Location of Post / Initial assignment will be to Connolly Hospital Group.. The successful candidate may be required to work in any service area within the RCSI Hospital Group as the need arises.

Details of Service / Connolly Hospital (CHB) is a major teaching hospital providing a range of services – acute medical & surgical service, acute psychiatric services, long stay care, daycare, outpatient, diagnostic and support services to a population of 290,000. The Hospital’s catchment area extends into West Dublin, Meath & Kildare. Emergency services are provided 365 days a year 24 hours a day.
Reporting Relationship / Reports to Director of Nursing or deputy.
Operationally reports to Head of Bed Management Department and nominated deputy.
Scope of the Post / The post holder will have responsibility for scheduled care patient flow. He/she will be accountable for the clinical and operational competence for all staff under his/her authority and will be answerable for quality and safety matters within the service area. Quality and Safety will be to the forefront of the post and the post-holder will play a key role in the development and implementation of quality and safety initiatives for his/her areas of responsibility. He/She will be an active member of the Bed Management and Patient Flow team and will provide leadership to a range of clinical and support service departments and support to Executive team members.
Purpose of the Post / The Scheduled Care Patient Flow Clinical Manager 2 plays a central role within hospital, by ensuring organisation, management and monitoring of the Hospital’s scheduled care inpatient waiting list and Outpatient service to deliver the standardised and coordinated approach to scheduled care patient flow. The focus of the role is on improving the patient experience and quality of care, while delivering to agreed Key Performance Indicators and establishing a performance culture.
The Scheduled Care Patient Flow Clinical Nurse Manager 2 is a member of the Bed Management and Patient Flow team and will have a key role in creating an atmosphere and culture where excellence can flourish with strong multidisciplinary collaboration across the hospital and group.
Duties & Responsibilities / The post holder is required to
·  support the vision of the nursing service team in by putting the patient at heart of what we do in providing high quality of practice and safe nursing services grounded in kindness, compassion and respect.
·  perform duties in unscheduled care patient flow as requested.
·  use clinical risk assessment to inform their quality and safe critical decision making in relation to daily scheduled care and patient flow management
·  participate in pre-assessment in conjunction with key stakeholders and organising the required clinical pre-assessment requirements to be communicated safely to patients and source of referrals as appropriate.
Clinical Management
The Scheduled Care Patient Flow Clinical Manager 2 in conjunction with the Executive Management Team will ensure that the strategic scheduled care and patient flow direction taken is applicable.
The Scheduled Care Patient Flow Clinical Manager 2 will:
·  As a member of the Bed Management and Patient Flow Team share clinical responsibility for the achievement of the organisation’s corporate and clinical scheduled care and patient flow objectives
·  Contribute to policy, planning and decision-making processes for the Hospital and/or Group
·  As a member of the Bed Management and Patient Flow team, ensure objectives and decisions are effectively communicated across the hospital and /or Group
·  Provide professional advice on all issues relating to scheduled care and patient flow
·  Be responsible for adhering to the maintenance of professional standards and statutory requirements as laid down by Nursing and Midwifery Board of Ireland and relevant Statutory Bodies
·  Develop and maintain effective working relationships with senior Managers within the Hospital to ensure achievement of corporate group scheduled care and patient flow objectives and effective working of the senior management team
·  Establish collaborative professional relationships and networks with health service providers external to the hospital (Primary Care and Continuing Care) to ensure an integrated and seamless patient flow and experience for recipients of scheduled across the hospital group.
Professional Leadership, Service Change and Development
The Scheduled Care Patient Flow Clinical Manager 2 will:
·  Be responsible for providing advice and data to the Hospital Executive Management Team and Clinical Directors relating scheduled care & patient flow
·  Participate in the development & implementation of waiting list policies. Ensure the development and implementation of appropriate practice development initiatives in line with the strategic aims of the Hospital
·  Implement reports and key scheduled care performance indicators and key result areas as per Department of Health and HSE Service Plan.
·  Ensuring that all scheduled care performance monitoring targets (e.g. Special Delivery Unit, National Treatment Purchase Fund) are reported and discussed
·  Develops and implements a systematic approach to validation, suspension, DNA management and Data Definitions
·  Formalize scheduled care data and reports as required. Submits weekly extract files for scheduled care. Participates in informing the required improved IT systems to effectively manage scheduled care data.
