BSA Environmental Services, Inc. (BSA) is a professional environmental services company with extensive experience working on projects from throughout North America. We provide research quality, cost-effective aquatic support services to both government and commercial clients. We perform a wide-range of aquatic microbiology analyses.

BSA’s reputation for superior contract performance and adherence to standards of excellence is well known to our clients. We provide research quality, cost-effective aquatic support services to Government and commercial clients. BSA is known for maintaining the highest level of quality and responsiveness. Each project we undertake is conducted in accordance with prescribed client standards for quality of services, including timely submission of work products. Our data have been used in numerous refereed publications, Government reports, and scientific presentations.We help Government and commercial clients determine the level of taxonomic effort, subsample size and turnaround time based on their individual research objectives and budget constraints. By establishing a close working relationship with our clients, BSA ensures coordination of effort for compliance with agreed upon analytical standards.

We have completed well over 100,000 aquatic analyses since inception of the firm and have experience in managing large, complex projects. BSA has completed 5 projects for $1M+ and 5 projects for $500K+. During each of the last 3 calendar years, BSA has completed approximately 3,000 zooplankton analyses, 4,000 phytoplankton analyses, and 1,000 chlorophyll a analyses. BSA has provided aquatic laboratory services to over 100 discrete entities (excluding multiple offices of the same agency). BSA was the prime contractor for phytoplankton, zooplankton, and microcystin analyses for the 2012 USEPA National Lakes Assessment. During the course of that project, BSA completed 3,125 zooplankton, 2,471 phytoplankton, and 2,234 microcystin analyses on budget and within the time constraint set forth by the government.

BSA is particularly attuned to the importance of ecoregion as a determinant of phytoplankton, zooplankton, and diatom composition. Our phytoplankton and zooplankton data have been used in numerous refereed publications, government reports, and scientific presentations concerning a diverse array of study objectives including water quality, eutrophication, fisheries management, larval fish rearing, invasive species, monitoring for nuclear and electric power plants, toxic algae, recreational safety, water reclamation, water treatment plants, agricultural impacts, endangered species, paleolimnology, nutrient manipulation, drought and hurricane impacts, ballast water, dam removal, taste and odor problems, food web interactions, and hydroacoustic studies.

BSA consists of a diverse group of environmental professionals with experience, training, and education (including advanced degrees) in environmental science; GIS; ecology; environmental/land use policy and planning; solid and hazardous waste operations; Federal-level emergency planning, preparedness, and response; environmental regulatory compliance (especially NEPA and other major environmental statutes); and civil, chemical, and environmental engineering (with Professional Engineer registration).

“The Service Contract Act (SCA) is applicable to this contract and as it applies to the entire Federal Supply Schedule Industrial Group 00CORP, Professional Services Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29CRF 5413.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and/or when the Contractor adds SCA labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.”

Labor Category Descriptions

The Labor Rates for Environmental Consulting Services are based on the following labor categories. A numerical system for labor classification is used. 4

This system generally indicates skill level, education, and experience. Definitions of the labor categories are listed below:

Technical Support Specialist-I:Entry-level position in the company. The individual has a Bachelor’s degree (B.S.) in a related science from a four year college or university. Works under close supervision of the project manager. Performs routine analyses as part of less complicated assignments. The individual reports to a senior level professional.

Technical Support Specialist-II: The individual has a Bachelor's degree (B.S.) in a related science from a four year college or university and has two to five years of experience in the field. Professional registration or certification is not mandatory. The individual may have responsibility for a project of limited scope and direct supervision over technical and administrative support staff for those projects. The individual reports to a senior professional.

Scientist-I: The individual has a Master’s degree (M.S.) in a related science plus three years related experience, or Bachelor's plus five to ten years of progressive experience and responsibility. Professional registration or certification in the field by a nationally recognized authority is a job requirement. The individual has project responsibility for larger projects and supervises subordinate technical, professional and administrative staff. The individual reports to a senior professional and/or executive management.

Scientist-II: The individual has a Doctoral degree (Ph.D.) in a related science plus five years related experience, or Master’s degree (M.S.) plus eight years related experience, or Bachelor's degree and more than ten years of progressive experience and responsibility. An advanced degree is preferred but not mandatory. The individual is responsible for project management and performance of work on an independent level within the organization. The individual operates under broad guidelines and has wide latitude for decision-making in the performance of work assignments. The individual supervises teams of individuals including professionals, technicians, and administrative support staff. The individual is responsible for overall project management and performance of work. The individual operates under broad guidelines and has wide latitude for decision-making.

Corporate Official/Senior Scientist-III: This individual has a Doctoral degree (Ph.D.) in a related science plus 8 years related experience, or a Master’s degree (M.S.) plus 10 years related experience. Plans, conducts, and supervises major projects necessitating the use of advanced knowledge/experience and the ability to originate and apply new and unique methods and procedures. Provides senior review and technical direction. Responsible for resources, technical direction, cost and schedule performance, and quality. Frequently manages multiple major programs or projects concurrently and supplies technical advice and counsel to other professionals.
