The Event will run from the evening of Sunday 21st August.

The last flight will be the evening of Saturday 27th Augustunless the minimum tasks and flights under rule 1.2 have not been achieved, inwhich case the last flight will be Sunday 28th August in the morning.

I. 8PROTEST FEE (S1 An3 8.3)

The protest fee to accompany a protest shall be 100 Euros or its equivalent in locally rated currency: £80.

I. 9LANGUAGE (GS 3.9.5 part)

I. 9.1The official language(s) of the event shall be English in all interpretations the English language version shall prevail.

I. 10PARTICIPATION (GS 3.6.1 part)

The event is open to all BBAC members which have met their obligations to the FAI and promise to be nice to the Director.

I. 12RISK

The balloon and other property of a competitor shall be at the risk of the competitor at all times. By entering an Event a competitor agrees to waive all claim for injury to himself or loss or damage to his property.

I. 13INSURANCE

Each balloon shall be insured against all claims by third parties to a minimum as required under EC directive EC785/2004. The competitor shall produce documentary evidence of this insurance valid for the period of the Event covering any balloon which he may fly.

II. 6LANDOWNER’S PERMISSION(9.3)

Competitors must ensure permission has been obtained from the landowner or occupiers before driving onto, or launching from, any land which is enclosed or cultivated or apparently used for agricultural purposes. The Permission must be obtained in the presence of an observer or official.

Public areas, such as public parks, squares and river sides, are considered as places without need for permission for take-off and landings. Furthermore, a take-off without permission may be made from minor roads or tracks, if the balloon envelope can be laid out in the adjacent field and provided, it is freshly harvested and/or not cultivated and no damage is done. The road traffic may not be obstructed

II. 7LIVESTOCK AND CROP(10.6)

Balloons shall not fly closer than 500 feet from livestock or buildings containing livestock.

II. 8DRIVING LAW(10.11)

Vehicles must be driven safely during the competition and comply with local driving laws. Please also note rule 3.10.3.

No specific issues beyond the privileges of your licence.

II. 10RECALL PROCEDURE (10.15)

SMS message service backed up by broadcast by the event director on 122.475MHz

II. 11GOAL CENTRE (12.1)

The centrepoint of the intersections of roads will be:

The centre of the largest circle that can be accommodated within the area of hard road surface at the intersection.

II. 12GOALSSELECTED BY A COMPETITOR (12.2)

The following types of roads are permitted for the purpose of goals selected by competitors:

Goal must be an intersection of at least 2 roads each of which must have at least 1 solid line.

No goal selected by a competitor shall be:

  1. within a builtup area.
  2. Within a blue PZ

b.on the following roads; All Red or Green roads as marked on the competitors map

c.within 200 meters of a Red PZ

d.within 200 meters of a motorway or a road designated to be of motorway status (measured from the outer edge as shown on the map).
All motorways are motorway status

e.within 200 meters of a power line shown on the competition map

II. 17DETAILS FOR THE USE OF GPS LOGGERS (6.8)

GPS loggers may be used to score certain tasks and/or to reduce/remove the requirement to drop and measure a marker which would be some distance from a goal.

At all times, GPS loggers will be used as a supplementary observation tool and may be used to monitor infringement of PZs and to assess a result in the event of a lost marker.

The hours between21:30 – 06:30 and 11:30 – 16:30local time will be disregarded for the purpose of the time limits of complaints and protests.

II. 20ASSESSED MARK (12.15.2)

An assessed result based on the least advantageous interpretation of evidence available will be given, if a marker was released from lower than 2000 ft AGL.

II 21ALTITUDE (14.6.4)

GPS altitude corrected for local MSL differences, which is as shown in Memory Map from the logger download.

II. 222D/3D SCORING METHODS (12.22.2) (for tasks with logger scoring)

When goals or targets are used, results based on track points will be the 3Ddistance from the goal/target to the track or electronic mark above 500 ft AMSL and 2D-distance below 500 ft AMSL.

II. 23COMPETITION STRUCTURE (6.1)

The competition will be conducted using observers and logger scoring as detailed above.

II. 24MAP COORDINATES (7.8)

To identify a point on the competition map, the coordinates must be written in the following format:

4-4 format: this format uses two times four-digits. First four digits easting and the second four digits northing. (e.g. 5857-5226), leaving out the 1m digit.

Easting’s may be separated from Northing’s by: a blank space, by the minus character or the slash character. In all cases the parts of the coordinates shall be clearly separated and with Easting’s first.

II. 25SAFETY (10.1)

All pilots are required to carry a serviceable airband radio with which they can broadcast and receive radio transmissions on 122.475. Whilst this frequency may be used by pilots and crews for communication, the primary purpose within the competition is to avoid midair collisions by pilots communication between themselves and asking whether they are clear to climb.

The event will be run under AX MODEL EVENT RULES(FOR HOT AIR BALLOON EVENTS)Version 2013 with the following amendments to Section III.

SECTION III - RULES

Chapter 2

2.12 shall now read.

All participants in the event recognise that the Officials and Observers are volunteers, without whom we would not be able to hold this event. Entrants, competitors and their crews are required to behave in a sportsmanlike manner, and to comply with the directions of event officials. Inconsiderate behaviour, action or inactionmay be penalised by the event director.

Minor infringements of this rule shall follow the COH (2013 version: First instance, a penalty of not less than 200 points, thereafter disqualification from the Event.).

More significant infringements of this rule, and in particular instances of verbal, physical or mental abuse to Officials and Observers by competitors or their crews, shall incur a more significant penalty appropriate to the circumstances, but expected to be a penalty between 500 and 1000 competition points for each task to which the misconduct related. A second incidence of significant misconduct arising from the same team shall result in disqualification from the Event.

4.5 Selection of a Jury

When a Protest has been received by the event director and there has not been an International Jury appointed or approved by the CIA, The director shall invoke this clause to call together a Jury

The jury shall be made up of 3 people selected as follows.

2 pilots selected at random from All competing pilots who are eligible excluding any pilots bring the protest or any earlier related complaint.

An Observer selected at random from all nominated observers who are eligible excluding the observer nominated by or, for the relevant flight, observing the pilot bringing the protest.

To be eligible the pilot or observer must have attended at least 2 previous British nationals and at least 1 Category One CIA event and not advantaged or disadvantaged significantly by the result of any decision. If a jury cannot be formed, then the earlier decision of the director will be final.

The Jury shall amongst itself select a President. The responsibility of the selected Jury is to deal with this single protest.

Following the discharging of their duties under rule 5.5.4 the jury shall be disbanded.

If a jury cannot be formed then the protest will be referred to the BBAC Competitions Club Chairman at the earliest opportunity after the event or, in the event that the Chairman is directly affected by the outcome, a UK CIA appointed Jury member. This individual will use their judgement to either form a jury using eligible Competitions Club pilots who may or may not have been at the event, or refer the matter to the BBAC Competitions Club Committee. The ruling of any appointed jury will be final.

Chapter 5

5.8.2 shall now read.

All non refunded deposit fees from protests will be sent to the Competitions Club Treasurer.
