SECTION 017000 - CONTRACT CLOSEOUT

Delete and insert text to meet Project-specific requirements.

This Section uses the term "Architect." Change this term to match that used to identify the design professional as defined in the General and Supplementary Conditions.

Verify that Section titles referenced in this Section are correct for this Project's Specifications; Section titles may have changed.

PART 1 - GENERAL

1.1  RELATED DOCUMENTS

Retain or delete this article in all Sections of Project Manual.

  1. The General Conditions, Supplementary Conditions and applicable portions of Division 1 of the specification are a part of this Section, which shall consist of all labor, equipment and materials necessary to complete all contract closeout work indicated on the drawings and herein specified.

1.2  RELATED REQUIREMENTS SPECIFIED ELSEWHERE

  1. Maintenance of Project Record Documents: Section 010100.
  2. Submittals relating to Payments: Supplementary Conditions.

1.3  ITEMS REQUIRED FOR SUBSTANTIAL COMPLETION

  1. The following is a minimum list of items required for Substantial Completion:
  2. Compliance Certificates.
  3. Bonds.
  4. Certificates and Affidavits.

4.  Submission of all applicable LEED documentation and submittals.

  1. Project Record documents.
  2. Certificate of Occupancy.
  3. Requirements for insurance "change-over".
  4. Final cleaning.

1.4  ITEMS REQUIRED FOR FINAL COMPLETION (FINAL ACCEPTANCE)

  1. The following is a list of items required for Final Completion:
  2. Completion of all punch list items.
  3. Completion of Substantial Completion requirements.
  4. Submission of final payment requests and releases.
  5. Submission of Consent of Surety.

1.5  PROJECT CLOSEOUT PROCEDURES (Coordinate with General and Supplementary Conditions)

  1. STEP NO. 1: Substantial Completion.
  2. Contractor prepares "punch list".
  3. Contractor submits items specified.
  4. Architect verifies punch list, at which time the "list" will be monetized at the rate of 200% of the estimated value of each item, and that amount retained until completed.
  5. Architect prepares Certificate of Substantial Completion.
  6. STEP NO. 2: Final Completion.

1.6  PROJECT RECORD DOCUMENTS

  1. Documents are as specified in Section 010100.
  2. Deliver record documents, including final record drawings, to the Architect.

1.7  OPERATION AND MAINTENANCE MANUALS

  1. Instruction Program: Submit two copies of outline of instructional program for demonstration and training, including a schedule of proposed dates, times, length of instruction time, and instructors' names for each training module. Include learning objective and outline for each training module.
  2. At completion of training, submit two complete training manual(s) for Owner's use.

Coordinate first paragraph below with qualification requirements in Division01 Section "Quality Requirements" and as supplemented in "Quality Assurance" Article.

  1. Attendance Record: For each training module, submit list of participants and length of instruction time.
  2. Evaluations: For each participant and for each training module, submit results and documentation of performance-based test.
  3. Demonstration and Training Videotapes: Submit two copies within seven days of end of each training module.
  4. Identification: On each copy, provide an applied label with the following information:
  5. Name of Project.
  6. Name and address of photographer.
  7. Name of Architectand Construction Manager/Contactor.
  8. Date videotape was recorded.
  9. Description of vantage point, indicating location, direction (by compass point), and elevation or story of construction.
  10. Transcript: Prepared on 8-1/2-by-11-inch paper, punched and bound in heavy-duty, 3-ring, vinyl-covered binders. Mark appropriate identification on front and spine of each binder. Include a cover sheet with same label information as the corresponding videotape. Include name of Project and date of videotape on each page.
  11. Instruct the Owner's personnel with regard to equipment, systems and operating specialties which are installed as part of this Work.
  12. Submit brochures indicating operating instructions and maintenance schedules for all equipment, systems, operating device and specialties.
  13. Submit detailed maintenance methods and schedules for all materials and equipment provided in this Project.
  14. Submit balancing and other test reports required for all systems specified in Divisions 21, 22, 23, and 26.

1.8  GUARANTEES, BONDS, AFFIDAVITS AND CERTIFICATIONS

  1. In addition to the warranty and guaranty requirements of the General Conditions, provide all other guarantees, bonds, affidavits and certificates required throughout these specifications.

1.9  FINAL CLEANING

Delete this Article if owners prefer to use their own forces. Cleaning provisions in the General Conditions are limited to rubbish removal and similar activities.

  1. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.

If final cleaning is delayed until final acceptance, revise subparagraph and associated subparagraphs below.

  1. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a portion of Project:

Below is a sample list of final cleaning requirements. Revise to suit Project.

  1. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.
  2. Sweep paved areas broom clean. Remove petrochemical spills, stains, and other foreign deposits.
  3. Rake grounds that are neither planted nor paved to a smooth, even-textured surface.
  4. Remove tools, construction equipment, machinery, and surplus material from Project site.
  5. Remove snow and ice to provide safe access to building.

Revise seven subparagraphs below to suit Project. Check for conflict or duplication with provisions in other Sections, particularly Divisions20 through 29.

First subparagraph below describes a major work item that may be disruptive to closeout procedures.

1.10  FINAL INSPECTION

  1. In conjunction with the final payment procedure of the Supplementary Conditions, a final inspection of the entire project will be conducted, at a mutually agreeable time, by the Owner, Contractor and Architect.
