Below is a job description for a contract, running from late2015 to 27May 2016. The job is tomanage a staff team and co-ordinate a broad range of campaign activities for the Scottish Green Partyin its busy campaign headquarters in the run up to the next Scottish election on 5 May 2016.

JOB DESCRIPTION

ACCOUNTABLE TO:Chair of H2016 Project Group

ACCOUNTABLE FOR:H2016 headquarters election staff

PURPOSE OF JOB:To manage a team of staff and co-ordinate specific election campaignactivities in the lead-in to the Scottish election in May 2016

SALARY: £33,639 per annum (pro rata)

TERMS:Fixed term contract.

HOURS: 37 hours per week, with flexible working

OTHER TERMS:25 days annual leave plus 10 public holidays (pro rata)

LOCATION OF POST: Scottish Green Party headquarters,Edinburgh

BACKGROUND TO JOB

The Scottish Green Party aims to elect MSPs in regions throughout Scotland in 2016.

The job holder will form a key part of the election campaign process, working alongside the H2016 project teamand candidate teams, in delivering the campaign. The H2016 project group will have oversight of planningand delivery but the job-holder will have a crucial day-to-day deliveryand detailed planning role.

The job-holder will head up a small staff team, complementing the core permanent staff team already in post. The campaign team will comprise a Campaign Officer and Assistant, 2 Press staff, a Regional Campaign Liaison Officer and a Research and Policy Officer. There will also be 8 regional campaign support officers, directly accountable to regional campaigns in which the headquarters team will have an important support and liaison role. An outline campaign diagram is attached.

MAIN FUNCTIONS

1. Staff recruitment and management

  • To recruit and manage a full headquarters staff team as set out in the campaign structure
  • To support recruitment of regional campaign staff
  • To support and guide headquarters staff in delivering campaign activities
  • To develop effective team-working arrangements

2. Campaign Headquarters

  • Work with the Operations Manager, to ensure that the national campaign office is set up and developed to support campaigning activity, with efficient systems and processes as required and identified
  • To manage the campaign office and volunteers, and oversee the administration of the campaign.
  • To work with the Finance Officer to monitor the campaign budget and to report to the H2016 project group on a weekly basis or as required throughout the campaign

3. Organisational support and delivery

  • To take a lead role in implementing the 2016 election campaign plan, including: events, materials, information, data management and communications.
  • To take part in the H2016 project group
  • To support the H2016 project group, other groups and regional teams as required.
  • To contribute to the ongoing development of the campaign strategy.
  • To ensure that Electoral Commission guidelines and the requirements of relevant legislation are followed and to submit relevant reports to schedule and in the correct formats

4. Other
The Campaign Manager may be required to carry out other duties asnecessary. Such duties shall not be of an unreasonable nature in relation to the overall job purpose.

PERSON SPECIFICATION

This is a challenging and rewarding post which requires drive and exceptional organisational skills. It requires the ability to think quickly, to remain calm and responsive under pressure, and to be sensitive to the needs and concerns of many different people.

The successful post-holder will have:

1. Experience of managing budgets of over £100,000

2. At least 2 years experience of managing staff and volunteers

3. Excellent communication and interpersonal skills

4. Demonstrable project management experience, ideally within a campaigning environment

5. Clear team leadership skills and commitment to working withina team, sharing common goals and tasks.

6. Good understanding of the Scottish political scene,parliamentary processes and policy agenda.

7. A high level of proficiency with office technology systems, including e-mail, internet, word-processingand spreadsheets/databases

8. Candidates ought to be able to demonstrate a commitment to the aims and values of the Scottish Green Party.
