SCUNTHORPE TUESDAY POOL LEAGUE SUMMER 2013

Thank you for registering with the Scunthorpe Tuesday Pool League for the forthcoming season. A total of 80teams have joined us this season, competing in 8 divisions. 64 existing teams have re-joined us for a new season, they will be joined by 16new teams.

Congratulations to Poacherwho finally overcame the Mayfair dominance to win the league this time round, edging out second placed Winterton Jubilee who finished second on the last day of the season. Well done also to all the teams who had successful seasons last season.

Cottage Beck Trojans of division 4 pulled off one of the greatest upsets in Scunthorpe Tuesday Pool League history in the team KO with an excellent 5-4 victory over Rileys Mayfair.

A constitution illustrating the leagues rules can be found in this pack, captains and players are encouraged to read through the material and familiarise themselves with the rules. A brief outline of some of the main rules are as follows:

-League scorecards handed in before Saturday noon that week. Details of where and how to hand in scorecards can be found later on in the pack.

-All 8 divisions will adhere to a 12 singles format from now on. The 6 singles and 3 doubles format will be retained for the team KO competition.

-Home teams are responsible for allocating a referee from their team for each frame. Referees are not allowed to use a mobile phone during frames

-The league is run a frame basis system, with a bonus frame for away teams winning.

-A team representative is required to attend a minimum of two league meetings per season. Meeting dates and venues can be found on the fixture list.

-A minimum of 3 players is requires to constitute a team. In the event of a team failing to field the required 6 players, teams are required to field a team for a fixture providing they have a minimum of 3 players.

-League and cup fixtures must be played on the allocated dates. Postponements are only allowed in exceptional circumstances and to the discretion of the committee.

RILEYS CHARITY KO

Thus far the Scunthorpe Tuesday Pool League has raised £371 for cancer research via out Riley’s charity KO. Gabe O’Malley, Paddy Carty (three times), Andy Lakin, Billy Walsh and Allan Green have won the competition so far.

The competition will be free for all league members to enter. For each player who registers and then competes in the competition in a KO tie, the league will donate 50p to cancer research.

Therefore as many of the league members as possible are encouraged to take part. There will be a plate competition for players losing the preliminary round or the 1st round of the competition. Prizes include trophies at the presentation evening and crates of beer.

There will be various other KO’s available for all league members to take part in. Ties to be played every month and results submitted to the committee by the winners. The KO’s available to enter next season include:

FREE POOL FLYERS 31st MARCH RILEY’S

There will be a variety of different pool flyers available for members to take part in on the 31st March at Riley’s. This idea was piloted in June 2012 and attracted over 50 players. A number of competitions included a main singles KO, world rules, 3 man team, suicide and a singles KO for lower league players.Prizes pints, crates of beer and trophies for all winners and up. All league members are more than welcome to come along and take part in all the pool flyers free of charge for a chance to win prizes. The event is always well attended and enjoyed by all league members.

The organisation shall be known as THE RILEY’S SCUNTHORPE AND DISTRICT TUESDAY NIGHT POOL LEAGUE, which shall consist of such divisions playing 8-ball pool, according to such rules and regulations laid down by the committee and constitution.
1. OBJECT
The object of the league shall be to promote the game of pool on a league basis, with the addition of knockout competitions as shall be determined by the committee.
2. MEMBERSHIP
(a) Membership of the league shall be at the discretion of the committee. Teams (including all their players) expelled from the league are banned for the following two seasons. Individual players may appeal the ban with any exceptional circumstances which may result in a ban being unfair.
(b) Each team shall pay a joining fee of twenty five pounds. This fee will include entry into the team knockout cup as long as none of the attendance rules (see 3. RULES) have been broken.
3. REGISTRATION OF PLAYERS
(a) Each team will be limited to a maximum of 20 players in any one season.
(b) A registration form must be filled in and handed in with the appropriate fee to the leagues chairman prior to the beginning of each season.
(c) Once a player has played one game for a team, he or she is then tied to that team for the remainder of the season. A maximum of one transfer per player per season will operate at a cost of 2 pounds per transfer. Transfer deadline is 12 noon, Sunday after the 6th league game of the season. There are no more transfers after this time.
(d) Any team that knowingly plays an illegal player, the captain and the player of the team shall be suspended from the league.
4. MANAGEMENT COMMITTEE
(a) The committee shall consist of a Chairman, Vice-Chairman, Treasurer, Fixtures Secretary, Registrations Secretary and General Secretary to run for one season.
(b) The league shall be run and governed by this committee. All decisions will be made by the committee.
(c) Any vacant committee position shall be filled at the next monthly meeting.
(d) League officials may register for the team of their choice, however, and team registered may only have two committee members.

