1 / Call to Order / Officially call meeting to order / Meeting was officially called to order by Dr. Bentley at 2:10 pm.
2 / Roll Call / Check roll and ensure quorum / Quorum was established with four (4) members present. Dr. Smith joined the meeting via phone.
3 / Approval of Minutes / Minutes from joint meeting with MIH/CP January 27,2016 / Minutes from the combined meeting of the Medical Oversight and MIH/CP Subcommittee were approved by Dr. Lubbers, seconded by Mr. Early.
Old Business - Updates
4 / Description of Profession / Community Paramedicine/Mobile Integrated Healthcare Provider / Motion was made by Dr. Lubbers to adopt the proposed document as KBEMS description of profession for MIH/CP, seconded by Mr. Early.
5 / Scope of Practice / Continued Discussion -
  • Scope of practice of advanced practice paramedics (CPM, CCEMT-P, FP-C etc.)
/ Discussion continued (that was previously held during the joint meeting with the MIH/CP Subcommittee, referencing expanding the scope of practice of an AEMT). There was no action taken on the issue.

6 / Data Points / Discussion –
  • Required Data Points for MIH/CP Pilot Program
/ Motion was made by Mr. Early to delegate the MIH/CP Subcommittee to provide a basic data set (see attached) to be required of those approved providers to run the MIH/CP Pilot Program, seconded by Dr. Lubbers.
7 / Louisville Metro EMS / MIH/CP Pilot Program
  • IRB Application Section of the Pilot Program
/ Motion was made by Dr. Lubbers to accept waiving of the IRB section of the application from Louisville Metro EMS Pilot Program due to not exceeding the scope of practice, seconded by Dr. Smith.
8 / Louisville Metro EMS / Request for Approval
  • Mobile Integrated Healthcare/Community Paramedicine Pilot Program
/ Motion was made by Mr. Early to accept and recommend to the Board for approval of Louisville Metro EMS Pilot program contingent upon the Board approval of the listed request, seconded by Dr. Smith.
  • The proposed basic data points
  • The waiver excluding the IRB application to be completed by Louisville Metro EMS
