President Susan Warnstrom called the meeting to order at 6:40 p.m. The attendees were introduced. All present participated in the Pledge of Allegiance to the flag of the United States.
Approval of Minutes: Motion, second, unanimous, to approve the Minutes of June 26, 2006 as presented.
Treasurer’s Report: Chuck Arnold said the checking account has $2,463.90 and the savings account has $3,393.65 for a total of $5,857.55.
LAFCo Report: Cathy Schlottmann noted the MSRs for Los Alamos CSD and the Cachuma Resource Conservation District have been distributed. There will not be a September LAFCo meeting because of scheduling conflicts with the CaLafco and League of Cities annual conferences. It was noted that SB 1087 gives affordable housing priority for water and wastewater connections for lower-income households. This bill was effective January 1, 2006, and requires water and wastewater providers to adopt a policy regarding this. Addiitonal information on this can be learned fro the State’s Department of Housing and Community Development, specifically Don Thomas at (916) 445-5854.
Legislative Report: George Emerson noted CSDA is watching several pending bills. He urged caution regarding the Anderson initiative, an eminent domain initiative on the November ballot.
Guest Speakers: Jim Raggio, CEO of Lompoc Healthcare District: President Warnstrom said Jim Raggio is tonight’s substitute guest speaker. Mr. Raggio said the groundbreaking for the new Lompoc Hospital is scheduled for August 14th. It will meet the State’s seismic safety requirements for an acute care hospital. He noted that time is of the essence for the construction. The estimate for concrete was $1.6 million and the bid came in at $2.8 million. The construction project for Cottage Hospital in Santa Barbara has similarly gone from $200 million to $500 million.
Jim recapped the process for gaining voter approval, noting Measure E passed with 87% voter approval for a $74.5 million bond measure. The acute care hospital will be single story because of design standards for seismic safety reasons.

Annual Meeting: Peter Detweiler will be the speaker for our annual meeting on October 30, 2006.
Adjournment President Warnstrom adjourned the meeting at 7:52 p.m. The next meeting will be Monday, August 28, 2006 at this location.
