Search for partners and collaborative actors - Strategic cooperation in Skåne Nordost

The project ”Strategic cooperation in Skåne Nordost” is implemented by the labor market unit in Hässleholm municipality in cooperation with the European Social Fund, the Swedish Employment Agency, the social administration in Hässleholm municipality and about 100 local employers.

The project is expected to have several impacts on its participants, such as giving them the opportunity to re-enter the labor market or approach the labor market. It is also expected that the project contributes to achieve structural changes that will improve how actors work with helping this group to return to work and prevent future on sick leave among them.

The project has a broad target group of long-term unemployed, and both in the local and regional labor market there are major challenges that are due to the situation with the long-term unemployed. Also additional problems linked to health such as social vulnerability and personal difficulties or lack of recourses is a major challenge. The majority of jobseekers/unemployed who have been out of work for 12 months or longer is newly arrived immigrants, mainly new arrivals with residence permits, as refugees and other protection-needy. A lot of them are also family immigrants and third-country nationals. This group of jobseekers usually has had a long-term dependence on maintenance support. It is not unusual that behind that long-term dependence on maintenance support there is a combination of several problems and resource shortages. Among the group them who have had a long-term dependence on maintenance support there is a high number of whom who suffer from different mental health problems. Compared to the region and the rest of the country Hässleholm municipality has a significantly higher number of people in this group who suffers from mental health problems. Also women to a greater extent than men suffer from mental health issues, and the situation is the same in the number of unemployment.

The main idea of the Strategic cooperation in Skåne Nordost is partly to develop new opportunities for jobseekers that have difficulties in entering the labor market. And how do we achieve that? Through an already functioning collaboration between the municipality and the employment agency to develop new opportunities for the jobseekers, work has to be done such as involving employers in the public and private sector as well as the social economy to collaborate and work together with the other municipalities in the Skåne Nordost region. It is necessary that we develop the cooperation between municipal labor agencies in the area to work together.


The project's employees are now looking for a transnational exchange as a tool for exchanging experience and learning in the project. The exchange of experience will for example be through study trips to Germany and Spain. Focus areas in the search for partners are collaboration between the public sector and employers in the public sector, the private sector as well as the social economy. In these countries, the project's employees seek to learn about associations and various social initiatives that are important social service providers in collaboration with public activities. In Spain, cooperative activities with welfare producers are also of interest.
