SCHOOL BASED DECISION MAKING POLICY

SCHOOL: Powell County Middle School

SUBJECT OF POLICY: Extra Curricular Policy

POLICY STATEMENT:

CRITERIA FOR PROGRAMS

We support extracurricular programs based on the following criteria:

1.  Contribution to students becoming “self-sufficient individuals of good character exhibiting the qualities of altruism, citizenship, courtesy, honesty, human worth, justice, knowledge, respect, responsibility, and self-discipline.”

2.  Contribution to students becoming “responsible members of a family, work group, or community, including demonstrating effectiveness in community service.”

3.  Student interest.

4.  Ability to attract students currently not involved in extracurricular or service projects.

5.  Ability to enhance or maintain equity in our overall program.

6.  Ability to arrange suitable adult supervision.

STUDENT ELIGIBILITY

Students will be eligible to participate in extracurricular activities if:

1.  They were in attendance at school during the day of the event with the exception of funeral and routine wellness appointments.

2.  They meet any requirements set by the appropriate sponsoring or governing organization. For example, interscholastic athletics participants must comply with rules set by the Kentucky High School Athletic Association.

3.  They comply with rules established by the adult coach or sponsor and SBDM Council for the activity.

ACADEMIC REQUIREMENTS

1.  Any student who has an “F” average, in any class, at a scheduled weekly grade check will be suspended from play until the next scheduled weekly grade check.

2.  Any student with a “D” or an “F” will go to mandatory ESS (when available) before practicing until grades improve. ESS (if available) will be required on game days also for those students with an “F” – Practice may consist mainly of conditioning for those students with an “F”.

3.  Students suspended from play will be required to sit on the bench (sidelines) in street clothes.

4.  IC grade checks will be run weekly.

GENERAL ATHLETIC GUIDELINES

1.  Any student, who makes a team, then quits that sport without a certified medical statement, and/or current coach release, is ineligible to play any other sport until that sport season is over.

2.  Student athletes will be required to follow the school dress code when attending games. Coaches may require a stricter dress code if they so desire.

3.  No parents will be allowed on the playing floor, or field, at any time.

4.  Parental complaints/problems will be discussed with the principal and coach during the next school day and not at the event.

5.  All students interested in participating and trying out for a team are encouraged to do so. Basketball teams should have a minimum of 12 players, or at least the same number as uniforms available. Other sports should also encourage as many as possible to play as long as uniforms are available.

6.  Students who transfer from another district, during a sports season, and who are already participating in that particular sport, will be eligible to play if the situation allows. (Availability of uniform, academic eligibility. Etc.)

7.  Students ineligible for tryouts on tryout day due to academics or levels, will not be added to the team at a later date. All students begin school at level 5 and have the choice to be on level at time of tryouts. Students ineligible to try out due to injuries must supply a doctor’s statement.

8.  Middle school students who are suspended from team play for academic or behavior reasons are ineligible to play on a high school team during this time.

All PCMS students would be considered eligible to “play up” at the high school freshman, junior varsity or varsity levels providing all the following criteria are met:

1.  A written request is made by the head coach on the high school level.

2.  The student athlete has written permission from his/her parents or legal guardians.

3.  Playing up does not violate rules or bylaws established by the KHSAA.

4.  The middle school athlete meets all PCMS eligibility requirements pertaining to grades and behavior.

5.  The athlete, parents, high school coach, and middle school coach understand that PCMS practices and games take precedent over high school practices and games.

6.  The PCMS coach agrees before any student athlete can play up at the high school level.

7.  If there is an eligibility disagreement, pertaining to playing up, between the three deciding adults mentioned above, a committee of 5 people which will include both coaches, one of the student's parents, and one administrator from the high school and middle school will decide the outcome of the disagreement.

COACHES AND SPONSORS

Each extracurricular activity will be led by an adult coach or sponsor who meets any applicable requirement set in law, or by sponsoring or governing organizations. The coach or sponsor will be responsible for supervising all students while they are participating in the activity, including preparation and travel time and waiting for transportation to take students home after practice or events.

The principal will assign coaches and sponsors from our school’s current staff following our policy on assignment of staff time. If it is necessary to consider applicants who do not currently work at our school, our policy on consultation on vacancies will be followed.
