SCOPE OF WORK - FOREST HILL – MAIN PARK – TENNIS COURT RECONSTRUCTION PROJECT

GENERAL NOTES

  1. A Mandatory Pre-Bid Meeting is scheduled for April 29, 2013 at 11:00 A.M. on site.
  1. Contractor to ensure that no sediment or debris will enter parking lot area. Parking lot will be utilized by public entering the swimming area, and all sediment entering the pool area as a result of construction will be cleaned by the Contractor immediately at no extra cost to the Borough.
  1. Contractor shall note that there will be children and pedestrians in the parking lot, and shall use extreme caution in this area.
  1. Contractor shall add screen caps at the daylight ends of the under drains to protect from rodent entry.
  1. Contractor shall restore all disturbed areas in grass to conditions as they exist. Lawn shall be free of weeds and shall be fertilized to match existing surrounding areas.
  1. Contractor shall ensure that the new fencing fabric rests a minimum of 6” inside of the edge of asphalt to discourage grass from intertwining with the fabric and to minimize trimming by the Public Works Department.
  1. Contractor to ensure proper drainage on the Tennis Courts, to alleviate any ponding on the courts. Coordinate with Borough representative prior to construction to establish direction of slope and amount of slope to provide on the courts.

COURT SPECIFIC INSTALLATION NOTES

  1. Installation of net posts, net post foundations and center strap anchors. The net post anchors and center strap anchors shall be installed prior to the installation of the asphalt surfacing. The tops of the net post foundations and center strap anchors shall be terminated below the asphalt paving in order to minimize reflective and radial cracking at the concrete/asphalt interface.
  1. Preparation of paved surface prior to installing the acrylic surface including the patching of low spots. Low spots should be defined (for example, "Low areas or birdbaths that hold water 1/8" or more on the court surface will be patched with an acrylic patch binder materiaL").
  1. The installation of acrylic resurfacer with proposed application rates.
  1. The installation of acrylic color coats with proposed application rates. All color coats shall contain sand.
  1. Type of line paint and application process. All playing lines be taped, primed, be textured and applied with a brush.

SCOPE OF WORK - FOREST HILL – MAIN PARK – TENNIS COURT RECONSTRUCTION PROJECT

BID ITEM 1 - FINE GRADING OF EXCAVATED SITE – The bulk excavation and removal of the existing Tennis Courts and fencing will be completed by the Borough. The contractor under this Bid item shall be responsible for fine grading and/or leveling of site to subgrade conditions. All excavation shall be unclassified and no extra payment will be made for rock, boulders, shale, timbers, logs, old foundations, masonry or other natural or artificial materials encountered in the trenching operations. The Contractor shall make personal examination of the locations to be constructed to determine for himself the extent of the rock that may be encountered. The Contractor shall assume all risks associated with the composition of the subsurface materials and the ease or difficulty of excavation.

The Contractor shall not at any time claim a misunderstanding regarding the depth or character of the excavation to be made or in the nature of the materials to be encountered.

The Contractor shall perform his own independent investigation of field conditions, including the drilling of test borings or other investigation, as he may deem necessary to perform this work. Any associated costs for test borings or other required investigation shall be included in the Contractor’s Lump Sum Bid.All material excavated under this item shall be delivered to permissible Borough site as determined by Borough Representative.

BID ITEM 2 – NEW ASPHALT WALKWAY – This item shall include the cost of labor and materials required to excavate existing asphalt walkway to a maximum depth of 10”, install 2” compacted depth of 2B stone, install 4” compacted depth of 2a stone to subgrade. This Bid item shall also include backfill of surrounding area so that the proposed walkway will be level with the grassy area. All grass restoration work shall be included in Bid Item No. 19.Base course and wearing course shall be under Bid Item 8 and 9 respectively.

BID ITEM 3 – 4” UNDER DRAINS - This item shall include the cost of labor and materials required to excavate a minimum 1’-6” wide x 2’-0” deep trench for under drain, install 4” corrugated perforated HDPE pipe and fill remainder with 2B stone to subgrade per detail shown on plans.

BID ITEM 4 - 8” COMPACTED DEPTH #4 STONE – This item shall include the cost of labor and materials required to purchase and install #4 stone as shown on plans.

BID ITEM 5 – 2” COMPACTED DEPTH 2B STONE - This item shall include the cost of labor and materials required to purchase and install 2B stone as shown on plans.

BID ITEM 6 – 4” COMPACTED DEPTH 2A STONE - This item shall include the cost of labor and materials required to purchase and install 2A stone as shown on plans.

BID ITEM 7 4” COMPACTED DEPTH MILLING MATERIAL -This item shall include the cost of labor and materials required to purchase and install milling material as shown on plans. Milling material may be obtained from the Borough’s stockpile located at the former Westinghouse Lodge located on Greensburg Pike.

BID ITEM 8 - 3” COMPACTED DEPTH 25 MM BASE COURSE

Contractor shall supply and install 3” compacted depth of Base Course Asphalt Mixer Design HMA Binder Mix Course, PG-64-22, 0.0 to 0.3 ESAL’s at the proposed location of the tennis Courts and the proposed walkway. Item shall also include but not limited to, all edge, surface cleaning and tack coat, complete and in place as per specification.