·  Review the scheduled care patient flow and make recommendations to improve quality and safe scheduled care for both patients and staff
·  Participates fully in his/her role as part of scheduled care groups (e.g. Peri-operative, Scheduled Care Group, Multidisciplinary Outpatient Services Team group & National Scheduled Care Forums).
·  Be responsible for planning scheduled care and patient flow thereby ensuring an effective partnership of care between patients, families, carers and healthcare providers in achieving safe, easily accessible, timely and high quality care.
·  Ensuring that in-patient & outpatient waiting lists and resources are organised, planned which maximises efficiency within budgetary defined parameters.
·  Assist in the implementation of scheduled care and patient flow service plans
·  Actively work with the multidisciplinary team with respect to their planning, processing and utilisation of hospital in-patient & outpatient facilities and resources.
Governance, Quality, Patient Safety and Risk Management
The Scheduled Care Patient Flow Clinical Nurse Manager 2 will:
·  Be responsible for the operational management of the staff in the In-Patient Waiting List & Outpatient Centralized Referral Office.
·  Ensure staff operate within the boundaries of roles and as directed by their line manager within the Hospital
·  Ensure that the needs of patients and the public are at the core of the way the healthcare organisation delivers its scheduled care services
·  Develop and implement strategies to receive scheduled care feedback from patients receiving care and from staff delivering care with the emphasis on improving the patient flow and experience.
·  Ensure the identification and control of scheduled care risks to achieve effective efficient and positive outcomes for patients and staff
·  Contribute to the development and implementation of multi-disciplinary systems of audit and risk management
·  Ensure appropriate systems are in place for measuring quality of schedulded care and patient flow outcomes and the effective use of resources such as Key Performance Indicators /Nursing Metrics and Compustat
·  Ensure practice and service development is underpinned by the most up to date evidence and research.
Management – Financial And Resource
The Scheduled Care Patient Flow Clinical Nurse Manager shall:
·  Be responsible for planning, organising and monitoring performance of the scheduled care resource
·  Participate in and implement the HSE’s performance management system as agreed as part of the Public Sector Agreement
·  Be responsible and accountable to the Director of Nursing for the management of scheduled care resource, including service planning, management and performance and employee relations.
·  Be responsible and accountable for scheduled care staff, human resource function, including retention of competent and skilled staff.
·  Be responsible and accountable for the deployment of appropriate scheduled care skill mix to meet patient and service needs
·  To undertake projects as delegated by the Director of Nursing or deputy
Scheduled Care and Patient Flow Key Performance Indicators
The Scheduled Care Patient Flow Clinical Nurse Manager will:
·  Identify and develop scheduled care and patient flow Key Performance Indicators (KPIs) which are congruent with the service plan targets.
·  Develop Action Plans to address scheduled care KPI targets.
PLEASE NOTE THE FOLLOWING GENERAL CONDITIONS:
·  Employees must attend fire lectures periodically and must observe fire orders.
·  Nurses are expected to maintain their professional competence and are responsible for ensuring that their mandatory training is up to date.
·  All accidents within the Department must be reported immediately.
·  Infection Control Policies must be adhered to.
·  In line with the Safety, Health and Welfare at Work Act, 2005 all staff must comply with all safety regulations and audits.
·  In line with the Public Health (Tobacco) (Amendment) Act 2004, smoking within the Hospital Building is not permitted.
·  Hospital uniform code must be adhered to.
·  Provide information that meets the needs of Senior Management.

Eligibility Criteria
Qualifications and/or experience / (a) Candidates must at the latest date of receiving completed application forms for the office: -
(i)  Be registered in the General Division of the Register of Nurses kept by Nursing & Midwifery Board of Ireland/ An Bord Altranais or be entitled to be so registered
And
(ii)  5 years post-registration experience in acute general nursing and have had satisfactory general acute nursing experience
And
(iii)  Candidate must posses the requisite knowledge and ability (including a high standard of suitability and or organising ability) for the proper discharge of the duties of the office
And
(b)  Candidates must have undertaken training in management appropriate to the post and/ or have Healthcare and/or management qualification
And
(c) Possess sufficient administrative capacity to discharge the functions of the grade.
Note: Post holders must maintain annual registration with An Bord Altranais
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
