Minutes of Meeting of January 25, 2017

I.Call to Order

Chair Terri Allison called the meeting to order at 2:12p.m.

II.Public Comment Period

There was no public comment.

III.Approval of Minutes of December 14, 2016

Lourena Beale moved to approve the minutes of December 14, 2016.Lorraine Neenanseconded the motion. MSC.

IV. First 5 ECE Updates

  • Strategic Planning: In light of the decision to eliminate the position of the ECE Manager, Eileen stated that the Commission needs to hear about the needs of the community for Early Care and Education. There will be a presentation on ECE at the March 20 Commission meeting.
  • Chair Terri Allison asked members if they wanted to formally address First 5, and members agreed to ask staff to draft a letter to be reviewed by the Steering Committee and the two most recent past Chairs. The letter will then be sent to the Council for review and approval at the meeting of February 8.

V.Coordinator’s Report

Joyce Stone distributed a written report of her activities since the last meeting of the Committee.

VI.Update on Coordinator’s Duties

There has been no change since the last meeting. One candidate had a second interview on January 23 but declined to accept the positon.

VII.Update on Council Membership

Joyce Stone reported that she presented information to the Board of Supervisors at their meeting on January 17, and that Supervisor Janet Wolf had agreed to represent the Board on the Council.

VIII.Update on Needs Assessment/Strategic Plan

  • The next meeting of the Ad Hoc Committee is scheduled for January 30. There was a discussion on being realistic about what can be accomplished in the current year, when we have a five-year plan and the majority of the strategies have a timeline that begins in 2016-17. The committee will review the timelines at the next meeting.
  • Discussion of surveys needed: This discussion was tabled until the next meeting.

IX.Public Policy/State Budget Update

Joyce Stone and Eileen Monahan provided a brief summary of the provisions of the Governor’s budget proposal. The budget will be discussed at the Council meeting on February 8.

X.Update on CA TK Stipend Grant

Joyce Stone reported that she is still processing reimbursements through the grant and that planning continues for the 2017 Summer Institute.

XI.Update on Infant Toddler QRIS Block Grant

The Infant Toddler Teaching Pyramid Module 1b training took place on January 14 at the First Presbyterian Church in Santa Barbara. Eleven programs are participating.

XII.Update on CSPP QRIS Block Grant

Joyce Stone reported that the report to CDE was submitted. The 2016-17 block grants have been distributed, with funding being withheld to support one contractor, should they decide to enroll.

XIII.Update on AB 212

The applications will be completed and distributed soon and planning for additional training opportunities continues.

XIV.Update on ECE Leadership Project

Joyce Stone reported that the training on Learning Stories is January 6 in Solvang was a great success, with participants creating their own “My Story” books. Joyce met with the representative of the Santa Barbara Foundation on January to discuss the possibility of continued funding.

XV.Agenda for February 22, 2017 Steering Committee Meeting

The agenda will include the usual updates plus a discussion of surveyneeds in the Strategic Plan.

XVI.Agenda for February 8, 2017 Council Meeting

Items will include the approval of a letter to the First 5 Commission, a presentation on extended learning by Debi Badger, and a presentation for Stuff that Works and Why by Lorraine Neenan.

XVII.Other Business/Announcements

  • Eileen Monahan announced that the Letter of Intent for additional IMPACT funding from First 5 CA (“Incentive Layer”) is due February 24 and there will be a webinar February 7; funding is $2000-3500 per site depending on type.
  • Raquel Valdez, Lorraine Neenan and Lourena Beale will register for the First 5 Communications Workshop.
  • Lorraine Neenan announced that Community Action Commission’s request to convert Head start to Early Head Start was approved; there will be a staff institute held August 4 and Lorraine will be seeking presenter applications.
