Mr. Scot Phelps is the Lead Professor/Facilitator at the Emergency Management Academy, a new, New York City-based organization focused on graduate-level, non-degree learning programs: The Fellowship Program, a year-long reading and discussion program centered around the mastery of the Emergency Management Body of Knowledge, and the Current Readings Program, a 32-week reading and discussion program focused on 16 of the best new books related to emergency management.

In addition to the Academy, Mr. Phelps also teaches graduate-level emergency management as an adjunct at New York Medical College and Western Washington University, and he maintains an active consulting practice, with clients such as the State of Connecticut, Public Health Canada, and Fortune 100 companies. He previously was associate professor/program director for Southern Connecticut State University’s Graduate Certificate in Emergency and Disaster Management and for Metropolitan College’s MPA in Emergency and Disaster Management. Mr.Phelps was an assistant commissioner for emergency management at the New York City Department of Health; an assistant professor of emergency medicine at George Washington University School of Medicine; and a hospital emergency manager. Prior to emergency management, he spent nearly 20 years as a paramedic, predominantly in New York City.

Mr. Phelps is a Certified Emergency Manager (CEM), a Certified Business Continuity Professional (CBCP), a Federal Emergency Management Agency Master Exercise Practitioner (MEP), and a licensed attorney and paramedic. He is serving his second term as an International Association of Emergency Managers (IAEM) CEM Commissioner; serves as vice chair of the IAEM Healthcare Caucus; and formerly served on the Disaster Recovery Institute International Education Commission.

Mr. Phelps has a J.D. from Brooklyn Law School, a master’s in public health from Yale Medical School, and a B.A. in anthropology with honors from Columbia University. He is an approved Fulbright Senior Specialist Candidate.
