H.SP Singh, a team consisting SI GhanshyamKishore, HC Ombir Singh,1702/W, HC Bijender, 1653/W, Ct. Harjinder, 779/W was constituted and investigation was taken up.

INVESTIGATION :-

During the course of investigation, the motor cycle was found stolen from the area of P.S. JanakPuri, vide Case FIR No. 118/12, u/s 379 IPC and a country made fire arm (DeshiKatta) alongwith one cartridge have also been recovered from the possession of accusedSomchand @ Babloo @ Santosh S/o Mohan Lal R/o B-4/454, Bhalaswa Dairy near Gurudwara, Delhi. On the interrogation and scrutiny of his criminal record, it has been found that previously he has been involved in the following cases: -

PROFILES OF THE ACCUSED :-

Accused Somchand @ Babloo @ Santosh S/o Mohan Lal R/o B-4/454, Bhalaswa Dairy near Gurudwara, Delhi was born in Sector-9, Rohini, Delhi and studied upto 5thclass from the Govt. School, Rohini, Delhi. His parents are resident of Village-Gadya, Distt. Malda, West Bengal. His father named Mohan Lal is no more and his mother named Smt. Heera cleans the utensils in the houses of Pink Society, Rohini, Delhi.

Due of his poorness he couldn’t studied after 5thclass and fell in the bad company of his other associates namely Tinda, VedpalKuldeep. They used to commit the theft and other crimes during the day/night hours and they never hesitate to keep the arms with them. His other associates are in judicial custody. One of his associate namely Tinda is residing with him and his other two associates are vagabond Amedkar Hospital, Delhi

MODUS OPERANDI:

He alongwith his associates chiefly commits the theft during the day/night hours by keeping arms with them.
