APPROVAL OF A SMALL COMMUNITIES GRANT (SCG) FOR THE CALAVERAS COUNTY WATER DISTRICT (DISTRICT), VALLECITO REGIONAL WASTEWATER SYSTEMS PROJECT, PROJECT NO. SCG-813

DISCUSSION

In accordance with the State Water Resources Control Board's (SWRCB) Implementation Policy for the Small Communities Grant Program (Policy), adopted on January 23, 1997, and amended and reauthorized on June 15, 2000, projects on the adopted priority list need SWRCB approval to receive a SCG construction grant. The SWRCB can authorize construction grants after the Division of Clean Water Programs (Division) approves the final plans and specifications (P&S). The Division approved the final P&S for the District’s Vallecito Regional Wastewater Systems Project on March22, 2001.

The unincorporated communities of Six Mile Village, Douglas Flat, and Vallecito are located in Calaveras County along State Highway 4, approximately three miles east of the City of Angels. The combined population of the three communities is approximately 840 and the 1996 median household income was $19,220. Based on the Policy’s funding formula, the District qualifies for a 97.5 percent SCG.

The District operates and maintains wastewater conveyance and treatment facilities for the three communities. The Calaveras County Environmental Health Officer issued an Environmental Health Hazard Declaration and time schedule on August 2, 2000, due to deficiencies in the three communities’ wastewater collection and treatment facilities. The Central Valley Regional Water Quality Control Board (CVRWQCB) adopted Resolution No. 5-00-270 on December 8, 2000, approving and accepting the declaration. The proposed project will provide collection system and wastewater treatment plant improvements bringing the District into compliance with these regulatory actions.

The District prepared a Negative Declaration/Initial Study for the proposed project, which was distributed to the public and circulated through the State Clearinghouse (SCH# 2000122106) for review from December 29, 2000, through January 29, 2001. During the review period the District received comment letters from the Division, the Department of Health Services, the CVRWQCB, and Caltrans District 10. Environmental issues identified included water quality, cultural resources, and traffic. The District provided responses to all comments, approved the project, and adopted the Negative Declaration on February 14, 2001. The District filed a Notice of Determination with the Calaveras County Clerk on February 15, 2001 and the Governor’s Office of Planning and Research on February 16, 2001.

RWQCB IMPACT

The CVRWQCB adopted Resolution No. 5-00-270 on December 8, 2000, approving and accepting the August 2, 2000, Calaveras County Environmental Health Hazard Declaration and time schedule. The District’s project will enable compliance with this declaration.

APPROVAL OF A SMALL COMMUNITIES GRANT (SCG)

FOR THE VALLECITO REGIONAL WASTEWATER SYSTEMS PROJECT

CALAVERAS COUNTY WATER DISTRICT (DISTRICT)

PROJECT NO. SCG-813

WHEREAS:

  1. The Implementation Policy for the Small Communities Grant Program was adopted by the State Water Resources Control Board on January 23, 1997, and amended and reauthorized on June 15, 2000;
  1. The State Water Resources Control Board adopted the SCG Program Priority List on August 17, 2000, which included the District’s Vallecito Regional Wastewater Project in Priority Class B;
  1. The Division of Clean Water Programs (Division) approved the Facilities Plan, which includes the project report, environmental documents, and draft revenue program, by issuing Concept Approval on March 5, 2001, for the District’s Vallecito Regional Wastewater Systems Project;
  2. The Division approved the final plans and specifications on March 22, 2001, for the District’s Vallecito Regional Wastewater Systems Project; and
  3. The District adopted a Negative Declaration (State Clearinghouse No. 2000122106) prepared for the Vallecito Regional Wastewater Systems Project, which has been reviewed and considered and it has been determined that the project will not result in any significant environmental impacts.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board approves a $705,000 SCG construction grant for the Calaveras County Water District’s Vallecito Regional Wastewater Systems Project.
