Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or whenthe contractoradds SCA labor categories / employeesto the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Develop and deliver training courses related to a variety of US and Coalition military and national security issues.
Education Requirements: Master’s Degree; Instructor Certification and ISD Certification. Experience Requirement: Over 10 years of intelligence related instructor and ISD experience.
Course Director (Senior) / Provide Subject Matter Expertise (SME) to develop, deliver, administer and evaluate academic programs. Provide instruction, research and writing mentorship, and course leadership over a portfolio of courses. Collaborate with Instructional System Designer, Instructor(s), Scheduler, Registrar and students. Generate proposed course dates with input from Instructor, Scheduler, and Registrar. Oversee Instructor Certifications, per client requirements/direction, and assign Instructors to courses. Collaborate with client leadership with pre-course and post-course reports and updates. Review and provide course change requests to the Instructional System Design based on student and staff feedback. If necessary, prepare budget inputs for various courses and track expenditures, providing results to the Project Manager. Arrange billeting and travel for guest speakers, when necessary. Scheduler / Schedule non-training resource requirements for Distinguished Visitors, resource requirements for QA, Configuration Management, and other site functional areas requiring system time. Deconflict classroom space; training material (projector, whiteboard, technology, etc.) with Registrar to ensure course dates can be scheduled. Provide scheduling support for all academic support requirements. Utilized client-based scheduling and Learning Management System (LMS). Collaborate with the Course Director, Instructor, and Registrar for scheduling course dates. Assist with resolving any information technology issues with classroom equipment. Project Manager IV / Oversee and manage projects, Tasks Orders (TOs) (or a group of TOs affecting the same common/standard/migration system) and assist the Program Manager working with the Government Contracting Officer (CO), the TO-level task manager, Government management personal and customer agency representatives. Under the guidance of the Program Manager (PM), responsible for the overall management of the specific TOs, insuring that the technical solutions and project schedules in the TO are implemented in a timely manner. Roleplayer / Surveillance Onsite Lead / The Onsite Lead shall have a minimum of five (5) years' supervisory experience sufficient to ensure positive direction of subordinates. Must have demonstrated experience in interfacing directly with the Government to capture, prioritize, and deconflict requirements. The Onsite Lead shall possess excellent oral communication skills and have the ability to plan for, and manage, numerous complex and time critical activities simultaneously.
Roleplayer / Surveillance Team Coordinator / The Role Player/Surveillance Team Coordinator shall have a minimum of three (3) years’ experience planning, creating, and staffing complex work schedules based on customer priorities and requirements. Role Player/Surveillance Team Coordinator shall have broad knowledge of surveillance techniques and strong oral communication skills. The Role Player/Surveillance Team Coordinator shall possess a valid US driver's license and have hands-on experience using Microsoft Office (Word, Excel, and Outlook).
Roleplayer / Surveillance Team Member Senior / Surveillance Team Member- Senior must have a minimum of three (3) years’ experience conducting discreet surveillance in support of the Intelligence Community, Federal or State Law Enforcement and be a graduate of the JCITA CI Surveillance Course, AFCITC, or an Intelligence Community, Federal or State Law Enforcement school equivalent Surveillance Team Member--Senior shall be able to sit or stand for up to 2 hours and be able to walk for up to 7 miles in one day. Training shall commence/continue regardless of weather conditions unless it is deemed severe enough to be considered a safety issue. Surveillance team contractors shall possess a valid US driver's license, be fluent (verbal and listening comprehension) in English, and have hands-on experience using Microsoft Office (Word, Excel, and Outlook).
