Turning SOP ratings into Tenet ratings
The formula to determine the overall tenet ratings has been adjusted so that it is intuitive and connected to definition of the ratings assigned.
For example, a school that receives 3 D’s and one 1 E within a tenet, has several shortcomings that need to be addressed before the school can be considered to be effective for that tenet, and therefore will always receive a D for that tenet.
In the past, teams have used a tie-breaking calculation when tenets are split between two ratings. This year, the Tenet rating will correspond closer to the definition of the rating. For example, a school with two D’s and 2 E’s has several shortcomings to address, and therefore will be considered Developing for the Tenet. On the other hand, a school with two D’s and two I’s, will have made some progress within that Tenet, and therefore would receive a rating of Developing.
The overall tenet rating shall be calculated in a manner that determines the average of the four SOP ratings. To calculate the average of the SOP ratings, use the following scale:
Highly Effective = 4Effective = 3Developing = 2Ineffective = 1
Identify the point value associated with each SOP rating, and then divide by 4. The resulting score shall be rounded to the nearest whole number to identify the Overall Tenet rating. For example:

At times, the average of the overall tenet rating will be halfway in between two numbers, as shown below:

If the average is halfway in between two numbers, then the reviewer shall proceed as follows: An average score of 3.5 shall be considered Effective. An average score of 2.5 shall be considered Developing. An average score of 1.5 shall be considered Developing.

The column to the right of the SOP scores indicates the Overall Tenet Rating when that combination of SOP ratings occurs.