BID ITEM 9 - 1-1/2” COMPACTED DEPTH 9.5 MM WEARING COURSE

Contractor shall supply and install 1-1/2” compacted depth of Wearing Course Asphalt Mixer Design HMA Wearing Mix Course, PG-64-22, 0.0 to 0.3 ESAL’s at the proposed location of the tennis Courts and the proposed walkway. Item shall also include but not limited to, all edge, surface cleaning and tack coat, complete and in place as per specification.

BID ITEM 10 – PAINTING COURT AND LINES - This item shall include the cost of labor and materials required to purchase and install a high quality, textured, 100%, acrylic tennis court paint by World Class Coatings, PlexiPave, Decoralt, Nova Sports, or approved equivalent The court shall be painted by squeegee method, and the court lines shall be brushed.Colors to be selected by Borough.

Prior to painting the lines, the court must be thoroughly cleaned and patched,if any small dips or gouges on the surface exist, fill them with TruPatch, SuperPatch, or approved equivalent using a 3" to 6" putty knife or a flat steel trowel. Prior to painting, walk every the entire court with a good floor scraper, scraping any hardened drips from patching, and other imperfection that are raised up on the court surface,and then blow off all debris.The ideal temperature range for painting the lines is between 50 and 75 degrees, coatings can be applied in temperatures varying as much as 10 degrees in either direction of this range. Never apply coatings when rain is imminent, or when the temperature is expected to drop below freezing within 24 hours.

BID ITEM 11 – NET POSTS AND CENTER STRAPS WITH NET - This item shall include the cost of labor and materials required to purchase and install net posts, net post foundations and center strap anchors per manufacturer’s specifications. The net post anchors and center strap anchors shall be installed prior to the installation of the asphalt surfacing. The tops of the net post foundations and center strap anchors shall be terminated below the asphalt paving in order to minimize reflective and radial cracking at the concrete/asphalt interface.

BID ITEM 12 – COURT SEPERATOR NET – CABLE, AND OPERATOR MECHANISM - This item shall include the cost of labor and materials required to purchase and installnew cable to support the court divider, and new operator mechanism to control manual winding and unwinding of the court separator. Item also includes all mounting hardware required to connect cable to separator, operator mechanism, and support brackets for a complete installation. Borough is to sand and repaint the separator poles prior to installation of this Bid Item.

BID ITEM 13 – NEW 12’ HIGH VINYL COATED CHAIN LINK FENCE - This item shall include the cost of labor and materials required to purchase and install new line posts and terminal posts in accordance with ASTM F1043 specifications, and install ASTM F668 Class 1 Polymer coated 11 gauge, 1-3/4”

mesh woven Green fabric complete with all connecting ties required for a complete installation. Location of all fence posts are to be a minimum of 6” inside the edge of proposed asphalt.

BID ITEM 14 – 4’ WIDE MAN GATE - This item shall include the cost of all labor, and materials required to install man gate at location shown on plans and per detail provided. The following guideline shall be utilized:

4’-10’ wide gate3” diameter posts recommended.

BID ITEM 15 – 14’ WIDE DOUBLE GATE - NEW FABRIC - This item shall include the cost of labor and materials required to purchase and install ASTM F668 Class 1 Polymer coated 11 gauge, 1-3/4” mesh woven Green fabric complete with all connecting ties. The existing frame posts are to remain. Item also includes installation of gate if required for a complete installation.

BID ITEM 16 – TEMPORARY 12’ HIGH FENCE - This item shall include the cost of labor and materials required to purchase and install new line posts and terminal posts in accordance with ASTM F1043 specifications, and install Galvanized (zinc) coated steel chain link fabric per ASTM A392 specifications, at location shown on plans. The intent of this Bid Item is to have the public swimming pool remain within fencing during construction of the Tennis Courts. Removing the tennis Court fencing without this bid item, will leave non authorized access to the public swimming pool. Contractor must have this fencing in place prior to Borough removing all fencing surrounding the Tennis Courts. Contractor must coordinate this activity with the Borough.

Fencing to remain property of the Borough once removed after construction is complete. Contractor roll the fence fabric and store in a neat and organized area at location determined by Borough Official.

BID ITEM 17 PRECAST CONCRETE INLET - This item shall include the cost of labor and materials required to purchase and install Type M inlet with bicycle safe grating and steel frame, complete and in place as direct by the Engineering Representative. (See Inlet Detail) Item also includes the cost of labor and materials to saw cut existing pavement, remove existing inlet, and connect all existing storm sewer, and proposed under drain, and all restoration required for a complete installation.

BID ITEM 18 – SITE ACCESS PATHWAY - This item shall include the cost of labor and materials required to purchase and install 6” compacted depth x 12’ wide milling material to create a temporary road to the construction site. Milling material may be obtained from the Borough stockpile area located at the former Westinghouse Lodge on Greensburg Pike. All grass restoration work shall be included in Bid Item No. 19.

BID ITEM 19 – GRASS RESTORATION - This Item includes the cost of labor and materials required to fine grade, and seed and mulch all disturbed areas as a result of construction. Contractor shall install any new landscaping if disturbed during construction. Contractor shall be responsible for routine inspections to ensure that the seeded areas have been germinated and there are no visual signs of “bare spots” or unvegetated areas.

BID ITEM 20 – GEOTEXTILE MATERIAL - This Item includes the cost of labor and materials required to purchase and install Type 4 Geotextile non-woven fabric to cover the entire excavated area. Tropex 1071 or approved equivalent.
