Notes for Umpires: Pre-Season Meeting 2016

  1. League Rule changes

a)New Rule 12.7

Where an innings closes during an over, that over shall be deemed as completed.

b)Addition to Rule 13.1

Over rate penalties should only be enforced in games managed by panel umpires

c)Rule 14.2.2 and 14.2.3

The minimum number of overs required to constitute a match has been reduced from 50 to 40.

d)Rule 14.3

14.3.1 is changed to

Overs shall be deducted from the total match overs at the rate of one over for every complete three and three quarter minutes lost.

14.3.2 is a new rule

The side batting first shall be allowed a maximum of 55% of the total match overs as calculated at the end of each interruption. If this number has already been exceeded, the innings will be deemed to have been completed and the total number of overs in the second innings will be as per the table in Appendix A.

The remaining parts of this Rule are subsequently re-numbered (14.3.2 becomes 14.3.3 etc. and changed to accommodate the changes to 14.2.2 and 14.2.3 (minimum number of overs to constitute a match).

e)New Rule 20.8

As a guideline to the umpires for the calling of wides on the offside, crease markings shall be drawn from the bowling crease to the popping crease and 17 inches from the return creases at each end of the pitch.

You may well need to point this new rule out to groundsmen and captains in early season matches. (Only applicable in Prem and Div 1). These are still only guidelines, if a striker moves across to the off side and brings the ball within play, that should still be taken into account.

f)New Rule 20.9

20.9.1: (Premier Division Only) Throughout the game, the fielding side shall have, at the instant of delivery, six fielders (including the bowler and wicket keeper) inside a designated area, which is defined by two semi circles, each with a radius of 30 yards, with their centres being the middle stumps. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch.

20.9.2: Either umpire will call and signal ‘No Ball’ at the instant of delivery if this rule is not observed.

20.9.3: White plastic discs must be used to mark out the designated area.

Again, you may need to educate groundsmen and captains at the toss in early season matches.

g)New Rule 21.4

No bowler shall bowl more than two ‘short pitched’ deliveries per over irrespective of which batsman is on strike. ‘Short pitched’ is defined as above shoulder height of the batsman standing upright at the crease. The bowler’s end umpire shall inform the bowler and batsmen when a delivery has been deemed ‘short pitched’ by tapping his shoulder with ‘one’ or ‘two’ fingers, as appropriate. A third or subsequent ‘short pitched’ delivery in an over will be called ‘No ball’.

Deliveries which bounced or would have bounced above head height of the batsman standing upright at the crease are still No balls and are also included in this category.

h)Rule 23.8

Existing rule 23.8 becomes 23.8.1

New rule 23.8.2: If, in the first innings, a team gets bowled out before the completion of their allocated overs then, when bowling in the second innings, bowling restrictions will not be increased. If the team batting first declares, then the bowling restrictions will be increased as per 23.8.1 above.

A side cannot benefit from having its bowling restrictions increased if it is bowled out in less than its maximum number of overs.

  1. Over Rates
  • Overs should be bowled at an average rate of 16 per hour
  • Time for a 50 over innings, 188 mins (180 mins for a 48 over innings)
  • Last over should be started within this time
  • Umpires should keep captains informed and are required to advise them following a drinks interval
  • Umpires may allow ‘extra time’ for circumstances ‘beyond the control’ of the fielding side (2nd drinks break, lost ball, injury, batting side wasting time, etc.) but must inform fielding captain and batsmen at the crease at the time they make the decision
  • Following an interruption in play, umpires should calculate a new ‘cut off’ time and make both captains aware
  • If the side bowling first defaults, they will only be entitled to bat for the number of overs they had bowled at the ‘cut off’ time. The side bowling second, however, may claim the remaining overs if they wish
  • If the side bowling second defaults, the batting side will have the option of taking the remaining overs following the ‘cut off’ time if they wish

  1. Law Changes

The only Law change is to Laws 40 and 41 which now allow the wicket keeper or a fielder to move before the ball reaches the striker in response to the stroke that the striker is playing or his actions suggest that he intends to play.

  1. Appointment Secretary

I have taken over appointments from Andrew for this season. Appointments have been made until the end of May.Appointments for June and July will be done in the next few weeks. If you are unable to fulfil an appointment, please let me know as soon as possible. Please keep availability calendars up to date on WTU.

  1. Tour of Yorkshire Cycle Race

This is scheduled for Saturday 30th April and is Otley to Doncaster so should not affect Y&DSCL (Whitkirk are at Pocklington).

  1. Submission of Umpire Report Forms
  • No changes as far as umpire reports are concerned
  • All submissions must be made using the new Admin & Results Centre
  • Only needs to be completed by one umpire
  • Agree which umpire is going to submit the report at the end of the match and ensure that he has the details (exactly the same as before)
  • Must be submitted by midnight Tuesday after the match (Thursday for BHM matches)
  • If neither umpire has website access, telephone Rob Smith with all details
  • No password needed for submission of results
  1. Discipline
  • Zero tolerance re dissent and offensive sledging
  • Captains, and also, preferably, players concerned, should be notified when any report is submitted and told that the conduct is unacceptable. The aim is that, if a player is to be banned as a result of a disciplinary, he should start his ban the following Saturday
  • Reports should be sent to Rob Richtering and copied to Rob Smith
  • If in doubt, please phone Rob Richtering or Rob Smith asap
  • League is conscious that reports need to be water-tight and may amend, with the approval of the umpires concerned before issuing to clubs. It is vital that both umpires agree the content and have consistent notes to refer to if further questions arise.
  1. Claims
  • Claims to be submitted to R Smith (preferably by e-mail)
  • Claims may be made “mid season” after week 11 if required and as soon as possible after the end of the season
  • Claim form is on the league website and has been included as part of this e-mail
  • Fees are £27 for Premier Division and £26 for other matches
  • Mileage allowance will be calculated at the end of the season as before
