SCN Emergency Standby Team

Whenever an emergency occurs, children find themselves in extremely difficult and vulnerable situations. Their survival, security, protection and development are at risk. Save the Children Norway is interestedin people who have solid experience and knowledge in working with children at risk/children in emergencies. We are now in process of strengthening our capacity in the following fields:

Child Protection in emergencies (CPiE)

Education in emergencies (EiE)

The Emergency Standby Team (EST) consists of committed, professional and high-performing humanitarian workers who are available for rapid deployments to UNHCR or Save the Children operations worldwide. Mission length varies usually from 3 to 6 months.

The EST has, since 1996, been SCN’s key instrument for responding to humanitarian emergencies around the globe. Our members are primarily deployed to UNHCR, though a standby partnership agreement, and to SCI (Save the Children International) led operations, currently at a ratio of 60/40.

There is an ongoing investment in building up capacity and competencies of our EST members to meet the evolving needs of the organizations and field operations we work with. The emphasis is on strengthening our capacity for Education in Emergency, while upholding a good support to Child Protection.

The partnership with UNHCR has developed significantly within the last years, and we are increasingly supporting their operations at a more strategic level – rather than just filling immediate needs for field staff. This involves strategy development, capacity building of national staff, implementing partners and Field Offices – supporting the implementation and rollout of regional strategies and frameworks.

Within SCI we see that our EST members have become a recognized source of humanitarian support and in constant demand. Over the last few years we have supported a number of major humanitarian emergencies, as well as more long term (chronic) humanitarian situation with key personnel.

Call for new EST members

Save the Children Norway Emergency Standby Team is looking for experienced, highly motivated and independent professionals with the ability to work in other cultures, who are ready to work long hours under stressful conditions and still maintain a high level of flexibility and professionalism.
We are looking for personnel who are and will be available for assignments of 3 to 6 months duration, on short notice.

Some of our EST members combine humanitarian response work with a regular job – within the fields of child protection, education or other relevant field – having an agreement with their employer that they can undertake assignments for Save the Children. And some of our members are independent contractors who welcome more frequent deployments.

Child Protection

The overall aim of the Child Protection specialist will be to assess, design programs and systems, and guide staff to initiate interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect. In most circumstances, the post holder will be expected to mentor and/or capacity build existing country programme staff.

Education in Emergencies

The Education specialist will be expected to lead on sectoral assessment, programme design and coordination, and linking with other sectors as appropriate. In most circumstances, the post-holder will be expected to mentor and/or capacity build existing country programme staff.

Qualifications

  • Solid qualification in the field of child protection and/or education
  • Relevant university degree
  • Minimum 5 years relevant work experience
  • International experience from emergency response work, or other experience of working abroad in humanitarian programmes
  • Experience of managing a team and of project management
  • Experience in leading assessments and designing response initiatives
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Flexibility and availability for assignments on short notice
  • A high level of written and spoken English. Additional language skills in French would be highly desirable, as well as Spanish and/or Arabic.
  • Knowledge of UN operations and the complexity of humanitarian assistance related to refugee and IDP situations would be a great advantage.