5. COMMITTEE MEETINGS
(a) Meetings will be held on the final Thursday of every month throughout the season, unless otherwise stated at a monthly meeting and agreed upon.
(b) Extra-ordinary general meetings may be called at any time by the committee, or at the request of 10 league teams, which needs to be made in writing.
(c) Disputes shall be resolved via a show of hands vote at a meeting, one vote per team, in the event of a tie breaker, the chairman shall decide the outcome.
(d) Changes in the constitution can only be made at the A.G.M., or at an extra-ordinary general meeting.
6. RULES

Teams submitting one scorecard late will face no point deduction provided the scorecard is then handed in the following week. If the scorecard is more than a week late, the team will be deducted 5 frames per week until it is handed in.
Any team handing in two late score cards in a season shall be deducted 5 frames per week until the scorecard has been submitted. Any team handing in 3 late score cards in a season will face expulsion from the league.
Teams are strongly urged to retain a copy of each weeks score in a book or via a photograph taken from a mobile phone.

A one minute time limit has been set between shots to be played in the singles and doubles games and the referees at the time shall try and give a 30 second remaining reminder to the player who is at the table at the time. Discretion shall be given by each referee and fair play is paramount in the execution of this rule.Referee’s are not allowed to use a mobile phone.
Upon reaching the quarterfinal stages of the team knock out cup, any player who has not played in 5 league or cup matches (not frames), throughout the season in either singles or doubles will not be eligible to play for the team or teams reaching the quarterfinal stages of the team knockout cup or the plate KO. This rule will try and eliminate teams registering players late in the season in order that they might gain an unsporting advantage over their opponents.

Teams losing in the team KO first round or preliminary round will be automatically entered into a plate competition. Any team who does not want to take part in this competition must inform the committee. Teams defaulting in the team KO are not entered into the plate competition. Teams defaulting in either the team KO or plate are banned from both the team KO and team KO plate for the following two seasons.

Both the team KO and team KO plate finals are to be played at Rileys.

One member of each team must attend at least two monthly meetings in a season. Failure to do so will result in the deduction of 5 points.

7. MATCHES
(a) League matches will be played every Tuesday. Matches must start by 8-00 p.m.
(b) Matches will consist of twelve singles.
(c) Teams winning away from home will receive one bonus frame point.
(d) The league will run on a frames only format.
(e) Any team with 2 players or fewer shall be forced to concede the match 12-0 (or 13-0 away). Any team defaulting a league fixture for any reason, must notify their opponent's and/or the committee by 6pm at the latest that evening, failure to do so results in a deduction of 5 frames.
(f) Any team defaulting twice in a season (not attending the fixture and not filling out the scorecard) will be disqualified from the league.
(g) Any team that drops out of the league and wishes to return in the future will be based on its merits and discretion of the committee.

(h) Teams wishing to play a singles match in the 2nd set before all 6 singles frames of the first singles set have been played, much seek permission from the opposing captain before 8pm on a match day.

(i)Any team fielding fewer than 6 players must order their matches from 1-5 (or 1-4 should the team have 4 players) on the scorecard. Teams cannot play a player 6th (or 5th if a team had only 4 players). Same principle applies in doubles. Team’s with fewer than 6 players cannot enter a pair 9th.
(j) In a 12 singles format used in the league, players cannot play against the same player in both sets.

