Sandstone City Council Meeting Minutes
October 5, 2016
Call to Order: 7:00PM

Others present:Chris Groe, Pete Spartz and Chuck Anderson with the Pine County Sheriff’s Office

Council, guests and staff recited pledge of allegiance.
Additions or Corrections to the agenda
Motion Kester, second Devlinto approve the agenda with the addition of the 9C - Sandstone Evangelical Free Church special event permit application and 12D - accept application and approve pay request #2 for the Lundorff Drive project. Motion carried 5-0.
Special Items of Business: Pine County Sherriff’s deputy Anderson reported on calls in the month of September including criminal predators and an assault. The council members asked about calls regarding incidents on First Street and the surrounding neighborhood as well as activity of off-road vehicles.
Petitions or Complaints by Residents and/or Council members: Chris Groe reported on the work that is being done to Mr. Bonander’s building on Main Street. Council members asked questions regarding the façade, framing and chimneys.
Approval of Meeting Minutes:
Motion Palmer, secondDevlinto accept the Sept 14, 2016and Sept 21, 2016 meeting minutes. Motion carried 5-0.

Consent Agenda:
Motion Devlin, second Kester to approve posting an ad for a temporary On-Call Snow Plowing & Warming House Attendant, an annual Banning State Park permit for a youth deer hunt and the Sandstone Evangelical Free Church Youth Group special event application. Motion carried 5-0.
Financial Reports:
A/P Clerk – Claims
There were questions regarding a line item charge. The administrator will check into it and get back to the council member.
Motion Devlin, second Palmer to accept and pay claims. Motion carried 5-0.
Old & Continuing Business:
Security Camera Contract
People’s Security Companyand ADT submitted bids. People’s Security Company would be selling the equipment to the City. ADT’s fee takes care of any maintenance on the equipment. It was suggested that the cameras will be much more helpful than the motion sensors taking into account the number of people using the building after hours.
Motion Devlin, second Franklin to accept the contract with ADT but without the motion sensors. Motion carried 5-0.
Motion Devlin, second Franklin to move ahead with the contract in 2016 if there are funds available. Motion carried 5-0.
New Business
GovOffice contract for website development
GovOffice works with a lot of small cities as they are a cost effective website developer. New Richmond, WI and Belle Fourche, South Dakota both have websites developed by GovOffice. Development is paid off in the first three years. Thereafter a hosting feeis paid annually.
Motion Franklin, second Devlin to accept the contract with GovOffice for development and hosting the City’s website. Motion carried 5-0.
Hessenius Excavating Bid
The City received a bid for crushed red rock aggregate delivered and bladed for a total cost of $10,931.25.
Motion Devlin, second Palmer to accept the bid and reward the contract to Hessenius. Motion carried 5-0.
Fee Dispute
The council has a policy to handle disputes for fees charged by the City, most of which, are related to fire call fees. A driver was involved in an accident in which the fire department was called. He appealed the charges and was not satisfied with the Administer or Fee Dispute Resolution Committee’s judgement and has retained legal counsel to appeal the decision.
MotionDevlin, second Franklin to write off the fee. Motion carried 5-0.
SEH Application for No. 2 Payment
This the 2ndpayment request from R.L. Larson Excavating for Lundorff Drive Extension. There has been 59% of the work completed.
Motion Devlin, second Franklin to accept and pay R.L. Larson Excavating for the work.
Motion carried 4-0.
Reports:
Motion Devlin, second Palmer to accept the reports of paid claims and investment. Motion carried 5-0.
Written Notices and Communications: none
Administrator’s Report:
Wild River has water damage caused by a second floor tenant who has rental insurance. The third rental letter will be drafted and sent out in the next couple of weeks for those landlords who have not registered their properties. There have not been any inspections done as of yet. This seems to be a result of how the appointments are being made between the owner and the inspector. Senator Franken’s staff had a gathering to discuss infrastructure in which the mayor and Administrator attended. Leaha and the Administrator will be attending an accounting seminar later in the month.
