ROLE PROFILE

Title: Fleet and Transport Operations Service Manager
TEAM/PROGRAMME: Logistics / LOCATION: Juba with frequent travel to field offices
GRADE: TBC / CONTRACT LENGTH: 12 Months
Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Fleet manager will ensure safety, security and proper handling of Save the Children’s fleet in the best interest of the organization. S/he will manage the South Sudan fleet in accordance with operational needs and in compliance to the required standards and policy/procedures.
SCOPE OF ROLE:
Reports to: Director of Logistics
Dimensions:
South Sudan is one of the most challenging and exciting working environments that Save the Children currently works in. The newest country in the world, its legacy of thirty years of war has yet to be even partly addressed as its new government struggles to both mature and reach out to its people. Education rates remain extremely low with less than 10% of the population finishing primary school; and only 200 girls completing secondary school in 2011 (out of a total population of greater than 8 Million people). Save the Children has been active in South Sudan for over 20 years.

KEY AREAS OF ACCOUNTABILITY:
Strategic
·  Provide effective and cost efficient resource planning and scheduling for all fleet assets within South Sudan, as well as ensuring that preventative maintenance support is carried out in accordance with standard maintenance guidelines and schedules
·  Maximize the South Sudan fleet efficiency and cost effectiveness through planned
resource allocation in accordance with standards and procedures and in close cooperation with all fleet management staff in place country-wide.
·  Development of Vehicle and Generator replacement plan
Technical/Operational
I.  Fleet management
·  Management, control and accountability of all fuel supplies within Juba and provide fuel management support including contingency planning and storage country-wide
·  Monitor, control and report on the use of all South Sudan fleet assets
·  Ensure that all South Sudan fleet asset and driver administration is executed in a professional manner and in accordance with Standards, Procedures and South Sudan legal obligations.
·  Ensure that accidents and insurance claims are properly handled; insurance benefits are properly negotiated to the benefit of Save the Children
·  Ensure that all South Sudan fleet assets are serviced and maintained according to a preventative maintenance schedules
·  Produce detailed vehicle management reports on monthly, quarterly, and annual basis to Logistics manager.
·  Ensure accurate reporting on all fleet management aspects by all South Sudan field locations.
·  Carry out regular visits to all field locations to coordinate the fleet management aspects and to ensure the implementation of standards and procedures equally at all locations
II.  Generator Management
·  Support in management, control and accountability of all fuel supplies for Juba Generators and provide fuel management support including contingency planning and storage country-wide
·  Support the administration team to put in place systems that monitor and control the use of all generators.
·  Support the administration team to ensure that all generators are serviced and maintained according to standard maintenance guidelines and schedules
·  Provide technical assistance and advice to all field locations on servicing and maintenance of all generations.
·  Support the admin team to produce generator management reports on monthly, quarterly, and annual basis.
III.  Staff Development and Management
·  Directly lead and manage fleet staff in Juba and provide technical support to all field based fleet staff.
·  Provide and ensure professional training for all South Sudan drivers, mechanics, and other fleet management staff in accordance with security, technical and legal requirements
IV.  Capacity Building
·  Build and develop the capacity of the fleet teams through the use of effective training, performance management frameworks and development plan.

QUALIFICATIONS AND EXPERIENCE
·  Diploma in Transport or Logistics Management or equivalent education level gained through practical experience and/or job related courses.
·  Advanced technical qualifications in automotive engineering required.
·  At least 5 years of proven experience working in Transport/Fleet Management.
·  Management experience in a highly operational NGO or corporate environment, including significant field operations experience running both emergency and development programs
·  Previous experience of managing and developing a team and the ability to lead, motivate and develop others
·  Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
·  Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
·  Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
·  Excellent computer skills
·  Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
