Review of Minutes / Ø  The meeting was called to order at 6:15 p.m. / The March 20, 2012 minutes were reviewed and a motion was made by Chris Laughlin and seconded by Anthony Pugh to accept the minutes as written.

Guilford LME CFAC Members Introduction / Ø  The following Guilford LME staff and CFAC members were introduced and welcomed to the meeting:

Medicaid Waiver Update / Ø  Mike presented the April 17, 2012 Medicaid Waiver Update, outlining the following:

Medicaid Waiver Forums Update / Ø  Anthony reviewed information regarding the (2) forums that have been held in Anson and Randolph Counties. Anthony shared a breakdown of attendees and the results of surveys regarding attendee satisfaction with the meeting, noting all surveys were very positive. No additional comments were given for these two forums.
The next Medicaid Forum will be held in Montgomery County on April 19, 2012. / The committee was reminded the Questions and Answers from the first round of forums are posted on the SHC website and are distributed at each new forum as well.
Mike Markoff, Customer Service Coordinator – Global Continuous Quality Improvement Committee / Ø  Sandhills Center is pleased to announce the establishment of a Global Continuous Quality Improvement Committee (GCQIC). This committee will be a sub committee of the Sandhills Center internal Quality Management Committee. Membership of the committee will include representation from the following:
Ø 
·  All Provider types, CFAC representative, a representative from Sandhills Network Leadership Council, a representative from the Community Care of North Carolina (CCNC), a consumer representative and the following Sandhills staff: Sandhills Center QM Director, the Performance Improvement Data Manager., Quality Improvement Projects/Studies Specialist and Customer Services representatives. The SHC Medical Director will be a non-voting member. The chair and co-chair will be elected by majority vote at the first meeting.
·  The GCQI Committee will focus on systems and processes to improve overall satisfaction, care and services to generate better services for all. It will analyze data, identify barriers and implement interventions to improve quality of care through out the organization and provider network and will make recommendations to the Sandhills Center internal Quality Management Committee.
·  Meetings will be held on the 1st Thursday of each month, at a centralized site at 1 p.m. / A motion was made by Chris Laughlin and seconded by Ron Unger to accept Marianne Kernan as the CFAC representative and LeAnn Henkel to serve as an alternative representative to the GCQIC committee.
The motion carried.
As far as the other consumer representative who is not a CFAC member. CFAC met with Guilford CFAC last night and they thought it would be great if we could have one of their CFAC members become our non CFAC member representative. The only problem is they are out of our catchement area. Marianne volunteered to ask someone from NAMI to be on this Committee as a non CFAC member rep. if needed. Unless Mercer/DMA would let us utilize a person who does not live in our catchment area we probably need to go with the NAMI member. Mike to meet with the appropriate SHC staff to discuss this further.
Mike Markoff, Customer Service Coordinator – Consolidated Balance Sheet and Income Statement – March 31, 2012 / Ø  Reviewed SHC Consolidated Balance Sheet and Income Statement dated 03/31/12, noted the following:
·  Total Revenues (YTD) $ 27,443,436
·  Total Expenditures (YTD) $ 29,082,271
·  Change in Fund Balance (YTD) $ ( 1,638,835) / Marianne Kernan requested further information regarding the category of Fund Balances: Undesignated. Mike will research the answer to Marianne’s question and will respond via email.
Eric Fox, Division Representative / ·  Capacity study is in process in the Sandhills catchment area - this information will eventually be shared with the CFAC. This will demonstrate gaps and needs throughout the 8 counties.
·  Thursday, May 17th is Sandhills 45 day on-site Mercer readiness review
·  There was great involvement from the Chair and Vice Chair of the CFAC at the 120 day Mercer readiness review
·  A primary CFAC member and an alternate were selected to participate on the Global CQI (continuous quality improvement) committee / the group thought about asking a Guilford member to also be involved - this question will be addressed with Mercer. It demonstrates the desire for needed collaboration.
·  As of July 1st, 2012 (65) counties will be under the 1915bc waiver. 6 entities are to come on board on January 1, 2013.
·  B-3 services of Respite, Community Guide, and Peer Support Specialist will be available with the onset of the waiver but in limited amounts. CFAC is encouraged to speak with Sandhills regarding the amount of funding set aside for these services.
·  It was suggested that print materials pass through the CFAC for readability. It was recommended that CFAC members look at the questions and answers that have been posted to the website and review for readability and forward their comments to staff.
·  The Consumer Empowerment Team has hired Stacey Harward as the new Mental Health Program Coordinator who will be covering the Western region of the state. Stacey began with MH/DD/SAS on April 9th.
·  The local CFAC to State CFAC conference call is set for Wednesday, April 18th from 7pm-8pm. All are welcome to listen but only (1) member from each CFAC is to be selected as spokesperson. the call in number is 1-888-273-3658 access code is 2490768#
·  Eric Fox stated that due to both Sandhills and PBH having their CFAC meetings at the same time he must alternate every month between the two CFACs.
·  The spirit of collaboration between the Sandhills CFAC and Guilford CFAC is to be strongly commended.
