“Parking Permit Mandates”

WHEREAS:It is the responsibility of the Associated Student Government to seek out and identify issues unique to Texas State students; and

WHEREAS:There is a current fault in the color-zoned parking system specific to ‘silver’ permits that prohibits students from accessing general benefits available to most other students; and

WHEREAS:The ‘silver’ permits are for students who live in University Apartments which are considered ‘on-campus’ residency; and

WHEREAS:If you are a resident of an University Apartment, you are required to buy a ‘silver’ permit to park in your apartment lot; and

WHEREAS:That ‘silver’ permits are not allowed to park anywhere on campus, including other ‘silver’ lots like ‘Campus Colony’; and

WHEREAS:A ‘silver’ permit costs $210.00 and a ‘green’ permit costs $210.00 but those with ‘silver’ tags are limited to only their apartment lots during operating hours of 7:00 a.m. – 5:00 p.m.; and

WHEREAS:The price equality but restricted parking indicates a discrimination from ‘silver’ versus ‘green’ to students who chose to live in apartments, such as Bobcat Village and Clear Springs; therefore

BE IT RESOLVED:That Parking Services mandate the following policy:

  1. Students with valid ‘silver’ permits shall be permitted to park in the following areas during normal operating hours:
  2. Matthew’s Street Garage
  3. Wood Street Garage
  4. Speck Street Garage
  5. Commuter Parking Lots
  6. Lindsey Street Lot
  7. Students with ‘green’ passes shall not be permitted to park in University Apartment Residency Lots, only in all zone guest lots.

BE IT FURTHER RESOLVED:That if Parking Services are not able to mandate the above policy, they implement the following policy:

  1. Students who live in University Apartments shall be permitted to purchase ‘green’ permits specially coded to allow for Apartment residents to still park in their University Apartment designated lot as well as any on –campus ‘green’ zoned lot.

BE IT FURTHER RESOLVED:That these mandates be reviewed and implemented by Fall 2012 for incoming students and new residents.

BE IT FURTHER RESOLVED:That upon the passage of these mandates, Parking Services updates their materials on-line so student who purchase these permits can be fully informed when the transport themselves around campus and their residence; and

BE IT FURTHER RESOLVED:That this resolution be forwarded to ASG Advisor Kath Weiser, Dean of Students and Associate Vice President for Student Affairs Dr. Margarita Arellano, Director of Parking Services Mr. Stephen Prentice, Vice President for Student Affairs Dr. Joanne Smith and University President Dr. Denise Trauth upon passage.
