ROLE PROFILE

TITLE: Sanction and Compliance Officer
TEAM/PROGRAMME: Treasury / LOCATION: London
GRADE: TBC / CONTRACT LENGTH: Permanent
CHILD SAFEGUARDING:
Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
ROLE PURPOSE:
The role holder will work closely with Treasury, Accounts Payable and Legal Teams to ensure financial transactions relating to our international programme operations (in over 50 countries worldwide) are fully compliant with the latest legal, regulatory and compliance requirements,. This includes Cash Transfer Programming (CTP) and Anti Money Laundering (AML) controls.
The role holder will:
·  Develop and monitor internal compliance processes and conduct extended due diligence exercises for banking partners.
·  Monitor Regional Offices’ and Country Offices’ use of informal funds transfer systems (IFTS).
·  Assist in the vetting and clearance of payment and funding transfers to high-risk countries.
·  Assist Members and SCI regional/country offices in compliance processes and guidance.
·  Implement procedures to ensure that key compliance risks are identified and appropriate mitigation strategies proposed for new awards.
·  Monitor data protection protocols.

KEY AREAS OF ACCOUNTABILITY :
Regulatory and compliance monitoring and support
·  Provide high quality professional support on a range of regulatory and compliance issues affecting international operations.
·  Monitor and assist the Accounts Payable Team with higher-risk payment instructions.
·  Support the Head of Treasury Advisory on the organisation’s obligations for legal and regulatory compliance on fraud, terrorism financing, money laundering and sanctions.
·  Assist in the development and maintenance of processes, systems and tools to secure compliance with sanctions, Counter Terrorism Financing (CTF), AML and data protection policies and regulation.
·  Support Head of Treasury Advisory Services to develop risk management strategies.
·  Develop and maintain reports on movement-wide counterparty risks, in particular members’ donor receivable positions.
·  Support the Head of Treasury Advisory Services and the Treasury Operations Manager to monitor and analyse the potential impact of sanctions and other financial regulations on Save the Children’s cash transfers and third party payments, and coordinate with banks to mitigate potential impacts
·  Review partner and third party agreements and operational contracts
Relationships:
·  Build and maintain relationships with members, country and regional offices to facilitate the above.
·  Maintain relationships with our key banking partners for ongoing service provision (including completing extended due diligence checks)
·  Respond to auditor queries regarding treasury activities and higher-risk transactions
Other duties:
·  Deputise for the Head of Treasury Advisory Services, as appropriate
·  Back up “back office” treasury activity
·  Liaise across other centre and regional/country teams and with member organisations in relation to legal compliance matters as above.
·  Contribute to the sharing and dissemination of knowledge and expertise on compliance processes and requirements across Save the Children.
·  Carry out any other compliance duties either additional to or instead of those outlined above which may be reasonably required.

QUALIFICATIONS
·  Ideally paralegal certificate or higher diploma or a degree in law, legal studies or paralegal practice
EXPERIENCE AND SKILLS
Essential:
·  Sound experience and proven ability within a legal or financial environment.
·  Very strong attention to detail with a diligent approach to tasks.
·  Sound judgement and ability to manage multiple stakeholders and tasks in a pressured environment.
·  Skilled at applying technical expertise to solving problems in a practical way.

·  Knowledge and experience advising on and managing regulatory and compliance requirements and processes in the UK and internationally (FATF, KYC, AML regulations etc.)
