Senior Transportation Planner

The Fargo-Moorhead Metropolitan Council of Governments (Metro COG) seeks a full time, team-oriented Senior Transportation Planner to fill a recent vacancy due to internal promotion. The ideal candidate will have a mix of knowledge, skills, and abilities including project management, strong oral and written communication abilities, and analytical and organizational skills. Experience working for a Metropolitan Planning Organization (MPO), Regional Planning Commission or similar regional planning agency is preferred, but not required.

The candidate for this position will ensure that the transportation planning functions of the MPO (Metro COG) are in adherence and comply with the mandates of the current Federal Transportation Funding Authorization (as of 12/2014: MAP-21). This is a senior level/project management planning position, and responsibilities include working in a team environment to manage a variety of projects and consultants related to the development of regional transportation plans and improvement programs, major transportation investment studies, development of management systems, travel demand forecasting, and measuring performance against adopted indicators and/or measures.

Essential skills include:

  • Methods, practices, and procedures involved in transportation planning, engineering, MPO operations, and management;
  • Modern business financial principles and practices, record keeping practices, and contract administration;
  • Completing numerous multi-modal and complex transportation planning studies;
  • Demonstrating skill in information analysis and in providing problem solving assistance regarding traffic issues;
  • Participating in public meetings with diverse interest groups and assisting them in reaching consensus;
  • Exhibiting the capacity to effectively communicate in an oral and written form, as applied to the preparation of planning documents, reports, and presentations;
  • Work independently with minimal supervision;
  • Work in a team environment and assist other Metro COG staff;
  • Interact with committee and Policy Board members, the general public, and critical transportation stakeholders and interest groups;
  • Perform a broad range of supervisory responsibilities over others;
  • Establish effective working relationships with employees, supervisors, and the public;
  • Provide leadership in formulating and directing policies and programs and prepare clear and concise reports.

A Bachelor’s Degree is required. A Master’s Degree or extensive experience is preferred. Candidate should have a degree in Civil Engineering, Urban Planning, or a closely related field and at least six (6) years (one of which must include supervisory responsibility) of relevant work experience, or any equivalent combination of education, training, and experience in transportation planning or transportation engineering are the minimum qualifications.

Salary range: $79,535 (step 1) - $86,704 (step 4) or at the discretion of the Metro COG Policy Board.
