Terms of Reference for Hiring of individual Consultant for Training on
Enterprise development (EDT)

Introduction of Taraqee Foundation:

Taraqee Foundation, a national level NGO, registered with Security and Exchange Commission of Pakistan (SECP) under the Company’s Ordinance 1984 and engaged since 1994 in different development sectors of Balochistan i.e. Health, Education, Environment & Infrastructure, Livelihood and emergency response.

Introduction

The Programme for Poverty Reduction (PPR) is an integrated and holistic project launched by Pakistan Poverty Alleviation Fund (PPAF) with ultimate goal of serving humanity. PPAF has joined hands with Government of Italy to transform the lives of poor and marginalized communities in Pakistan’s provinces i.e. Balochistan, Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA).


Programme for Poverty Reduction (PPR) with the vision to empower local communities there by indulging them to invest in small scale infrastructure, health, education, and setting up micro enterprises.


PPR Objective

The objective of the Programme for Poverty Reduction (PPR) is to establish a social and productive infrastructure system and also to establish effective and sustainable social safety nets. Its goal is to reduce poverty through creation of sustainable conditions of social and economic development that includes increase in income as well as production capacity.

Background Information and Rationale:

In Balochistan various Partners Organizations (TF, BRSP, PIDS, AF, BRDRS, BRAC, SEHER, YOUTH, HDF and NRSP) have engaged with PPAF in implementing of a project on Institutional Development in their respective Districts and UCs from March 2015. The project is mainly working with communities in five different areas i.e. Social Mobilization, Health, Education, Community Physical Infrastructure and Livelihood. The first phase of the project was purely on community mobilization and involving community to form Community Organizations (COs), Village Organizations (VOs) and Local Support Organization (LSO).

The second phase of the project is initiated by meeting the requirements of Village/UC Development Plan. It was discovered that community institutions should be aware with several social aspects which will support in resolving many other social matters. Currently the third phase of the project is going on which is the extension of second phase. One of the activities is designed for CRPs to understand the concept and principles of Community level Enterprise Development so that they have access to entrepreneurship services that leads them towards economic empowerment. In this regard, partners Organizations are intended to impart an ED training for CRPs whose are members of COs, VOs and LSOs and especially identified for the above training. In this regard, with technical advice of LEP component head and with mutual consent of POs, Taraqee Foundation would like to hire an individual consultant (Male/female) to conduct this training at provincial level and support them in hiring the consultant for EDT.

Specific Objectives:

1.  To understand the basic principle of a successful enterprise.

2.  To understand the personal traits/behaviors associated with successful entrepreneurial performance.

3.  To motivate participants for establishing businesses in working communities.

4.  To develop marketingskills of CRPs in Enterprise Development.

5.  After conduction of EDT event the competency profile of a CRP should be enhanced to be able to generate an overwhelming interest in the trainees towards micro enterprise at PO level.

6.  To understand the economic value of basic trades of business to be further initiated in PPR UCs.

7.  To understand how to successfully identify the areas to bring new products and services into the market place towards increasing the livelihood of beneficiaries at HHs level.

8.  To enable the trained CRPs to create innovative trades.

9.  After receiving of EDT event the CRPs should be capable enough to lead to independently conduct the events in appropriate way.

10.  To understand how to sensitize, aware and networking of community entrepreneurs’ with potential markets.

11.  To understand how to initiate village community meetings, orientation to ED programme process, principles and strategies, sensitization workshops at PO level.

12.  To understand how to Identify and assess the potential entrepreneurial competencies of ED target group and how it will support working communities in productive enterprises.

Scope of Work:

This training is the part of LEP being implemented in PPR constituencies. The purpose of the assignment is to train Community Resource Persons (CRPs) in enterprise development as they can improve their livelihood.

The consultant will impart the training to the CRPs of various Partners Organizations (TF, BRSP, PIDS, AF, BRDRS, BRAC, SEHER, YOUTH, HDF, and NRSP) and meet the above-mentioned objectives. Consultant will prepare a manual along with handouts for the same and must be in Urdu language. The manual will be submitted to Taraqee Foundation before imparting the training that covers the areas identified in the objectives. The training should be imparted in Quetta for which the trainer has to submit a completed budget covering travel, food, and accommodation but during the event food and rest of the logistics will be the responsibility of POs including banner, certificates, stationery and photocopies. At the end of training, consultant will be responsible to provide training report, evaluation in shape of feedback of the participants and action plan for next 1 year.

Consultant should be followed the simplest approach to impart the contents with frequent use of Urdu language. The methodology of the training would be participatory with use of plenary sessions, lecture, brainstorming, role play, story-telling, case studies and any other method seems suitable for better understanding. All the contents should be delivered by giving daily life examples and demonstrate the same where required. Medium of instructions for the training should be Urdu.

Eligibility of a Consultant:

·  Must have Degree in business studies or relevant subject.

·  Must have 5 years of experience with social sector.

·  Must have 3 years of experience in conducting trainings.

·  Must have 3 years of experience in imparting trainings on Enterprise Development.

·  Excellent report writing and presentation skills.

Deliverables:

·  Training Manual

·  Training handouts in Urdu as per the manual.

·  Day-wise schedule of trainings with contents and methodology.

·  Training report for every separate session.

Contract Duration:

The assignment will be completed within 25 days after signing of agreement including report submission and other related documents. Expected dates of training will be communicated later by TF in consultation with above listed POs.

Budget and Payment Schedule:

·  Consultant will quote the budget in Pak Rupees.

·  Agreed amount will be paid 50% at the time of initiation of training and 50% after completion of sessions and submission of manual, handouts and reports.

·  Consultant will quote per day training cost in which preparation time for training, days spent in preparing manual cannot be charged.

·  Consultant will charge training fee, manual, travel, accommodation but pick and drop from hotel to training venue, food during the training would be separately arranged by POs.

Selection Method for consultant:

Selection of consultant will be finalized after scrutiny based on following criteria:

1.  Educational Qualification (20 Marks)

2.  Total Working Experience (20 Marks)

3.  Experience in conducting training sessions (20 Marks)

4.  Experience in relevant subject (20 Marks)

5.  Report Writing and Presentation Skills (20 Marks)
