(i)Single Window

-Australia, as leader of the new Working Group (Phase 2), will brief the SCCP on progress of the Working Plan for the implementation of Strategic Plan recommendations.

-The Chair will brief on developed actions relating to concerns on duplicity of work carried out by SWWG and ECSG.

-Chinese Taipei will be invited to give a brief outline of the workshop on Customs Data Harmonization, the first workshop in the SWWG Capacity Building Series, in Chinese Taipei in October 2008.

-Peru will brief on outcomes of the workshop on Experience Exchange in the Adoption of Instruments and Standards in Single Window Initiatives held on 20 – 22 May 2008 in Arequipa.

(ii)Trade Facilitation Action Plan (TFAP2)

The CTI has requested the sub-fora to develop a methodology report, which will be adopted for selected KPIs and will determine the progress in TFAP2 Implementation. For such purpose, SCCP Members will review the presented proposals for approval.

A format proposal for a progress report on TFAP2 implementation submitted by CTI FOTC will also be reviewed and approved.

(iii)Business Outreach

Peru will brief on development and outcomes of the APEC Customs-Business Dialogue (ACBD) held on 12 August 2008.

(iv)Common Data Elements

Canada will be invited to brief on implementation progress of this CAP item, and on questionnaire results on technical assistance requirements.

(v)New Customs Clearance Process

Peru will be invited to conduct a presentation on its New Customs Clearance Process project for goods import.

(vi)Risk Management

Malaysia will be invited to brief on their Risk Management System.

(vii)Implementation of APEC projects

Peru will be invited to brief on outcomes of Workshop on Application of Valuation Criteria in Advance Rulings in APEC Member Economies held on 23 – 24 May 2008 in Arequipa, and on outcomes of Study to Identify Best Practices in Processes from Transportation Arrival to the Presentation of Goods Declaration.

(viii)Modernisation

Papua New Guinea will be invited to present its Customs Modernisation based on the WCO Revised Kyoto Convention (RKC)

  1. Cross-Fora Collaboration
SOM

SOM, by means of an APEC Senior Official from Peru, will brief on APEC Corporate Social Responsibility, as it is an initiative for social problems affecting essentially the achievement of trade and investment facilitation goals.

  1. Secure Trade

(i)APEC Framework for Secure Trade

- United States will be invited to brief the SCCP on:

* Outcomes of APEC Framework for Secure Trade Seminar held in Guangzhou – China from 31 March to 4 April 2008.

* US Law “Implementing Recommendations of the 9/11 Commission Act” on trade security and facilitation concerning the 100 percent scanning of US-bound containers at a shipping port to US through non-intrusive equipment at shipping port by June 2012.

- China will be invited to conduct a presentation on the implementation of smart and secure trade lanes pilot project with European Union, which includes information exchange of advance manifest, mutual recognition of container inspection and use of electronic seals.

(ii) Tracking cross-border shipments

Australia will be invited to brief on the outcomes of its feasibility study using the Unique Consignment Reference (UCR) and Radio Frequency Identification Devices (RFID).

(iii)Trade Recovery Program (TRP)

Singapore will be invited to brief on outcomes of an APEC Trade Recovery Program (TRP) Workshop held on 23-24 July 2008 in Singapore.

(iv)Study on Customs Strategic Outlook 2015

Australia will be invited to brief on the Study on Customs Strategic Outlook 2015, which will enable to develop policy, strategies and operational responses, and identify capability development requirements.

  1. Intellectual Property

Japan will brief the SCCP on ABAC Japan participation in ACBD on Business Participation in Intellectual Property Rights’ border protection.

  1. CAP Evaluation and Development

(i) CAP Evaluation Working Group

United States, as leader of the CAP Evaluation Working Group, will be invited to brief on progress and status of CAP items.

Papua New Guinea will be invited to present its Time Release Survey Project

(ii) Peer Review

Canada, Peru and United States will be invited to brief the SCCP on outcomes of the IAP peer review held on 1 March 2008.

(iii)APEC-Funded Projects

The Secretariat will be invited to brief the SCCP on outcomes ofBMC1 and BMC2, held in February and April 2008, respectively.

Member Economies will be invited to submit their APEC-funded project proposals to SCCP for approval.

  1. Transparency

-Chile will conduct a presentation on Advance Transparency and Dissemination of Rules and Procedures.

- Australia, as Integrity CAP leader, will be invited to brief the SCCP on its implementation progress and outcomes of a survey on Member Economies’ experiences in implementing and monitoring Integrity Action Plans.

  1. Other Business

- The Secretariat will brief on current status of APEC tariff database.

-Japan will be invited to brief on its proposal to hold an APEC Heads of Customs Meeting.

- SCCP Chair and Members may propose other business for discussion.

10. Future Meeting

Singapore, as future SCCP Chair, will be invited to brief on the date and venue of the next meeting.

11. Status Report on the 2008 SCCP Work Program

The Chair will table a status report for discussion.

12. Formation of the 2009 Friends of the Chair Group

13. Adoption of the Report of the Second SCCP Meeting of 2008

The Second SCCP Meeting Report will be reviewed and adopted by the SCCP.