8. CANCELLATIONS
Cancellations are allowed under exceptional circumstances. Any postponed fixtures have to be played within 4 weeks of the original scheduled date. Any postponed match where either team is stuggling to arrange their match will be brought to the committees attention at the monthly meeting. At this stage the committee will decide on a rescheduled date or whether to award the match to either party depending on the circumstances. Both teams failing to make sufficient effort in arranging a postponed game within the time specified will result in a 0-0 scoreline.
9. NON-ARRIVAL OF TEAMS
(a) If a team fails to arrive and start the match by 8-00pm, the team present may claim the first frame (one frame point), from then on, they may claim one frame point for every subsequent ten minutes of their opponent’s absence. Unless agreement by word of mouth or telephone has been received by the present team.
(b) At 9-00pm. If no games can be played, then the whole or rest of the match may be claimed.
10. DISPUTES
(a) If a dispute arises during a game, which cannot be resolved, then that game will stop, however the rest of the match will continue.
(b) A written account from both captains on any disputes must be sent to the League Chairman immediately.
(c) The committee at the next league meeting will resolve any disputes.
11. REFEREES
Home teams must supply a referee for every frame of a match. The away team may also request a referee if both team captains are agreeable.
12. AVERAGES
Averages for the season are worked out on a percentage basis. Players must have played in at least 75% (27 singles frames out of 36) of the teams matches to be eligible for averages.
13. TIE BREAKERS
In the event of averages or team standing being level, there will be a tie breaker to determine the overall winner.
14. LEAGUE DIVISION STATUS
All new league teams will start in the lowest divisions, unless the particular new team has been forced to move venue from the previous season and 50% of the new team has come with them, then that particular new team shall hold its divisional standing.

15. PROMOTION RELEGATION
This will be on a 2 up 2 down basis. Teams finishing 1st and 2nd shall be promoted for the following season, and teams finishing 9th and 10th shall be relegated for the following season. Teams finishing 3rd downwards may find themselves promoted depending upon the amount of teams finishing in higher leagues registering for the following season.
16. CUPS
The champions and runners up of each league shall receive trophies for each player for up to 9 players. Teams wishing to attain more cups shall have to fully contribute to the cost of each additional trophy.
17. TABLES

Home players reserve to the right to choose whichever table they wish to play on regardless of size.

CHANGES FROM LAST SEASON:
-Teams with only three players may legally field a team

-Teams defaulting in the main team KO will not be entered into the plate

-Teams defaulting in the team KO or the plate are banned from the team KO for a further two seasons

-Teams expelled/withdrawn from the league results in a two season ban for all players.

K.O. COMPETITION GUIDELINE
Registration for all the KO's will take place at Rileys on the 11th April. All players must fully register their entrants in person with a completed form prior to the final registration date, together with the total fee's. No other forms of registrations for the KO's are allowed in any circumstances.
Every player from all leagues, regardless of ability are encouraged to enter any of the knock out competitions that the league will be running. The competitions include:

During the course of the season there are various other pool competitions for members to enter including singles leagues, 3 man team ko events and group stage ko’s. Please refer to our website or our facebook group for more information.

The captain’s choice is a unique competition, where a single player, nominated by the captain, represents each team in the league. This competition will be run in a similar manner to the standard singles knock out.
The captain’s cup is a singles knock out competition, exclusive to captains only. Please do no attempt to enter a player into this competition whom is not the team captain.

It is the responsibility of both the home and away player to arrange and play each cup tie. Please do not attempt to claim a match because the opponent has not made the first move to arrange the tie.
Any player drawn at home to an away player whom is under the age of 18, will have to arrange an alternative venue for the match to be played, only in a situation where the under 18 away player in unable to enter the venue because of the venue age policies. The alternate venue will be chosen by the player drawn at home.
